REGULAR COUNCIL MEETING MINUTES

NOVEMBER 29, 2004

Minutes of a Regular Council Meeting held on Monday, November 29, 2004 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Darcy McLeod, Jeff Humble, Bill Hawkins, Don Kunkel, Lonnie Kaal, Theodore Trotz, Trent Mandzuk, Kelly Kaban, Blair Bieber, Carol McLashen, Michael Brenholen, Wally Neumann and Sharon Loster. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien congratulated the FAST Grads whose ceremony was at Sacred Heart High School.

Councillor Schmidt acknowledged the successful "Coats for Kids" program and the Santa Clause Parade. She thanked the sponsors and the volunteers, the organizers and all the participants for their efforts.

Councillor Goulden acknowledged the success of the Painted Hand Casino World Curling Tour and thanked the Committee for a great job organizing it.

Mayor De Vos gave the floor to the Director of Planning and Engineering who introduced Trent Mandzuk who has been be promoted to Public Works Manager and Theodore Trotz who has been promoted to Assistant Public Works Manager, due to Brian Neibrandt’s retirement.

Mayor De Vos advised that he had lost a bet with the Mayor of Humboldt and put on the Humboldt Broncos hockey jersey which he will wear this week.

Vision and Values Steering Committee Final Report

A memorandum dated November 25, 2004 from the Vision and Values Steering Committee along with their final report were circulated for the consideration of Council.

Councillor Schmidt spoke to this report.

1). That the Council of the City of Yorkton endorse the Values, Vision and Mission Statements as follows:

Values Statement: The Core Values of the City of Yorkton are: Equality and Respect, Openness, Integrity, Teamwork and Quality.

Vision Statement: The City of Yorkton is a growing, dynamic, regional centre, where good things happen.

Mission Statement: Working with our community, our committed and skilled Staff make Yorkton the friendliest, safest and most desirable city in which to live and grow.

2). That the Vision and Values Steering Committee be maintained to plan, oversee and monitor the implementation of the Values and the 15 important recommendations.

3). That the City conduct a review of the Values, Vision and Mission Statement in 12 – 18 months.

4). That the Final Report as presented by HJ Linnen Associates and the Vision and Values Steering Committee be adopted as presented.

CUPE Local 342 – Notice to enter into negotiations

A letter dated November 16, 2004 from the National Representative of CUPE Local 342 was circulated for the consideration of Council providing notice in accordance with Section 33(4) of The Trade Union Act to enter into negotiations. The City Clerk/Director of Human Resources advised that the dates of December 1, 2 and 6, 2004 have been set aside for negotiations.

A letter dated November 17, 2004 from the President of the Yorkton Professional Fire Fighters Local 1527 regarding notice to enter into negotiations in accordance with The Fire Departments Platoon Act, Section 9 (1) was circulated for the consideration of Council.

That the Council of the City of Yorkton receive and file the letter dated November 17, 2004 from the Yorkton Professional Fire Fighters Local 1527 advising of notice to enter into negotiations in accordance with The Fire Departments Platoon Act, Section 9(1).

Bylaw No. 19/2004 – amend Zoning Bylaw No. 14/2003

Bylaw No. 26/2004 – Property Standards Bylaw

Director of Planning and Engineering – Riverside Terrace

A memorandum dated November 25, 2004 from the Director of Planning and Engineering along with a brochure of Riverside Terrace were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize the Planning and Engineering and Building Services Departments to proceed to market and open up the Riverside Terrace subdivision for sales, and that Planning and Engineering continue to proceed with the construction of the bridge, lift station, and road-works without any presales.

Councillors Hill, Maloney and Wyatt opposed.

Carried.***

Councillor Wyatt declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:36 p.m.

Prairie Grain Roads Program for Saskatchewan (2005)

A memorandum dated November 25, 2005 from the Director of Planning and Engineering regarding financial assistance from the Federal Government under the Prairie Grain Roads Program for Saskatchewan was circulated for the consideration of Council.

That the Council of the City of Yorkton, subject to approval from the Prairie Farm Rehabilitation Program for the Prairie Grain Roads Program, and the funding support of the Rural Municipality of Orkney, approve the sum of $150,000.00 to upgrade Crescent Avenue from a gravel to an asphalt pavement road to facilitate grain hauling, truck and vehicular traffic.

Carried.

Councillor Wyatt returned to Council Chambers at 5:40 p.m.

Director of Leisure Services/Director of Finance

Parkland Agriplex General Manager – Proposed Flexi-Hall Rates

A memorandum dated November 4, 2004 from the Director of Leisure Services, the Director of Finance and the General Manager of the Parkland Agriplex regarding proposed Flexi-Hall Rates was circulated for the consideration of Council.

That the Council of the City of Yorkton approve the following rates for the Flexi-Hall with all rates having G.S.T. extra, immediately. Rates to be reviewed annually.

Adult Hourly: $80.00/hr.

Youth Hourly: $52.00/hr.

Track Closure (min. 10 hour infield booking): $200.00/day

Daily: $2,000.00/day

Track: $15.00/lane (min. of 2 lanes required)

Public drop-in access to track: Free until further notice.

Councillor Wyatt opposed.

Director of Leisure Services – 2005 Deer Park Rates

That we accept Recommendation No. C00083-2004 as contained in the Committee of the Whole Council Meeting Minutes of November 29, 2004 that after 5 years of service the City provide a $100 gift certificate, after 10 years of service a $200 gift certificate, after 15 years of service, a $300 gift certificate after 20 years of service, a $400 gift certificate and after 25 years of service a gold watch and a $400 gift certificate, after 30 years of service a $600 gift certificate effective December 1, 2004, all from local businesses in Yorkton, and amend Policy No. 20.30 "Recognition of City Employees" accordingly.

Councillor Arnelien opposed.

CUPE Local 342 Letter of Understanding – Termination {27.10(e)(v)(f))iv)}

That we accept Recommendation No. C00084-2004 as contained in the Committee of the Whole Council Meeting Minutes of November 29, 2004 that the proper signing officers of the City of Yorkton be authorized to execute the Letter of Understanding with CUPE Local 342 dated November 25, 2004 to resolve Grievance 04-10.
