REGULAR COUNCIL MEETING MINUTES

JANUARY 24, 2005

 

Minutes of a Regular Council Meeting held on Monday, January 24, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Hill, Maloney, Schmidt and Wyatt.

Absent: Councillor Goulden.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Darcy McLeod, Cindy Alcorn, Bonnie Schenher and Kelly Kaban. Recording: Gloria Signarowski.

Guests: S/Sgt. Gerry Gourlay, Inspector Bob Mills and S/Sgt. Chris Kaiser.

A quorum being present Mayor Phil De Vos in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt provided information on the Last Cattle Frontier with stops in Drumheller, Rocky Mountain House and Westlock. Had 40 to 50 families, well over 75 people, throughout the 3 meetings. He felt they got a good idea about Yorkton, what it has to offer, plus the surrounding communities and the Saskatchewan Agriculture and Food representatives made a real good presentation regarding the quality of the land, the food, temperature the forage available, price of land, cattle prices in the area. Ranchers were very impressed with what we have to offer in this area.

Councillor Schmidt acknowledged the swearing in of the new Chamber of Commerce President, Jason Farrell.

Councillor Hill advised of the opening of the new CT scan at the hospital. They hope to do 3,000 scans this year.

Mayor Phil De Vos reminded residents of Snow Sho coming back as part of Centennial Year celebrations on February 4th , 5th and 6th , 2005. Check the media for ads, the Leisure Services Department and the City’s Web page.

A letter dated November 22, 2004 from the Campaign Coordinator of the Heart and Stroke Foundation of Saskatchewan was circulated for the consideration of Council.

Mrs. Linda Laxdal was present in Council Chambers to make a brief presentation.

City Manager – Deputy Mayor Resolution

A memorandum dated January 21, 2005 from the City Manager regarding appointing a Deputy Mayor was circulated for the consideration of Council.

That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Chris Wyatt as Deputy Mayor for the months of February, March and April 2005, or until his successor is appointed.

The Labour Standards Act – Additional Hours Regulations

A memorandum dated January 19, 2005 from the City Manager along with a letter dated January 10, 2005 from the Minister of Labour were circulated for the consideration of Council.

That the Council of the City of Yorkton advise Administration to write a letter to the Minister of Labour expressing Council’s opposition to the proposed regulations pertaining to part-time hours of work.

-Appointment of a Councillor to the BID Board of Directors

A memorandum dated January 19, 2005 from the Director of Planning and Engineering was circulated for the consideration of Council.

That the Council of the City of Yorkton appoint Councillor Bob Maloney to the BID Board of Directors as the Council Representative.

-Highway #9 Reconstruction

A memorandum dated January 20, 2005 from the Director of Planning and Engineering along with a proposed agreement between the City of Yorkton and Saskatchewan Highways and Transportation were circulated for the consideration of Council.

That the Council of the City of Yorkton direct Administration to authorize the proper signing authorities to execute the final contract, as attached, with the Department of Highways for the reconstruction of Highway No. 9 with the City’s sum not to exceed the reserved amount of $700,000.00.

That we accept Recommendation No. C0008-2005 as contained in the Committee of the Whole Council Meeting Minutes of January 24, 2005 that we meet with our fellow communities and come up with a suggestion to Council to request the RCMP and others to go to Appeal on the issue of reclassifying Municipal Employees to Public Service Employees.
