MARCH 7, 2005

Minutes of a Regular Meeting of Council held on Monday, March 7, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jeff Humble, Lonnie Kaal, Michael Buchholzer, Kelly Kaban, Darcy McLeod and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Schmidt commented on Regional Economic Development noting that Sask Power and Babcock Wilcox just signed a deal for $100 million worth of work to manufacture boiler parts for the Coronach/Poplar River Power Station and that 60 families in Yorkton are affected by this.

Councillor Hill reminded everyone of movie night Wednesday at 7:00 p.m. at the Tower Theatre; "Finding Neverland" which was recently recognized at the Academy awards and that the "Taste of Yorkton" tickets go on sale tomorrow at the office and all participating restaurants.

Mayor Phil De Vos extended deepest sympathies to our MLA Clay Serby a former member of Council and his family, on the passing of Mr. Serby’s father Nick Koroll of Theodore. And also sympathies to the families and men and women of the RCMP, following the shooting deaths of four brave young members of the RCMP in Alberta. On behalf of the City of Yorkton, our Council and the residents of this community, we offer our sincerest regrets and thanks to the men and women who proudly wear the yellow stripe and are sworn to protect and serve us each and every day. A moment of silence was held in the Council Chambers.

Centennial Project Presentation

A letter dated March 2, 2005 from the Corporate Development Manager of the Saskatchewan Western Development Museum Centennial Project along with pertinent background information were circulated for the consideration of Council.

Ms. Susan Mandzuk of the Yorkton Western Development Museum, and Ms. Dianne Craig-Hutton from the Saskatchewan Western Development Museum were present in Council Chambers. Ms. Craig-Hutton did a power point presentation on their centennial project.

Community Grant Writer – Canada-Saskatchewan Municipal Rural Infrastructure Fund

That the Council of the City of Yorkton authorize the application for the Water Treatment Facility upgrades of approximately $10,000,000.00 (ten million dollars) through the Canada – Saskatchewan Municipal Rural Infrastructure Fund, and further that Council indicate agreement with the terms and conditions of this program, that an open tendering process will be conducted, that the City will manage the construction of the project, fund the municipal share of the construction costs, fund ongoing operation and maintenance and follow any mitigating measures as required by the Canadian Environmental Assessment Act and the Environmental Assessment Act (Saskatchewan).

Waterworks Manager – Associated Engineering – Water System Expansion Project Agreement

City Manager – Increase in Revenue Sharing for 2005

A memorandum dated February 25, 2005 from the City Manager along with a proposed resolution regarding increase in revenue sharing for 2005 were circulated for the consideration of Council.

WHEREAS revenue sharing was introduced by the Government of Saskatchewan as an innovative and forward thinking program in the 1970s to provide alternate sources of revenues to Saskatchewan communities from the broader tax revenues of the Province to fund community services, programs and activities to sustain their economic, environmental, cultural and social quality of life based on community choices and priorities; and

WHEREAS in the early 1990s, the Government of Saskatchewan was faced with significant fiscal challenges and requested all Saskatchewan residents, including urban municipalities, to bear the burden of fiscal recovery which was readily accepted as a necessity by all Saskatchewan communities and this required significant reductions in the revenue sharing available to Saskatchewan communities that necessitated property tax increases, service reductions or deferral of capital expenditures; and

WHEREAS the Government of Saskatchewan, with the $30 million ($10 million increase per year) increase they have provided over the past three years, has recognized the need for increased funding to municipalities from the broader Provincial tax base as the Provincial financial position and economy improves; and

WHEREAS, it is widely recognized that communities like, the City of Yorkton need financial stability, predictability, and autonomy to fulfill their community expectations for capacity building and decision-making to sustain the environmental, economic, social and cultural growth of their communities and Saskatchewan;

THEREFORE be it resolved that the City of Yorkton request the Provincial Government:

  1. To continue on the path of reinstating the Revenue Sharing pool to an appropriate level by adding a further $10 million to the Revenue Sharing pool for 2005;
  2. To provide for the appropriate share of the additional $10 million to the Cities Pool based on per capital distribution.
  3. To commit to working with the Saskatchewan City Mayors’ Caucus, SUMA and all Saskatchewan Municipalities to develop a formula based Revenue Sharing pool, utilizing the provincial tax base indices of personal income, corporate income, fuel and retail sales, that will be predictable and grow as the economy of the Province grows.

Kambusters Racing Club – Airport Utilization and Improvement

A memorandum dated March 3, 2005 from the City Manager along with a letter dated January 18, 2005 from the Kambusters Racing Club were circulated for the consideration of Council.

That the Council of the City of Yorkton accept the offer of the Kambusters Racing Club to resurface a portion of the runway approximately 40 feet wide by 1400 feet in length, that the City waive the annual rental fee for a 10-year period in consideration of the capital improvement, and authorize an agreement to be drawn up to reflect the terms and conditions.

Mr. Gary Schmidt of the Kambusters Car Club was present in Council Chambers and spoke with respect to the events scheduled for 2005 and the positive spin offs to the community.

Director of Finance – 2004 Year End

A memorandum dated March 2, 2005 along with a departmental report from the Director of Finance regarding 2004 year end were circulated for the consideration of Council.
