REGULAR COUNCIL MEETING MINUTES
APRIL 4, 2005
Minutes of a Regular Meeting of Council held on Monday, April 4, 2005 in Council Chambers City Hall commencing at 4:30 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.
Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Darcy McLeod, Kelly Kaban, Gord Bulmer, Don Kunkel and S/Sgt. Gourlay. Recording: Gloria Signarowski.
A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 4:30 p.m.
APPROVAL OF AGENDA
That the Agenda for this Regular Council Meeting be approved as presented.
Councillor Schmidt noted the National Aboriginal Awards were held in Saskatoon last week acknowledging Aboriginal excellence in education, arts and culture and social initiatives. It was an honor for Saskatchewan to host the awards this year.
Councillor Goulden pointed out that it was a busy weekend in Yorkton. The Miller Hockey Tournament was held at the Kinsmen Arena and three different events under one roof were held at the Gallagher Centre; agricultural events (Bull sale and the 4-H Spring Steer and Heifer Show), sporting events (Western Canadian Bantam Hockey), and the Spring Expo Trade Show were all a huge success and congratulations were extended to all organizers.
Mayor De Vos
Acknowledged the passing of Pope John Paul II and as a result, flags in our city have been requested to remain at half mast until the funeral which takes place this Friday.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Canadian Federation of University Women Yorkton Club
Proclamation Earth Week April 17 to 23, 2005
A letter dated March 17, 2005 from the Chairperson of the Issues and Action Committee of the Canadian Federation of University Women Yorkton Club was circulated for the consideration of Council.
A delegation from the University Women Yorkton Club were present in Council Chambers and Ms. Kathy Morrell spoke to their request.
That the Council of the City of Yorkton authorize Mayor Phil
De Vos to proclaim the week of April 17 to 23, 2005 as "Earth Week" in the City of Yorkton.
Yorkton Cardinals Baseball Jubilee Baseball Field Lighting
A letter dated March 30, 2005 from the Yorkton Cardinals Baseball was circulated for the consideration of Council.
Mr. Wade Karcha and Mr. Al Greschuk gave a presentation regarding their concerns and proposal for Jubilee Baseball Park Field Lighting.
That we receive and file the letter dated March 30, 2005 from the Yorkton Cardinals Baseball.
Ad Hoc Housing Committee January 2005 Survey Results
A Final Draft of the January 2005 Housing Survey was circulated for the consideration of Council. Mr. Tom Seeley was present in Council Chambers and spoke to this survey regarding housing availability and conditions in Yorkton.

REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
That the Protective Services Commission Meeting Minutes of March 22, 2005 be received and filed as presented.
INTRODUCTION OF BYLAWS
Bylaw No. 26/2004- Property Standards Bylaw
That Bylaw No. 26/2004, a bylaw of the City of Yorkton to regulate property standards within the City of Yorkton be referred to the May 2, 2005 Regular Council Meeting.
Bylaw No. 9/2005 Amend Zoning Bylaw No. 14/2003 Contract Zone
393 Parkview Road
That Bylaw No. 9/2005, a bylaw of the City of Yorkton to amend zoning Bylaw No. 14/2003 Contract Zone 393 Parkview Road be introduced and read a first time this 4th day of April A.D. 2005.
City Manager Community Police Officer
A memorandum dated March 30, 2005 from the City Manager was circulated for the information of Council.
That the memorandum dated March 30, 2005 from the City Manager regarding the Community Police Officer be received and filed as presented.
GIVING NOTICE OF MOTION
Mayor De Vos Travel to Yellowhead Highway Association Conference
Travel and Training Members of Council Policy 10.175
A memorandum dated March 23, 2005 from Mayor Phil De Vos was circulated for the consideration of Council.
That the Council of the City of Yorkton authorize Mayor Phil
De Vos to attend the Annual Yellowhead Highway Association Conference in Edmonton, Alberta from May 11 to 15, 2005 as provided for in the Travel and Training Members of Council Policy 10.175.
Councillor Wyatt Centennial Grant Applications (verbal)
Councillor Wyatt gave a verbal presentation on how he felt the Centennial Grant monies should be divided up.
He suggested that $240,000 go to lights at Jubilee Ball Park, $50,000 to the playground at SIGN, and $12,140 to the downtown mural project.
It was noted that the deadline for applications is July 1st, 2005.
It was the consensus of Council to refer Councillor Wyatts suggestions for the Centennial Grant Funding to the April 18th, 2005 Council Meeting when a presentation would be made by the Leisure Services Commission.
That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:12 p.m.
That we rise and report from the Committee of the Whole Council Meeting at 7:27 p.m.
Yorkton Exhibition Association/Management Board (verbal)
That we accept Recommendation No. C00024-2005 as contained in the Committee of the Whole Council Meeting Minutes of April 4, 2005 that we do not compromise the agreement the City of Yorkton and the Yorkton Exhibition Association have with respect to the General Manager position at the Gallagher Centre.
Director of Finance Marble Holdings Inc. (McLarens Music)
That we accept Recommendation No. C00025-2005 as contained in the Committee of the Whole Council Meeting Minutes of April 4, 2005 that the City of Yorkton decline the request of Marble Holdings Inc. as indicated in their letter dated March 18, 2005.
That this Regular Council Meeting adjourn at 7:30 p.m.
