REGULAR COUNCIL MEETING MINUTES

April 18, 2005

 

Minutes of a Regular Meeting of Council held on Monday, April 18, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Brian Dudar, Kelly Kaban, Michael Brenholen, Gord Bulmer and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden extended congratulations to Mr. Joe Laxdal on his retirement from the Health Foundation.

Councillor Schmidt advised of four Yorkton students that will be attending the mock trial championships. They will represent our City well.

Councillor Arnelien congratulated the Yorkton Terriers and wished them the best in bringing home the SJHL Championship for the Province.

Councillor Hill attended the Sports Hall of Fame Annual Dinner noting it was a wonderful evening and congratulated the Inductees who have given our City fame and fortune.

Mayor Phil De Vos recognized the oratory competition at the Catholic School and gave an update on the positive impact "The Last Cattle Frontier" has had in this area.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

UMA Engineering Ltd. – Bradbrooke Drive and Gladstone Avenue South Intersection Report

A Preliminary Design Report from UMA Engineering Ltd. Regarding Gladstone Avenue/Bradbrooke Intersection dated March 2005 was circulated for the consideration of Council.

The Director of Planning and Engineering introduced Mr. Bruce Bellmore of UMA Engineering to give a power point presentation on the report regarding the above intersection.

Canadian Red Cross – Learn to Swim Program

A letter dated March 31, 2005 from Joanne McClenaghan, Outreach Co-coordinator for the Canadian Red Cross was circulated for the consideration of Council.

Ms. Joanne McClenaghan and Ms. Cindy Fuchs were present in Council Chambers and Ms. Fuchs spoke to their request.

That the Council of the City of Yorkton receive and file the letter dated March 31, 2005 from the Canadian Red Cross.

Twila Seeley and Rochelle Gramyk – Chemical Spraying in City Parks

A letter received April 11, 2005 from Twila Seeley and Rochelle Gramyk regarding chemicals sprayed by the City in areas where children play was circulated for the consideration of Council.

Ms. Seeley and Ms. Gramyk spoke to their concerns.

That the Council of the City of Yorkton refer the letter received April 11, 2005 from Twila Seeley and Rochelle Gramyk regarding chemical spraying in City Parks to the Leisure Services Commission.

The item regarding Mr. Keith Washenfelder – Lighting at Jubilee Park was removed from the Agenda at the request of the petitioner.

Canadian Mental Health Association – Proclamation

- Mental Health week – May 2nd to 8th, 2005

A letter dated April 13, 2005 from the President of the Canadian Mental Health Association regarding a proclamation was circulated for the consideration of Council.

Ms. Doris Rudy was present to speak to their request.

A letter dated April 1, 2005 from Ms. Val Churko, Health Promotion Manager was circulated for the consideration of Council.

Ms. Churko was present in Council Chambers to speak to their recent Health Promotion Strategy Program.

- Centennial Grant Funding Allocation

A memorandum dated April 13, 2005 from the Director of Leisure Services and the Director of Finance was circulated for the consideration of Council.

A discussion was held regarding the allocation of the Centennial Grant Funding.

Bradbrooke Drive and Gladstone Avenue South Intersection Analysis

That City Council direct Administration to complete the detailed design and acquire necessary approvals from Transport Canada and CN Rail to proceed with the tender and construction of the single lane roundabout with a total design and construction cost not exceeding $300,000.

Spring Clean Up Campaign Week and Customer Appreciation Week

A memorandum dated March 23, 2005 from the Director of Planning and Engineering regarding Spring Clean Up Campaign in the City of Yorkton.

That the Council of the City of Yorkton declare the week of Mary 2nd to May 7th, 2005 as "Spring Clean Up Week" and that the landfill entrance fees at the Sanitary Landfill be waived for residents of the City of Yorkton hauling in their own refuse by car, half-ton truck or utility trailer. The City of Yorkton encourages residents to participate in helping to keep our community clean.
