MAY 2, 2005

 

Minutes of a Regular Meeting of Council held on Monday, May 2, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jeff Humble, Lonnie Kaal, Dean Clark, Don Kunkel, Kelly Kaban, Cindy Alcorn, Candice Lee, and Gord Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be amended by adding the following three items under Hearing of Petitions, Public Notices and Presentations: the Chamber of Commerce – Proclamation for the Centennial coin set; The Yorkton Curling Club – financial presentation, and a Proclamation for Terrier Day.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt congratulated the Yorkton Terriers, players and coaching staff and executive on their wonderful season.

Councillor Goulden acknowledged and thanked to the volunteer organizations, sponsors and walkers for the Bell Walk for Kids which was held on Sunday, May 1, 2005.

Councillor Schmidt advised that she attended the legislature for the Saskatchewan Volunteer Medal presentation for Colleen Bailey. She noted that we now have four members of our community that have received this medal; Margaret Cugnet, John Miller, Gerry Peppler and now Colleen Bailey.

A letter dated April 26, 2005 from the Canadian Mental Health Association was circulated for the consideration of Council.

Public Notice – Bylaw No. 9/2005 – Amend Zoning Bylaw No. 14/2003

Contract Zone – 393 Parkview Road

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 9/2005, a bylaw of the City of Yorkton to amend Zoning Bylaw No. 14/2003 to provide for a contract zone at 393 Parkview Road.

Chamber of Commerce – Centennial Coins

Mr. Jason Farrell, President of the Chamber of Commerce was present in Council Chambers to speak to their request.

Yorkton Curling Club

Members of the Yorkton Curling Club, Mrs. Barb Woytas, Mr. Gerry Adam and Mr. Brian Kruger were present in Council Chambers and Mrs. Woytas gave a brief presentation.

That the Council of the City of Yorkton receive and gratefully accept the cheque in the amount of $12,000 from the Yorkton Curling Club for their contribution towards the renovations in the curling rink and curling rink lounge at the Gallagher Centre.

SJHL Champion -Yorkton Terriers Day

WHEREAS the Yorkton Terriers of the SJHL contribute greatly to the quality of life in the City of Yorkton; and

WHEREAS the Yorkton Terriers of the SJHL by virtue of their presence, contribute to the economy of the business sector of the City of Yorkton; and

WHEREAS the Yorkton Terriers of the SJHL are the 2004-2005 SJHL Champions;

NOW THEREFORE, the City Council of the City of Yorkton do hereby proclaim Saturday, May 7th, 2005 as "Yorkton Terrier Day" in the City of Yorkton with this day to be celebrated by an appreciation parade, presentations to players, orange clothed fans and an evening awards banquet.

That the Council of the City of Yorkton appoint Mr. Wayne Cantelo, Mr. Howie Fehrenbach and Mr. Stuart McFadyen to the Board of Revision for 2005 with remuneration to be set at $200.00 per day for the Chairman and $150.00 per day for each of the remaining Committee Members, and that Kim Durdin, Assessment Coordinator be appointed as the Recording Secretary.

Proposed Enterprise Zone Incentive Program Policy and

Anavets Building

A memorandum dated April 28, 2005 from the Director of Planning & Engineering regarding the proposed Enterprise Zone Incentive Program Policy and Anavets building (43 Broadway Street) was circulated for the consideration of Council.

That the Council of the City of Yorkton adopt the Enterprise Zone Incentive Program Policy as presented to provide incentives for improvements and expansions to businesses and developers in the Downtown and West Broadway Corridor, and that this program will commence in May 2005 and run for a five-year period and that the Council of the City of Yorkton allocate a total of $40,000 of the EZIP grant dollars to renovate the front faηade of the Anavets Building (43 Broadway Street) in accordance with the standards and guidelines of the Downtown Steering Group and the Planning and Engineering Department, conditioned that the Anavets building owners contribute $20,000 to the project, $10,000 to be paid in 2005 and $10,000 in 2006.

That we accept Recommendation No. C00034-2005 as contained in the Committee of the Whole Council Meeting Minutes of May 2, 2005 that the City of Yorkton in conjunction with other cities and communities policed by the RCMP in Saskatchewan, apply jointly for intervener status once Leave to Appeal has been granted by the Supreme Court of Canada in the matter of the Queen in Right of Canada versus PSAC, and that the City of Yorkton contribute on a pro-rata basis to the legal costs of such action.
