REGULAR COUNCIL MEETING MINUTES

MAY 16, 2005

 

Minutes of a Regular Meeting of Council held on Monday, May 16, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt, and Wyatt.

Staff Members Present: Wayne Jensen, Lonnie Kaal, Darcy McLeod, Don Kunkel, Dean Clark, Frank Romanowich, Kelly Kaban, Cindy Alcorn, Candice Lee, Gord Bulmer and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden announced the naming rights of the Meeting Room "C" south of the Convention Centre at the Gallagher Centre, with a contribution of $10,000 for the next ten (10) years will be the "Wellington West Room". Thank you to the Sapara Group for their contribution and for their commitment to our city, the residents and the surrounding area.

Councillor Schmidt acknowledged citizens of Yorkton for beautifying their community by taking care of their yards, trimming their trees, the effort doesn’t go unnoticed. Good work.

Councillor Arnelien advised that on May 11, 2005 he attended the Grand reopening of Remax Blue Chip Realty congratulations to the owner Jack Wruth and Broker Doris Shank.

Mayor De Vos advised of the Public Works Department doing their annual street sealing and asked that the citizens be patient with the dust from this project. This is Public Works Week in Canada, and reminded people to slow down when passing the workers.

Yorkton Community Action Team – Proclamation

Gang Awareness and Prevention Week – May 30 to June 3, 2005

A letter dated March 30, 2005 from the Yorkton RCMP, Rene Shank Community Youth Services Officer was circulated to Council for their consideration.

S/Sgt. G. Gourlay, Sgt. M. Doratti and Ms. Amber Dew representatives of the Community Action Team were present in Council Chambers and Ms. Dew spoke to their request.

A letter dated May 9, 2005 from the Executive Director of the Yorkton Short Film & Video Festival was circulated for the consideration of Council.

Representatives present were Ms. Fay Kowal, Mr. Robert Ashcroft and Mr. Elwood Jimmy. Ms. Kowal spoke to their request.

That the Council of the City of Yorkton request Administration to revisit the Arts Policy in order to determine the criteria for funding of these requests in the budget process, and bring this policy back for Council approval.

Administration was requested to provide a list of Community Grant letters and applications that were prepared by our Community Grant Writer, and what money has been received through this process.

Councillor Goulden introduced Ms. Candice Lee the Junior Planner who was in attendance at the Council Meeting.

Councillor Hill/Councillor Schmidt

-Meritorious Service Awards Draft Policy

A draft Meritorious Services Awards Policy was circulated for the consideration of Council.

Councillors Schmidt and Hill spoke to the draft policy.

Councillor Schmidt advised of the Terms of Reference for the citizen of the year and also for a youth/citizen category. It was suggested to have a public call for nominations from the citizens of Yorkton. The categories of the youth candidate would be a healthy life style, positive choices, involved in high school and activity in the community as a volunteer. The citizen of the year would be for active in the community as a volunteer. Each nomination would require two letters of reference sent to the Mayor’s office and an ad hoc committee to be appointed to review them and submit their recommendations to the Mayor.

Councillor Hill advised that the invitation for nominations would come from the Mayor’s office annually in the City news ad.

Mayor Phil De Vos suggested that we prepare a call for nominations for these awards for 2005.

A letter dated April 28, 2005 from the President of the Yorkton Chamber of Commerce was circulated for the consideration of Council.

A letter received May 16, 2005 from the Chairperson of the Yorkton Centennial Committee regarding a Homecoming Banner was circulated for the consideration of Council.

A memorandum dated May 12, 2005 from the Director of Finance regarding the 2005 Tax Policy was circulated for the consideration of Council.

The Director of Finance reviewed the 2005 Tax Policy memorandum for the information of Council.

A memorandum dated May 11, 2005 from the Director of Planning and Engineering regarding a country residential subdivision, along with a letter dated April 7, 2005 from Government Relations and an application to subdivide land were circulated for the consideration of Council.

That the Council of the City of Yorkton reply to Saskatchewan Government Relations – Community Planning Branch indicating that the City objects to the approval of the proposed subdivision application for the NE Ό 21-25-4 W2nd as presented in the Saskatchewan Government Relations letter of April 7, 2005. The applicant is proposing an additional residence. Since only one (1) unit per Ό section is permitted, it fails to comply with the Yorkton Planning District Development Plan Bylaw No. 13/94 and the Yorkton District Zoning Bylaw No. Z2-94.

That the Council of the City of Yorkton authorize Councillor Deb Schmidt to attend the 2005 FCM Community Energy Planning Conference to represent the City of Yorkton in Berlin, Germany on August 21 to 28, 2005 as provided for in the Travel and Training- Members of Council Policy 10.175.

Councillors Hill, Maloney and Wyatt opposed.

Councillor Schmidt abstained.

The motion was defeated.***

UNFINISHED BUSINESS

Director of Leisure Services – Gallagher Centre Update (verbal)

The Director of Leisure Services provided a verbal update on the Gallagher Centre.

He advised of the grand opening in September to be in conjunction with the Centennial celebrations.

An updated list of change orders will be provided to Council.

City Manager – Property Matter – Land Lease [27.10(e)(ii)]

That we accept Recommendation No. C00039-2005 as contained in the Committee of the Whole Council Meeting of May 16, 2005 that the Council of the City of Yorkton authorize entering into a lease with Your Link Inc. of Saskatoon for a suitable portion of the old landfill site located on the SW Ό 36-25-4-W2nd, and allow the company to erect a tower of similar size to their current tower and further that the City of Yorkton work with Your Link Inc. to develop the approximate 20 acre site in accordance with the City Development Plan and Zoning Bylaw.
