REGULAR COUNCIL MEETING MINUTES

MAY 30, 2005

Minutes of a Regular Meeting of Council held on Monday, May 30, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Hill, Maloney, Schmidt and Wyatt.

Absent: Councillor Goulden.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Cindy Alcorn and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Schmidt acknowledged the Monarch’s visit to Saskatchewan. Yorkton volunteers had the opportunity to meet with Her Highness in Lumsden for lunch. The Centennial Gala was a showcase of Saskatchewan talent and congratulations were extended to all Yorkton citizens that were asked to perform in that as well.

Councillor Hill advised of another successful Short Film and Video Festival and thanked Yorkton citizens for their wonderful turn out for a Taste of Yorkton and advised it will be held the same weekend in May next year.

Councillor Arnelien attended the Sacred Heart Graduation on Saturday. He noted 78 students were graduating this year and wished them Good luck in their future endeavours.

Mayor Phil De Vos advised of the "close cuts for cancer" event he attended. About $40,000 was raised this year and almost a half a million has been donated over the years. He thanked Greg and Leone Ottenbreit for their efforts and noted that "Emily’s Rainbow" is raising money across the country.

The Mayor congratulated the cadets from the Royal Canadian Airforce and Sea Cadets who had their reviews. He noted lots of activities are going on in the City and that it was nice that Council gets out and participates in these events.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Royal Canadian Legion Branch No. 77

Restoration of Cenotaph – Peter Wyatt

A survey for the restoration of the cenotaph located on Second Avenue North and Darlington Street was circulated for the consideration of Council. Mr. Ed St. Pierre, President of the Royal Canadian Legion Branch No. 77, Mr. Peter Wyatt, Sergeant at Arms, and Mr. Victor McMazur were present in Council Chambers to provide some information on their request for restoration of the cenotaph. Mr. Peter Wyatt spoke first to their request.

ADMINISTRATIVE REPORTS

City Manager – Kahkewistahaw First Nation #72 – Proposed Smoking Bylaw

A memorandum dated May 24, 2005 from the City Manager regarding a proposed smoking bylaw from the Kahkewistahaw First Nation #72 along with a letter dated April 14, 2005 from Chief Louis Taypotat of the Kahkewistahaw First Nation #72 and pertinent background information were circulated for the consideration of Council.

That the Council of the City of Yorkton authorize Administration to write a letter to the Kahkewistahaw First Nation #72 advising them that their proposed smoking bylaw is in contravention of the agreement between Kahkewistahaw First Nation #72 and the City of Yorkton.

York School Division – Century Field

A memorandum dated May 24, 2005 from the City Manager regarding Century Field along with a letter dated May 17, 2005 from York School Division #36 were circulated for the consideration of Council.

That we receive and file the letter dated May 17, 2005 from York School Division #36 regarding their decision to retain ownership, and to maintain and be responsible for the condition of Century Field.

GIVING NOTICE OF MOTION

Mayor Phil De Vos – Year of the Veteran – Free Parking Privileges

A memorandum dated May 24, 2005 from Mayor Phil De Vos regarding free parking for Veterans in the City of Yorkton was circulated for the consideration of Council.

That the Council of the City of Yorkton, in conjunction with 2005 being designated as the "Year of the Veteran", allow Veterans displaying Veterans License Plates "FREE PARKING" privileges within Yorkton until midnight December 31, 2005.

That Motion No. R00213-2005 be amended to extend the term of the license plates so as to always provide free parking for Veterans.

Motion No. R00214-2005 was lost due to no seconder.
