REGULAR COUNCIL MEETING MINUTES

JUNE 13, 2005

Minutes of a Regular Meeting of Council held on Monday, June 13, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Hill, Goulden, Schmidt and Wyatt.

Absent: Councillor Maloney.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Jeff Humble, Lonnie Kaal, Don Kunkel, Darcy McLeod, Gord Bulmer, Cindy Alcorn, Candice Lee and Shawna Kriger-Kemp. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt extended congratulations to all the people who participated in the East Central Health Foundation Golf tournament last Thursday. The proceeds are spent directly in Yorkton and area and over $62,000 was raised.

Councillor Goulden advised of her attendance in St. John’s, Newfoundland at the Annual General Meeting of FCM and of her re-election to the Board of Directors for FCM to represent the Province along with four other Directors, President of SUMA, Don Schlosser, the Vice-President of SARM, David Merrit, Mayor of Assiniboia, Renaud Bissonnette, and Councillor Mike Badham from Regina. She also thanked Mayor De Vos for his assistance in her campaign.

Councillor Schmidt congratulated Councillor Goulden on her re-election and acknowledged the Veterans and the people in Yorkton who participated in marking "D Day" with the parade. Councillor Wyatt represented the City and His Worship and acknowledged Leisure Services for the beautiful condition of the cemetery. She also acknowledged the passing of a business owner of Yorkton and a Veteran, Mr. Cliff Brown. We shall not forget.

Councillor Arnelien advised he attended the Annual General Meeting for SIGN as well as Parkland Victim Services Inc., and attended the Shriners convention on Saturday. He congratulated all three groups and the good work they do in our community.

Councillor Hill attended the ribbon cutting ceremony for the mural on Columbia School and congratulated the students and Mrs. Hall and the artist Mrs. Rita Swanson. It’s the first mural in the City in hopefully a series of murals in our community. She noted that there are 10 heads of wheat hidden in the mural.

Mayor Phil De Vos thanked Deputy Mayor Arnelien for filling in for him while he was away. The Mayor attended the Anavet Provincial Conference in the City of Yorkton with the Lt. Governor in attendance for the banquet and they complimented us on our City.

A letter dated June 7, 2005 from the General Manager of the Yorkton Exhibition Association regarding two requests was circulated for the consideration of Council.

Mr. Don Kunkel, General Manager was present to speak to the proclamation and the sponsorship for the fireworks.

The R.M. of Orkney and Applicant shall be made aware of Section 6.4 Site Standards of the bylaw, to ensure proper area and bulk requirements are applied.

That the Council of the City of Yorkton proceed to alter the cities boundaries by incorporating the PT. NW 25-25-4-W2nd located in the R.M. of Orkney and that the public notice provisions in Section 43 of The Cities Act be given to the respective parties, and further that the City pay to the R.M. of Orkney $20,436.20 in the form of a tax sharing agreement in consideration of a complementary resolution from the R.M. or Orkney.

WHEREAS the 2005 Federal Budget contains measures which will benefit the citizens of Canadian municipalities, including the transfer of gas tax revenues, money for low income housing and a national childcare and early child development program; and

WHEREAS the City of Yorkton’s 2005 Budget has already been passed, and includes planned expenditures which depend on the Federal Budget being passed; therefore

BE IT RESOLVED THAT Yorkton City Council call on the Member of Parliament representing Yorkton to approve the Federal Budget without delay.
