SEPTEMBER 26, 2005

 

Minutes of a Regular Meeting of Council held on Monday, September 26, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Wayne Jensen, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Darcy McLeod, Don Kunkel, Dean Clark, Kelly Kaban, Cindy Alcorn, and Gord Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged all the work done by the Leisure Services Department and Gallagher Centre with the free swimming that was offered to our citizens at the new water park. Over 800 people attended.

Councillor Schmidt recognized the positive benefit of the COPP Program in our community and extended thanks to the volunteers for their participation.

Councillor Hill advised that the Lt. Governor was in our community this week and handed out numerous awards in celebration of the arts and the centennial medals and congratulated all recipients and Councillor Goulden.

Mayor Phil DeVos congratulated Mr. Wayne Jensen on his upcoming retirement with 25 years of service. Mr. Jensen has attended no less than 650 formal Council Meetings and additional meetings with Council, Committees, political representatives as well as many other meetings on behalf of our city and its residents. Tonight is Mr. Jensen’s last City Council Meeting as our City Manager as he will be finished on October 14, 2005 in the office and will be on vacation until he formally retires on November 30, 2005. Mr. Jensen began his employment on January 19, 1981 as City Clerk, was Acting City Manager many times and became our City Manager on August 17, 1992 and has guided this Council and previous Councils and Administrative Staff right through until this day. On behalf of City Council, he wished Mr. Jensen well in his retirement.

Mr. Jensen thanked City Council for the kind comments and thanked Council for the retirement party for him and his family, which was held this past Saturday. He thanked this Council and past Councils for the opportunity to serve Councils and the citizens of the community. He noted he had worked in 11 different communities in 3 different provinces and that the City of Yorkton is one of the better communities to live in.

Herb and Arni Scholz – School Buses – Red Flashing Lights and Stop Arms

A letter dated September 21, 2005 from Herb and Arni Scholz regarding the use of school bus red flashing lights and stop arms was circulated for the consideration of Council.

Mr. Herb Scholz gave a presentation regarding their concerns.

That the Council of the City of Yorkton request Administration to prepare an amendment to Traffic Bylaw No. 10/2000 so that school bus safety lights and stop arms can be utilized in the City of Yorkton.

Yorkton Chamber of Commerce

Downtown and West Broadway Corridor Redevelopment Plan

A letter received September 23, 2005 from the Chamber of Commerce regarding the Downtown and West Broadway Redevelopment Plan was circulated for the consideration of Council.

Mr. Jason Farrell, President of the Chamber of Commerce spoke in support of the plan in principle recognizing the financial concerns in the business community.

A memorandum dated September 15, 2005 from the Personnel Committee along with a copy of the Terms of Reference Policy 10.340 were circulated for the consideration of Council.

That the Personnel Committee of Council Terms of Reference Policy 10.340 be amended in Section 2.d. by replacing October 31st of each year with March 31st of each year.

City Solicitor – Sakimay Band No. 74 – Municipal Services Agreement – Smoking Bylaw No. 38/2003

A letter dated September 15, 2005 from the City Solicitor along with a Statement of Defence from MacPherson Leslie & Tyerman LLP, solicitors on behalf of Sakimay Band No. 74 were circulated for the consideration of Council.

The City Manager advised City Council that this issue has been adjourned until October 11, 2005.

- 2004 Municipal Public Accounts and Financial Statement

The Director of Finance circulated a copy of the 2004 Municipal Public Accounts and Financial Statement for the consideration of Council.

She provided an overview of the document to Council.

Director of Planning and Engineering

- Downtown and West Broadway Corridor Redevelopment Plan.

The Director of Planning and Engineering circulated a copy of the Downtown and West Broadway Corridor Redevelopment Plan and gave a power point presentation on this project. He added that the total cost of this project is $29 to $30 million over a 15-year plan until 2020.

Mr. Jason Farrell and Ms. Merle Sherwin both spoke in favour of this project.
