REGULAR COUNCIL MEETING MINUTES

November 14, 2005

 

Minutes of a Regular Meeting of Council held on Monday, November 14, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: Darcy McLeod, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Gord Bulmer, Kim Durdin, Mavis Lutz, Wally Neumann and Sharon Loster. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved as amended by moving item No. 1 from the open portion of the Committee of the Whole Council Meeting to the in-camera portion.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt congratulated the Gallagher Centre staff on making the Remembrance Day service a success at the Farrell Agencies Arena. There were about 1500 people in attendance.

Councillor Goulden extended appreciation on behalf of City Council to the Yorkton Exhibition Association for the wonderful Harvest Showdown, which took place on the weekend.

Councillor Schmidt advised the public of the "Coats for Kids" campaign coming up. Donations of coats can be dropped off at Magic Mirrors, Key Chev Olds, the Toronto-Dominion Bank and the City of Yorkton. Distribution date is November 25th, 2005.

Councillor Maloney reiterated Councillor Wyatt’s congratulations to the Royal Canadian Legion who moved the Remembrance Day Program to the Farrell Agencies Arena. Thanks also to the Yorkton Exhibition Association for another successful Harvest Showdown.

Mayor Phil De Vos advised that the Public Library has put out a cookbook in the community to raise funds for the renovations to the library. The cookbooks are $10.00 each and available at the library. He also pointed out a book for history buffs written by Don Kerr on the development of the library, which also was available.

Yorkton Women In Need – Proclamation

– Battered Women’s Awareness Week – December 4th to 10th, 2005

A letter dated October 19, 2005 from Yorkton Women in Need requesting a proclamation was circulated for the consideration of Council.

Ms. Michelle Goulden, Outreach Worker was present in Council Chambers and spoke to their request.

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 28/2005 – Borrowing $5,000,000 for Financing the Gallagher Centre.

A memorandum dated November 14, 2005 from the Vision and Values Steering Committee was circulated for the consideration of Council.

That the Council of the City of Yorkton approve the Vision and Values Steering Committee’s request to hold a city-wide half (1/2) day workshop in early 2006 at a cost not to exceed $2,000.

A report dated November 10, 2005 from the Saskatchewan Abilities Council regarding the recycling program in the City of Yorkton was circulated for the consideration of Council.

Bylaw No. 28/2005 – Borrowing Bylaw

That Bylaw No. 28/2005, a bylaw of the City of Yorkton to provide for borrowing the sum of $5,000,000 for the purpose of financing the construction of the multi-purpose facility, known as the Gallagher Centre, within the City of Yorkton be introduced and read a first time this 14th day of November A.D. 2005.

That Bylaw No. 28/2005, a bylaw of the City of Yorkton to provide for borrowing the sum of $5,000,000 for the purpose of financing the construction of the multi-purpose facility known as the Gallagher Centre within the City of Yorkton, be read a third time after unanimous agreement had been reached for third reading and registered in the Bylaw Register of the City of Yorkton.

ADMINISTRATIVE REPORTS

Director of Finance – Request for Continuation of Insurance Broker Appointment

A memorandum dated November 7, 2005 from the Director of Finance along with a copy of the Purchasing of Goods and Services policy No. 10.110 were circulated for the consideration of Council.

That the Council of the City of Yorkton extend the insurance appointment with Farrell Agencies Ltd. for an additional two years, and that the account be tendered in accordance with the Purchasing of Good and Services Policy #10.110 thereafter.

A memorandum dated November 9, 2005 from the Director of Finance along with a list of lands in arrears were circulated for the consideration of Council.

That we accept Recommendation No. C00095-2005 as contained in the Committee of the Whole Council Meeting Minutes of November 14, 2005 that we refer the Yorkville Public Utility Board issue to Administration and request a report back as to the outstanding costs/issues for infrastructure and options to deal with past arrears and the current status regarding this agreement.
