REGULAR COUNCIL MEETING MINUTES

DECEMBER 12, 2005

Minutes of a Regular Meeting of Council held on Monday, December 12, 2005 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Jeff Humble, Cindy Alcorn, and Bonnie Schenher. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be approved as presented for this meeting.

PUBLIC ACKNOWLEDGEMENTS

Councillor Schmidt advised that the “Coats for Kids” was once again a successful project and distributed in excess of 1,000 winter coats. She thanked the T.D. Canada Trust, Magic Mirrors, Key Chevrolet Oldsmobile, Shelwin House, Painted Hand Casino Development Corporation, the Bailey Family, M.C. Knoll School, St. Al’s School, D’s Signs & Designs, and Bylaw Enforcement for their assistance.

Councillor Goulden acknowledged all the volunteers and two co-chairs, Mr. DeRyk and Mr. Shields, who brought in a national hockey event. The Prospects Game lead to winning the bid for the first ever Junior World Challenge to take place in early November next year in Yorkton.

Councillor Maloney attended the Victim Services Christmas Party and recognition evening and congratulated all of the people associated with victim services for the job they do in the City and surrounding area.

Mayor Phil De Vos, on behalf of City Council, wished everyone a Peaceful and Merry Christmas, and the best in 2006. He thanked the general public for what they do in our community, the media who keeps everyone informed and Administration for a job well done.

Prairie Harvest Employment Program – Presentation of “Blue Boxes” for Recycling

A letter dated December 6, 2005 from Mr. Stefan Bymak, Director of the Prairie Harvest Employment Program was circulated for the consideration of Council.

Mr. Bymak was present in Council Chambers to make a brief presentation.

Discussion was held on this matter.

Mayor De Vos passed the Chair to Deputy Mayor Maloney at 5:12 p.m. and it reverted back at 5:17 p.m.

CORRESPONDENCE

York School Division No. 36 – School Bus Safety Lights and Stop Arms

A letter dated November 29, 2005 from the Secretary-Treasurer of the York School Division regarding school bus safety lights and stop arms was circulated for the consideration of Council.

INTRODUCTION OF BYLAWS

Bylaw No. 30/2005 – Amend Transit Bylaw No. 29/2002 – Transit Fees

That Bylaw No. 30/2005, a bylaw of the City of Yorkton to amend Schedule “B” Transit Fares, of Transit Bylaw No. 29/2002 be introduced and read a first time this 12th day of December A.D. 2005.

That Bylaw No. 30/2005, a bylaw of the City of Yorkton to amend Schedule “B” Transit Fares, of Transit Bylaw No. 29/2002 be read a third time this 12th day of December A.D. 2005 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

ADMINISTRATIVE REPORTS

Assistant City Clerk – Appointment of Pest Control Officer and Weed Inspector

A report dated December 6, 2005 from the Assistant City Clerk regarding the appointment of a Pest Control Officer and Weed Inspector along with the Parks Supervisor Annual Report for 2005 were circulated for the consideration of Council.

That Mr. Brian Dudar Parks Supervisor, be appointed as the City of Yorkton’s Pest Control Officer and Weed Inspector for the 2006 calendar year.

Director of Planning and Engineering – Imperial Oil Lease Agreement

A report dated December 8, 2005 from the Director of Planning and Engineering along with a proposed contract with Imperial Oil were circulated for the consideration of Council.

That the proper signing officers be authorized to execute the attached five-year agreement with Imperial Oil Limited commencing September 1, 2005 and to expire on August 31, 2010.

The motion was lost for lack of a seconder.
