REGULAR COUNCIL MEETING MINUTES

MARCH 13, 2006

 

Minutes of a Regular Meeting of Council held on Monday, March 13, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Jeff Humble, Darcy McLeod, Dean Clark and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be amended to add Bylaw No. 10/2006, Traffic Safety Arms on School Buses, under Introduction of Bylaws.

PUBLIC ACKOWLEDGEMENTS

Councillor Wyatt congratulated the Terriers and the executive, players and fans for their support.

Councillor Goulden recognized the finalists in the Saskatchewan Tourism Awards of Excellence. Out of 14 categories Yorkton has five finalists and in customer service for individuals category of the three finalists, two of them are here in Yorkton. Congratulations to Sonja Pawliw and Jim Walters of the Days Inn, to Reg from Kahkewistahaw Gas & Convenience Store, the Prospects Hockey Game and to Tourism Yorkton for the work they do in our community.

Councillor Schmidt congratulated the Chamber of Commerce on the Celebrate Success Awards with record numbers in attendance. She congratulated all companies nominated and the finalists for an affirmation of their excellence in our business community.

Mayor Phil De Vos congratulated the new commercial development signifying the start of the transition of Sacred Heart High School.

The Godfrey Dean Art Gallery – 2005 Annual Report

A letter dated March 9, 2006 from the Executive Director/Head of Public Programming of the Godfrey Dean Art Gallery along with the 2005 Annual Report were circulated for the consideration of Council.

Ms. Brenda Sherring was present in Council Chambers to speak to their report.

Public Notice – Bylaw No. 5/2006 – Amend Zoning Bylaw No. 14/2003 – Residential Care Homes (Discretionary Use to Permitted Use)

Ms. Karen Molnar was in Council Chambers to speak in favour of the Public Notice for Bylaw No. 5/2006 amending Zoning Bylaw No. 14/2003, Residential Care Homes (Discretionary Use to Permitted Use). There were no other petitioners in attendance to speak in favour of or oppose this amendment.

Public Notice – Bylaw No. 9/2006 – Amend Zoning Bylaw No. 14/2003 – Amend Zoning Map (Schedule Z-1)

There was no one present in Council Chambers to speak for or against the Public Notice for Bylaw No. 9/2006 to Amend Zoning Bylaw No. 14/2003 to amend Zoning Map (Schedule Z-1), which amendment would allow for the zoning of NW Ό Section 25-25-4-2 (C-3 Highway Commercial) which was recently annexed into City Limits

Public Notice – Discretionary Use Application – 60 Smith Street East –

Automotive Maintenance Business

There were no petitioners present in Council Chambers wishing to speak in favour of or oppose the Discretionary Use Application for 60 Smith Street East Lot 28, Block 10, Plan No. 99Y04947, for an automotive maintenance business. The applicant Ms. Jocelyn Gibler was in attendance but did not wish to speak to the matter.

That the proposed Zoning Bylaw Amendments Z6/05 and Z1/06 as well as Subdivisions R0056-06R and R0964-05R (resulting from Amendments Z2/05 and Z3/05) be denied, and that the attached letter be submitted to Community Planning indicating that in accordance with Section 70 of The Planning and Development Act, 1983 the Yorkton Planning District Bylaws are obsolete.
