REGULAR COUNCIL MEETING MINUTES

March 27, 2006

 

Minutes of a Regular Meeting of Council held on Monday, March 27, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Maloney, Schmidt and Wyatt.

Absent: Councillor Hill

Staff Members Present: David Putz, Laurie-Anne Rusnak, Jeff Humble, Lonnie Kaal, Darcy McLeod, Dean Clark, Don Kunkel and Cynthia Alcorn.

A quorum being present Mayor Phil De Vos in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt congratulated the Public Works Department for keeping our streets clean and clear over the winter.

Councillor Goulden congratulated the Yorkton Terriers on their clean sweep in the Notre Dame Series and winning the Division finals. The Terriers will be in attendance at the next meeting of Council to ask for a proclamation of "orange day" for every home game for the next round of playoffs in the City of Yorkton. We would like to encourage businesses to decorate appropriately and cheer on our Terriers.

Councillor Schmidt congratulated the bursary recipients at the Parkland Regional College awards night. Congratulations also to Mary Ann Federko and her committee for hosting the Sask Tel 51st Provincial Curling Tournament.

Councillor Maloney extends an invitation to the Citizens of Yorkton from the Knights of Columbus Fourth Degree Brother Stanislaus Assembly to their 3rd Annual Patriotic Dinner and Social to be held on Thursday, May 4, 2006 at St. Mary’s Cultural Centre. The guest speaker will be George Gallagher. Tickets are available from Steve at 782-6145.

Mayor De Vos advised that tickets for the Yorkton Cardinals Season are available at a price of $70.00 for the Season. Also, congratulations to Warrant Officer Appell as well as Bombadier Wrubell who received Centennial Awards at the Lieutenant Governor’s Centennial Awards in Regina.

Canadian Cancer Society – Proclamation – Cancer Awareness Month – April 2006

A letter from the Parkland Unit of the Canadian Cancer Society was circulated for the consideration of Council.

Murray Williams was in attendance to speak to this request.

De Vos to proclaim the month of April 2006 as "Cancer Awareness Month" in the City of Yorkton and that we participate in the Flag Raising Ceremony on Monday, April 3, 2006.

Paper Bag Players – Proclamation - Community Theatre Week – April 16th – 22nd, 2006

A letter from the Paper Bag Players was circulated for the consideration of Council. Wally Austman was in attendance to speak to their request.

Canadian Federation of University Women, Prairie Harvest Employment Program and Saskatchewan Abilities Council – Recycling Levy Increase Request/Curbside Recycling

A joint letter from the Canadian Federation of University Women, Prairie Harvest Employment Program and the Sask Abilities Council was circulated for the consideration of Council. Kathleen Morrell, Canadian Federation of University Women, John Denysek, Sask Abilities Council and Stephan Bymak, Prairie Harvest Employment Program were present in Council Chambers to speak to their request.

That the Council of the City of Yorkton increase the present household Recycling Levy of $2.00/month to $4.00/month to maintain the present level of recycling services and introduce Curbside Recycling for the residents of Yorkton.

That the request of the Canadian Federation of University Women, Prairie Harvest Employment Program and the Sask Abilities Council to establish a Waste Management Practices Advisory Committee be referred to Administration for review and recommendation.

INTRODUCTION OF BYLAWS

Bylaw No. 10/2006 – Amend Traffic Bylaw No. 10/2000

It was the consensus of Council that Bylaw No. 10/2006 be amended to add an implementation date of September 1, 2006.

That Bylaw No. 10/2006, a bylaw of the City of Yorkton to amend Bylaw No. 10/2006 (School Bus safety lights and stop arms) regulating traffic, the use of Public Streets and to preserve order thereon and come into force on September 1, 2006 and be read a third time this 27th day of March 2006 and registered in the Bylaw Register of the City of Yorkton.

Mayor De Vos opposed.

ADMINISTRATIVE REPORTS

Director of Finance – Gallagher Centre Project

A memorandum dated March 16, 2006 from the Director of Finance regarding the Gallagher Centre Project was circulated for the consideration of Council.

That the remaining cost of the Gallagher Centre project be financed by way of an internal loan not to exceed $6,000,000 with annual payments set at $548,746. An internal annual interest rate of 4% to be calculated on the principal balance, which is to offset by actual borrowing costs throughout the year.

That we accept Recommendation No. C00016-2006 as contained in the Committee of the Whole Council Meeting Minutes of March 27, 2006 that Council authorize Administration to provide a letter to 946563 Alberta Ltd. agreeing to grant them first right to purchase the property identified in the event that 626790 Saskatchewan Ltd. defaults on their Agreement and subsequently grant an extension to the current Agreement with 946563 Alberta Ltd. to the spring of 2007.

That we accept Recommendation No. C00017-2006 as contained in the Committee of the Whole Council Meeting Minutes of March 27, 2006 and authorize Administration to respond to the IAFF letter dated February 19, 2006 on the basis that these items have been a part of negotiations being handled by the Negotiating Committee and that Council is prepared to consider any package recommended by the Negotiating Committee.
