REGULAR COUNCIL MEETING MINUTES
April 24, 2006
Minutes of a Regular Meeting of Council held on Monday, April 24, 2006 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.
Staff Members Present: David Putz, Lonnie Kaal, Jeff Humble, Darcy McLeod, Bonnie Schenher, Cindy Alcorn and S/Sgt. Gourlay. Recording: Gloria Signarowski.
A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Goulden – Schmidt
That the Agenda for this Regular Council Meeting be approved as presented.
Councillor Goulden congratulated the Paper Bag Players for the exceptional hosting of the Theatre Fest for a full week of Provincial Theatre companies entertaining and competing. Council hosted the green room on Wednesday night.
Councillor Schmidt acknowledged S/Sgt. Gerry Gourlay on receiving the Saskatchewan Association of Chiefs of Police award, "Excellence in Policing". She also congratulated Kelly Kaban who hosted the MISA Prairies Conference for all of the IT people in municipal government for the three Prairie Provinces.
Councillor Maloney reminded residents of the upcoming Bell Walk for Kids Help Phone event coming up in the City. Students from Sacred Heart High School and the Yorkton Regional High School are raising funds for this event.
Mayor Phil De Vos participated in some of those events and is amazed at some of the activities taking place in our city. He congratulated the 4-H participants who were in Yorkton this past weekend sponsored by the Yorkton Exhibition Association, which has become the biggest gathering of 4-H in the Province of Saskatchewan. He also congratulated the people who participated in the Provincial Darts Championship at the Legion.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Red Hat Society – Proclamation – Red Hat Week – April 23, to 29, 2006
A letter received April 12, 2006 from the Red Hat Society requesting a proclamation was circulated for the consideration of Council.
Representatives of the Red Hat Society were present in Council Chambers and Ms. Gillian Freed spoke to their request.
Hill - Schmidt
That the Council of the City of Yorkton authorize Mayor Phil
De Vos to proclaim the week of April 23rd to April 29th , 2006 as "Red Hat Week" in the City of Yorkton.
Yorkton Business Improvement District – 2006 Operating Budget
A letter dated March 9, 2006 from the Manager of the Yorkton Business Improvement District along with their proposed 2006 Operating budget were circulated for the consideration of Council.
Ms. Laurie Renton, Chairperson was present in Council Chambers to speak to this item.
Schmidt - Maloney
That we receive and file the letter dated March 9, 2006 and the proposed 2006 Operating Budget for the Yorkton Business Improvement District.
REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Mayor De Vos – 2006 Board of Revision Appointments
A memorandum dated May 1, 2006 from Mayor Phil De Vos regarding appointments to the Board of Revision was circulated for the consideration of Council.
Arnelien - Wyatt
That the Council of the City of Yorkton appoint Mr. Wayne Cantelo, Mr. Howie Fehrenbach and Mr. Stuart McFadyen to the Board of Revision for 2006 with remuneration to be set at $200.00 per day for the Chairman, and $150.00 per day for each of the remaining Committee Members, and that Kim Durdin, Assessment Coordinator be appointed as the Recording Secretary.
INTRODUCTION OF BYLAWS
Bylaw No. 16/2006 – Amend Yorkton Business Improvement District Bylaw No. 27/2004
Wyatt - Schmidt
That Bylaw No. 16/2006, a bylaw of the City of Yorkton to amend Business Improvement District Bylaw No. 27/2004 be introduced and read a first time this 24th day of April A.D. 2006.
Maloney – Arnelien
That Bylaw No. 16/2006 be read a second time this 24th day of April A.D. 2006.
Goulden – Wyatt
That Bylaw No. 16/2006 receive all three readings this 24th day of April A.D. 2006.
Arnelien – Schmidt
That Bylaw No. 16/2006, a bylaw of the City of Yorkton to amend Business Improvement District Bylaw No. 27/2004 be read a third time this 24th day of April A.D. 2006 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.
City Manager – Deputy Mayor Resolution
A memorandum dated April 21, 2006 from the City Manager regarding appointing a Deputy Mayor was circulated for the consideration of Council.
Hill - Schmidt
That the Council of the City of Yorkton in accordance with Section 5.1 of Procedure Bylaw No. 45/2003, appoint Councillor Randy Goulden as Deputy Mayor for the months of May, June and July 2006 or until her successor is appointed.
Director of Finance – 2006 Financial Review of Land Fund
A memorandum dated April 18, 2006 from the Director of Finance along with pertinent background information of the 2006 Financial Review of the Land Fund were circulated for the consideration of Council.
A report from the Director of Planning and Engineering dated March 7, 2006 regarding the Riverside Terrace Landscaping Project was also circulated for the consideration of Council.
Arnelien – Wyatt
That the Council of the City of Yorkton refer the 2006 Financial Review of the Land Fund to Administration to revise and bring it back with proper wording to Council for the May 1st , 2006 Regular Council Meeting.
Schmidt - Hill
That this Regular Council Meeting adjourn at 5:42 p.m.
