REGULAR COUNCIL MEETING MINUTES

JUNE 12, 2006

Minutes of a Regular Meeting of Council held on Monday, June 12, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Schmidt and Wyatt.

Absent: Councillor Maloney.

Guest: Mr. Darren Anholt, Associated Engineering Ltd.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Michael Buchholzer, Darcy McLeod, Cindy Alcorn and Gord Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt attended the East Central Health Foundation Golf Classic which raised over $50,000 for medical equipment in this district.

Councillor Goulden advised this morning new Tourism signage was unveiled on six entrances to the City of Yorkton. Industry in Yorkton contributed to the major portion along with the Department of Highways. She thanked the 12 partners for the events and attractions in Yorkton and the Director of Leisure Services, Darcy McLeod for all his work in assisting with the signs.

Councillor Schmidt advised of the crops of the Parkland Walking Tour taking place adjacent to the Yorkton Tourism and Chamber office. This is plotted planting of different local grasses and crops in the area as a result of the collaborative efforts of the Saskatchewan Wheat Pool, City, Tourism Yorkton and the Yorkton Chamber of Commerce. She encouraged citizens to take a look at the crops.

Mayor Phil De Vos congratulated Tourism Yorkton as they had a busy and interesting "Tourism Week", and the media were out covering all the events. As well, the City was presented with a certificate of appreciation from Sask. Abilities for working with them to enhance the independence and participation of people with varying abilities. The Mayor also attended an excellent presentation by Jason Parker, the Olympic silver medalist from our City which the City co-sponsored with Cornerstone Credit Union. He noted that school children were impressed with seeing an Olympic medal.

Congratulations were also extended to Councillor Goulden who was re-elected to the FCM as a Saskatchewan Director.

Public Notice – Sale of Property – 32 Myrtle Avenue

There were no petitioners present to speak for or against the Public Notice for the Sale of Property at 32 Myrtle Avenue (Lot 18 & 19, Block 3, Plan No. 99Y11400).

A letter dated June 7, 2006 from Mrs. Wilma Wilkinson regarding Langrill Park was circulated for the consideration of Council.

That the Council of the City of Yorkton refer the letter from Mrs. Wilma Wilkinson to the Leisure Services Commission regarding signage to be placed at two entrances to Langrill Park and at the third entrance, to place a cairn/marker and a bench in Mr. And Mrs. C.G. Langrill’s memory, with a donation of $2,000 towards the project from Wilma Wilkinson and Merl Jewell.

Manager of Building Services – Yorkton Motorcycle and Motorsport Club Agreement

A report dated May 11, 2006 from the Manager of Building Services along with a proposed draft agreement were circulated for the consideration of Council.

That the lease of approximately 18.24 acres of Parcel A, Plan CG5185, SW Ό 13-26-4-2 as designated in Schedule "A" of the agreement with Yorkton Motorcycle and Motorsport Club be renewed for a term of five (5) years effective January 1, 2006 at $100.00 per annum; and further that no less than three (3) months prior to the expiration of the lease agreement, the Yorkton Motorcycle and Motorsport Club shall notify the City of it’s intention to renew the agreement at which time the annual rent payable shall be negotiated.

A report dated May 31, 2006 from the Interim Development Officer regarding an application for a commercial business subdivision was circulated for the consideration of Council.

That Council of the City of Yorkton deny the Commercial Business Subdivision Application for the SE Ό 26-25-4-2 for Sharon Elizabeth Bittner on the basis that the Yorkton Planning District Development Plan Bylaw and Zoning Bylaw are deemed to be obsolete, and that development in the Yorkton Planning District be suspended until such time as the Bylaws are reviewed.

A report dated May 29, 2006 from the Interim Development Officer regarding an application to subdivide in a Multi-Parcel Country Resident District (CR) was circulated for the consideration of Council.

That Council of the City of Yorkton approve the Residential Subdivision Application for the SE Ό 4-26-4-2 for Craig Hershmiller as it complies with the Yorkton Planning District Development Plan Bylaw No. 13/94, and the Yorkton Planning District Zoning Bylaw No. Z2-94 (Section 6.0) subject to Section 6.4 Site Standards being complied with to ensure the proper area and bulk requirements are applied.

Waterworks Manager – Water System Development Plan, Time Line

A report dated June 8, 2006 from the Waterworks Manager regarding the Water System Development Plan, Time line was circulated for the consideration of Council. Mr. Michael Buchholzer, Waterworks Manager gave a presentation on the Water System Development Plan, Time Line.

That the City of Yorkton Twenty-Year Water System Development Program carry forward in a phased construction approach, and that each phase of the program requires Council approval before proceeding;

Further that Option #1 providing for removal of iron and manganese with minimal chemical addition and having the flexibility to add either membrane or cold lime softening in the future, as outlined in Associated Engineering report dated April 2006 "Options for Future Softening" be approved.

Water System Development Plan, Engineering Fees

A report dated June 1, 2006 from the Waterworks Manager regarding the Water System Development Plan, Engineering Fees was circulated for the consideration of Council.

That Associated Engineering be awarded the detailed engineering design contract for Phase 2 of the City of Yorkton 20-year Water Plan on a time and disbursements basis, and proceed to tender for construction of the first phase of the Queen Street Water Treatment Plant with an engineering/project management budget of $485,000.

That we accept Recommendation No. C00040-2006 as contained in the Committee of the Whole Council Meeting Minutes of June 12, 2006 to accept Mr. Yip’s proposal for Payment in Lieu for parking spaces for the business at 185 Broadway Street and authorize Administration to prepare and agreement for execution by the City and Mr. Yip.

That we accept Recommendation No. C00041-2006 as contained in the Committee of the Whole Council Meeting Minutes of June 12, 2006 to reconsider the recommendation in the report to Council dated May 11, 2006 from the Director of Planning and Engineering and that further negotiations take place between the City and the Developer pertaining to the sale and development of 30/32 Myrtle Avenue and that a contract be drafted for further consideration by Council at their Meeting of July 17, 2006 based on one of the two land sale and site development options: (1) Entire site Development or (2) Parking Area for 54 Smith Street.
