REGULAR COUNCIL MEETING MINUTES

August 21, 2006

 

Minutes of a Regular Meeting of Council held on Monday, August 21, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Goulden, Hill, Maloney, and Wyatt.

Absent: Councillors Arnelien and Schmidt.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Darcy McLeod, Michael Buchholzer, and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Agenda for this Council Meeting be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney commended the Public Works and City staff and local residents for a tremendous effort during the recent rainstorm to keep things flowing.

Councillor Goulden conveyed congratulations to Councillor Schmidt and her family on her son’s graduation from the RCMP. She thanked the Leisure Services staff and all the volunteers and organizers of the baseball championships that happened this weekend.

Mayor Phil De Vos congratulated Lieutenant Colonel Terrance Procyshyn who was raised in Yorkton and recently retired from the armed forces.

A letter dated August 15, 2006 from the Executive Director of Big Brothers Big Sisters along with a proposed proclamation were circulated for the consideration of Council.

Ms. Irma Van De Bon was present in Council Chambers to speak to their request.

That the Council of the City of Yorkton authorize Mayor Phil

De Vos to proclaim the month of September 2006 as "Big Brothers Big Sisters Month" in the City of Yorkton and to raise their flag on Tuesday, September 5th at 10:00 a.m. at City Hall Park.

Sunflower Arts Festival Committee – Sunflower Arts Festival Week

September 5 to 10, 2006 and Sunflower Sidewalks – Chalk Art on Downtown Sidewalks

A letter received from the Sunflower Arts Festival Committee was circulated for the consideration of Council.

Mayor De Vos – Ventures Community Futures Board - Appointment

A memorandum dated August 21, 2006 from Mayor Phil De Vos was circulated for the consideration of Council.

Saskatchewan Watershed Authority – Yorkton Area Aquifers/Assiniboine River Watershed Steering Committee – Appointment

A letter dated August 2, 2006 from the Senior Resource Planner of the Saskatchewan Watershed Authority was circulated for the consideration of Council.

That Councillor Janet Hill be appointed to the Yorkton Area Aquifers/Assiniboine River Watershed Steering Committee on behalf of the City of Yorkton for the implementation phase of the Source Water Protection Plan.

Government Relations – Yorkton Planning District Development Plan Bylaw No. 13/94 and Yorkton Planning District Zoning Bylaw No. Z2-94

A letter dated July 25, 2006 from Government Relations, Community Planning regarding the Yorkton Planning District was circulated for the consideration of Council.

That Council receive and file the letter dated July 25, 2006 from Government Relations, Community Planning regarding the Yorkton Planning District be received and filed as presented.

Administration noted that discussions were in progress with the R.M. of Orkney No. 244 and R.M. of Wallace No. 243 to contact consultants for quotations to undertake a review of the Bylaws and that a report would be bought back to Council.

INTRODUCTION OF BYLAWS

Bylaw No. 26/2006 – Amend Zoning Bylaw No. 14/2003 – R-1 General Residential

That Administration proceed with public notice of the proposed changes to Bylaw No. 26/2006 [Section 2.0, Definitions; Section 4.0 General Provisions (fences, minimum setback and architectural controls)] to amend Zoning Bylaw No. 14/2003 and that the Planning Commission review the draft amending bylaw.

ADMINISTRATIVE REPORTS

Interim Development Officer – R.M. of Orkney No. 244 – Residential Subdivision Application R05060-06R (SE Ό 26-25-4-2- Sharon Bittner)

A report dated August 2, 2006 from the Interim Development Officer regarding a proposed subdivision application was circulated for the consideration of Council.

That the City of Yorkton request an extension to evaluate the proposed residential subdivision application R0560-06R for the SE Ό 26-25-4-2 (Sharon Bittner) until such time as the District Planning Commission undertakes and completes a review of the Yorkton Planning District Development Plan Bylaw No. 13/04 and Zoning Bylaw No. Z2-04 and recommend that development in the Yorkton Planning District be suspended until such time as the Bylaws review is completed.

Director of Finance – 2005 Financial Statement

A report from the Director of Finance dated August 16, 2006, along with the Financial Statement for the year 2005 were circulated for the consideration of Council.

City Clerk/Director of Human Resource – Meritorious Service Award – 2007 SUMA Convention

A report dated August 17, 2006 from the City Clerk/Director of Human Resources regarding the Meritorious Service Awards at the upcoming SUMA Convention was circulated for the consideration of Council.

That Council authorize Administration to submit the following four employees: Brian Belitsky, Steve Nikiforoff, Pat Roming and Lorraine Yuzik for Meritorious Service Awards at the SUMA Convention in 2007.

Mayor Phil De Vos – Federal and Provincial Government Review Pedophile Legislation

A memorandum from Mayor De Vos regarding requesting the Governments to review Pedophile Legislation was circulated for the consideration of Council.

That Council approve sending a letter of support to Provincial and Federal Officials seeking a review of the Child Pedophile Laws in Saskatchewan and Canada.

Councillor Wyatt suggested that information be sent out on the issue of pedophiles in the water bills for the public’s information through Victim Services and the RCMP. Councillor Wyatt will work with them on this information.
