REGULAR COUNCIL MEETING MINUTES

September 11, 2006

 

Minutes of a Regular Meeting of Council held on Monday, September 11, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: David Putz, Lonnie Kaal, Fran Brimacombe, Bonnie Schenher, Brian Dudar, Max Zasada, Michael Buchholzer, Cindy Alcorn and Gord Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Agenda for this Council Meeting be approved as presented with the addition of one property item in the in-camera portion of the Committee of the Whole Council Meeting.

PUBLIC ACKNOWLEDGEMENTS

Mayor Phil De Vos on behalf of City Council thanked the City Manager and his team and congratulated them for work they did in getting two companies to build new canola crushing plants in Yorkton.

Councillor Hill congratulated the people of the Yorkton Arts Council for another spectacular "Sunflower Arts & Craft Show" over the weekend, plus the whole week of activities which made it a great week.

Councillor Schmidt said that two announcements in one day is worthy of additional acknowledgements to, Gord Bulmer, Good Spirit REDA, Hon. Clay Serby, the Province, our Administrative staff, Dave, Lonnie and their teams and to the colleagues at this table, what we developed here was a model of cooperation and economic development. Thanks to Gord for being part of that team.

Councillor Goulden invited all the residents of Yorkton to the Grand Opening of the Gallagher Centre on Saturday, September 16th, 2006 beginning at 2:00 p.m. Activities starting at 1:00 p.m. for the residents to take in all our amenities in our Gallagher Centre and then ending in the evening with the "Trooper" concert. It is indeed a celebration.

A letter dated August 31, 2006 from the Residents of Collacott and Pleasant Heights Hamlet Proposal Committee was circulated for the consideration of Council.

Mr. Brian Drotar was present in Council Chambers to speak to their request.

Finalizing Gallagher Centre Project

A report dated August 17, 2006 from the Director of Finance regarding the Gallagher Centre project was circulated for the consideration of Council.

That the extra roof insurance proceeds of $300,000 be split such that $200,000 be applied towards long term debt, and $100,000 be placed in Gallagher Centre Reserves. Further that the Gallagher Centre internal debt be crystallized at $5,735,000 instead of the estimated $6,000,000.

Director of Leisure Services – Kinsmen Arena Parking Lot

Motion Defeated.***

Discussion was held on this item as to possibly putting the property up for sale.

Engineering Assistant – Dracup Corridor Storm Water Retention Study

That we accept Recommendation No. C00056-2006 as contained in the Committee of the Whole Council Meeting Minutes of September 11, 2006 that Parcel A, Plan 101577821, Parcel B, Plan 101577821, Parcel C, Plan 101577854, and Parcel L, Plan 82Y04513 comprising of some 216 acres be sold to Louis Dreyfus Canada Ltd. for the sum of $205,000;

Further that Louis Dreyfus Canada Ltd. be granted an option to purchase a portion of South West Ό of Section 10, Township 24, Range 4, West of 2nd Meridian for the sum of $1,200/acre plus subdivision costs;

Further that Louis Dreyfus Canada Ltd. be offered the following terms which would form part of a development agreement.

  1. A five year 100% tax abatement/exemption (including municipal and education property tax)
  2. Postpone the development acreage levy on 122.33 acres X $16,000 = $1,957,280 until such time as a future development is contemplated.
  3. Phase-in the company’s payment of the development acreage levy on 93.75 acres X $16,000 = $1,500,000 over 5 years.
  4. Rebate the 10% Saskatchewan Power Surcharge.

That we accept Recommendation No. C00058-2006 as contained in the Committee of the Whole Council Meeting Minutes of September 11, 2006 that the offer received from 946563 Alberta Limited to purchase Block 14, Plan 99Y07581, Surface Parcel Number 142833416 at a purchase price of $100,000 per acre with possession date of the original offer extended to June 30, 2008 be accepted.
