Minutes of a Regular Meeting of Council held on Monday, September 25, 2006 in
Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney,
Schmidt and Wyatt.
Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Darcy
McLeod and Trent Mandzuk. Recording: Gloria Signarowski.
A quorum being present Mayor Phil De Vos in the Chair called the meeting to
order at 5:00 p.m.
APPROVAL OF AGENDA
That the Regular Agenda be amended by adding the report on the Provincial
Disaster Assistance Program from the Director of Finance under Administrative
That the Regular Agenda for this Meeting of Council be approved as amended.
Councillor Goulden advised she received a thank you card on behalf of the
sponsors of Crops of the Parkland. The City, Tourism Yorkton, Chamber of
Commerce and Saskatchewan Wheat Pool sponsored this great initiative that was
done beside the Tourist Information Centre.
Councillor Schmidt congratulated the Renaissance Committee on the steel wall
art on Livingstone Street. This good work is a pictorial history of Yorkton
detailing our pioneers to industrialization in our community.
Mayor Phil De Vos complimented the folks at the Godfrey Dean Cultural Centre
on the "Paradise Institute Display". He encouraged residents to go and
see this, as it is an unbelievable and an exciting display, which takes about 20
minutes. The Mayor congratulated Karl Kopan and Calvin Daniels for receiving an
award at the Saskatchewan Weekly Newspapers Association Conference.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Yorkton and District United Way Proclamation United Way Week
October 1st to 7th, 2006
A letter dated August 17, 2006 from the Yorkton & District United Way
President requesting a proclamation was circulated for the consideration of
Mr. Tom Seeley and Ms. Lisa Washington were present in Council Chambers and
Mr. Seeley spoke to their request.
That the Council of the City of Yorkton authorize Mayor Phil De Vos to
proclaim the week of October 1st to 7th, 2006 as "United
Way Week" in the City of Yorkton with the flag raising on Monday,
October 2nd, 2006 at City Hall Park.
City Manager Annexation of Collacott and Pleasant Heights Subdivisions
A report dated September 15, 2006 from the City Manager regarding annexation
of Collacott and Pleasant Heights Subdivisions was circulated for the
consideration of Council.
That we advise the residents of Collacott and Pleasant Heights Subdivisions
that the City of Yorkton has no plans to annex the subdivisions at this time.
Terms of Reference Solid Waste Management Committee
A reported dated September 14, 2006 from the City Manager regarding the Terms
of Reference for a Solid Waste Management Committee was circulated for the
consideration of Council.
That the Terms of Reference for a Solid Waste Management Committee be
approved as presented, and that the Committee be appointed following the
Municipal Elections in accordance with Councils Procedure Bylaw.
Director of Finance Provincial Disaster Assistance Program
A report dated September 13, 2006 from the Director of Finance regarding the
Provincial Disaster Assistance Program was circulated for the consideration of
That application be made to the Saskatchewan Corrections and Public Safety to
be designated an eligible assistance area under the Provincial Disaster
Assistance Program (PDAP) which provides financial assistance for restoring
essential services and property both public and private as a result of damages
caused by flooding on the 10th of August 2006.
That this Regular Meeting move into a Committee of the Whole Council Meeting
at 5:15 p.m.

That we rise and report from the Committee of the Whole Council Meeting at
Director of Public Works Underbody Plow Truck Purchase
That we accept Recommendation No. C00061-2006 as contained in the Committee
of the Whole Council Meeting Minutes of September 25, 2006 that the City
purchase an underbody plow truck in 2006 for the estimated cost of $230,000.
That this Regular Council Meeting adjourn at 5:18 p.m.
