October 16, 2006

Minutes of a Regular Meeting of Council held on Monday, October 16, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Phil De Vos, Councillors Arnelien, Goulden, Hill, Maloney, Schmidt and Wyatt.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Michael Buchholzer, Darcy McLeod and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Mayor Phil De Vos in the Chair called the meeting to order at 5:00 p.m.

Approval of Agenda

That the Agenda for this Meeting be approved as presented.

Public Acknowledgements

Mayor Phil De Vos advised that this was their last Council Meeting together. Councillor Hill will not be back and on behalf of Council, Mayor Phil De Vos thanked her for her years of service and outstanding work on Committees.

Councillor Janet Hill thanked everyone and advised that it’s been very enjoyable, informative and a great learning experience for her.

Councillor Hill thanked the organizers of the Canadian Cancer Society and the Sunrise Health for the breast cancer awareness event. It was a wonderful day with brunch and information for women on awareness of good breast health.

Councillor Arnelien thanked the Yorkton Chamber of Commerce for hosting the “All Candidates Forum” last Thursday. It gave everyone the opportunity to meet the 22 candidates and he encouraged everyone to come out and vote for the candidate of your choice.

Councillor Wyatt advised that a former long time (40+ years of service) employee Bill Sully passed away on the weekend. He extended sympathy to Bill’s family.

Councillor Goulden advised that November 5th to 12th, 2006 the Gallagher Center will be hosting the World Junior “A” Hockey Challenge and the Harvest Showdown and wished the organizers of these two events the best of luck.

Councillor Schmidt advised that it is National Waste Reduction Week and reminded everyone that the “Coats for Kids” project is underway and asked for donations. This is the 21st year and collection depots are City of Yorkton, T.D. Canada Trust, Magic Mirrors and Key Chevrolet Oldsmobile. The coat distribution will be on November 4th, 2006.

Hearing of Petitions, Public Notices and Presentations

Presentation – Louis Dreyfus Canada Ltd. – Brant Randles, President

Mr. Brant Randles, President and Mr. Ian Luff, Manager of Country Operations for Louis Dreyfus Canada Ltd. were present in Council Chambers to give a presentation on the upcoming Canola Crushing Plant.

Mr. Randles, President of Louis Dreyfus Canada Ltd. spoke about their company and advised Council how impressed he was with the Administration Staff and how accommodating and professional they were. He thanked David Putz and his team for their professional conduct and demeanor. He explained how the company is run and what they are involved in and overviewed the Yorkton project and progress. It will be a two-year building phase with crushing to begin in the spring/summer of 2008.

A letter dated October 10, 2006 from the Sunrise Health Region Chaplain Pastoral Care Rev. James Pedwell was circulated for the consideration of Council.
Rev. Pedwell was present in Council Chambers to speak to their request.

De Vos to proclaim the week of October 22nd to 26th, 2006 as “Spiritual and Pastoral Care Awareness Week” in the City of Yorkton.

That Bylaw No. 27/2006, a bylaw of the City of Yorkton to amend Bylaw No. 10/2000, regulating traffic, the use of public streets and to preserve order thereon (school bus safety light stop arms/commercial vehicles) be read a third time this 16th day of October A.D., 2006 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.

Administrative Reports

Director of Finance – Purchasing of Goods and Services and Contract Renewals Policy 10.110

A report dated October 6, 2006 from the Director of Finance regarding a new purchasing policy was circulated for the consideration of Council.

into the policy and then bring the amended policy back to the next Council Meeting.
With the permission of the majority of Council, the mover and seconder agreed to withdraw the motion.

-Tax Enforcement Proceedings – Six-Month Notice

A report dated October 6th, 2006 from the Director of Finance regarding the six-month notice for Tax Enforcement Proceedings was circulated for the consideration of Council.

That authorization be granted under Section 22 of The Tax Enforcement Act to proceed with an application for “Six Month Notice” for title for the 28 properties outlined on the attached listing to Council dated October 6, 2006, but that Administration be authorized not to commence proceedings on any properties where a reasonable effort is being made to pay arrears on taxes.

Councillor Schmidt declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:54 p.m.

Director of Leisure Services – Yorkton Short Film and Video Festival Funding Policy

A report dated October 11, 2006 from the Director of Leisure Services along with a draft Funding Policy for the Yorkton Short Film and Video Festival were circulated for the consideration of Council.

Interim Development Officer – Yorkton Anavets Building – 2005 Renovations – EZIP Project

A report dated October 11, 2006 from the Interim Development Officer regarding the Yorkton Anavets Building renovations along with pertinent background information were circulated for the consideration of Council.

That the City provide $30,765.21 to finish the exterior and allow the Anavets to repair the interior at 43 Broadway Street E. on the condition that should the cost of repairing the interior be less than $20,000.00 from the 2006 EZIP program and $10,765.21 from the 2007 EZIP program, the net difference will be repaid to the City and that this will conclude the agreement between the City and the Army Navy and Air Force Veterans Unit 1103, and that the City continue working with the Anavets.

Director of Environmental Services – Phase 2, Queen Street WTP, Contract 1, Tender Results

A report dated October 13th, 2006 from the Director of Environmental Services regarding the Tender Results for Phase 2 of the Queen Street WTP along with pertinent background information were circulated for the consideration of Council.
