DECEMBER 11, 2006

Minutes of a Regular Meeting of Council held on Monday, December 11, 2006 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Dick DeRyk, Bob Maloney, Larry Pearen, Randy Goulden and James Wilson.

Absent: Councillor Les Arnelien.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Roger Hunter, Fran Brimacombe, Michael Buchholzer, Trent Mandzuk, Cindy Alcorn, and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson congratulated the individuals who volunteered for the annual election of officers for the Board of Directors of the Chamber of Commerce. Newly elected Board Members being Lawrence Wegner, Sophia Hamm, Don Kunkel, Corey Werner, Delores Harris and Brad Kulscar.
Councillor Pearen sent appreciation and a heartfelt thanks to Administration and Public Works for the hours of service for the snow removal after our recent heavy snowfall in the City of Yorkton.
Mayor Wyatt was pleased to announce the confirmation of a ball tournament for the upcoming summer. The 35 and over “Twilight Baseball Tournament” is coming with 24 to 30 teams and there could be well over 500 people attending. He announced and welcomed Mr. Roger Hunter as the City’s new Director of Planning and Engineering.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Saskatchewan Western Development Museum

A brochure from the Saskatchewan Western Development Museum was circulated for the consideration of Council.
Ms. Dianne Craig-Hutton, Corporate Development Manager for Saskatchewan Western Development Museum, and Ms. Susan Mandziuk, Manager of the Yorkton Western Development Museum were present in Council Chambers to make a power point presentation. Ms. Dianne Craig-Hutton spoke to their request.

That the request of $25,000.00 from the Saskatchewan Western Development Museum for a new attraction at the Yorkton Western Development Museum “Winning the Prairie Gamble” be referred to the 2007 budget deliberations, and that Administration research opportunities for grants to assist with this program.

Public Notice – Discretionary Use Application- Family Child Care Home – 155 Gladstone Avenue South

There were no petitioners present in Council Chambers to speak for or against the discretionary use application for a Family Child Care Home at 155 Gladstone Avenue South.
Presentation – G.A. Construction Ltd. – Gino Astolfi, President
Mr. Gino Astolfi, President of G.A. Construction Ltd. was present in Council Chambers to dispute invoices sent to him regarding work done by the City of Yorkton on the properties located at 137 and 143 Broadway St. West.

City Manager – G. A. Construction Ltd. Request to reduce billing

A report dated December 7, 2006 from the City Manager, along with pertinent background information regarding G.A. Construction’s request to reduce billing for work done by the City of Yorkton were circulated for the consideration of Council.

Protective Services Commission Meeting Minutes – November 21, 2006

That the Protective Services Commission Meeting Minutes of November 21, 2006 be received and filed as presented.

The City Manager advised that a report will be forthcoming to Council in January 2007 with respect to Recommendation 06-28 as contained in the Protective Services Commission Meeting Minutes of November 21, 2006 regarding changing the Commission’s name to “Public Safety Commission”.
The City Manager advised that Recommendation 06-29 as contained in the Protective Services Commission Meeting Minutes of November 21, 2006 regarding a False Alarm Policy is still being worked on by the RCMP and Fire Department and that a report will be brought forward in January 2007. The City Manager advised he will follow up with the national security company and will bring a combined bylaw forward in 2007.

The City Manager advised that Recommendation No. 06-31 as contained in the Protective Services Commission Meeting Minutes of November 21, 2006 had been dealt with by Council at their December 4th, 2006 Regular Council Meeting.

Leisure Services Commission Meeting Minutes – November 28, 2006

A report dated December 4, 2006 from the Manager of Building Services regarding Agricultural land rentals was circulated for the consideration of Council.

A report dated December 7, 2006 from the Manager of Building services regarding a list of accounts for write-off and a list of unpaid accounts for the current year were circulated for the consideration of Council.

A report dated December 5, 2006 from the Director of Leisure Services along with a copy of a Deer Park Payment Policy were circulated for the consideration of Council.

-Deer Park Fees and Charges

A report dated November 27, 2006 from the Director of Leisure Services along with a list of proposed fees and charges for Deer Park Golf Course for 2007 were circulated for the consideration of Council.

Motion defeated.***

Discussion was held on the Deer Park Fees, and direction was given to the Director of Leisure Services to have more than a one-year plan with numbers on the cost of operation and how we can base the fees so that we have a better budget for the golf course. Council would like to see a three to five year plan for fees.

Switchboard Proposal

A report dated November 9, 2006 from the Director of Leisure Services regarding the switchboard proposal was circulated for the consideration of Council.

That Administration be authorized to place the operation of the City switchboard at the Gallagher Centre Kiosk, with training and support provided by the administrative team at City Hall, and that an additional $10,000.00 will be provided to the 2007 Gallagher Centre Kiosk budget to provide for additional coverage that may be required to appropriately cover switchboard during peak times.

Kinsmen Arena Parking Lot

A report dated November 29, 2006 from the Director of Leisure Services regarding the Kinsmen Arena parking lot construction project and cost summary was circulated for the consideration of Council.

Director of Finance – Outstanding Utility Accounts

A report dated December 7, 2006 from the Director of Finance along with a list of outstanding utility accounts were circulated for the consideration of Council.

That Council authorize Administration to write off the attached list of outstanding utility accounts totaling $12,426.08.
Mayor Wyatt opposed.

Mayor Wyatt passed the Chair to previous Deputy Mayor Maloney at 6:31 p.m. and it reverted back at 6:32 p.m.

Engineering Assistant – Sanitary Landfill – Pit Excavation

A report dated December 6, 2006 from the Engineering Assistant regarding the Sanitary Landfill Pit Excavation along with the Budget Variance Report for refuse expense and revenue were circulated for the consideration of Council.

That Council authorize Administration to proceed with Option 3 and invite contractors to bid on the excavation of a pit at the Sanitary Landfill for approximately $90,000.00 and that the contract be awarded to the lowest bidder.

A report dated December 7, 2006 from the City Clerk/Director of Human Resources regarding the appointment of a Development Officer was circulated for the consideration of Council.

Mayor Chris Wyatt declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 6:40 p.m.

Previous Deputy Mayor Maloney resided in the Chair at 6:40 p.m.
