January 8, 2007

Minutes of a Regular Meeting of Council held on Monday, January 8, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Roger Hunter, Michael Buchholzer, Trent Mandzuk, Darcy McLeod, Don Kunkel, Cindy Alcorn and Gord Bulmer. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden wished everyone a Merry Christmas and a Happy New Year in Ukrainian for those citizens celebrating by the Julian Calendar.
Councillor Pearen advised that 2007 is a special year, as Yorkton will be celebrating our 125th Anniversary. On May 12, 1882 the York Farmers Colonization Company started this great City and he is looking forward to working with the community to plan these celebrations.
Mayor Wyatt noted that Councillor Pearen has agreed to Chair the 125th Anniversary Committee and thanked him for volunteering in this regard. He also acknowledged the partnership with the Province in the $4 million dollar facility grant, as well as the Discounted Bus Pass Program for the City of Yorkton.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Canadian Institute of Public Health Inspectors – Proclamation
Environmental Public Health Week – January 15th to 19th, 2007

A letter dated November 20, 2006 from Mr. Jon Gaudry, Branch Councillor of the Canadian Institute of Public Health Inspectors, along with a proposed proclamation were circulated for the consideration of Council.
Mr. Gaudry was present in Council Chambers to speak to their request.

That Council authorize Mayor Chris Wyatt to proclaim the week of January 15th to 19th, 2007 as “Environmental Public Health Week” in the City of Yorkton.

Councillor Goulden declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:04 p.m.

Tourism Yorkton – 2006 Annual Report

A letter dated December 1, 2006 from Mr. Neil Thom, President of Tourism Yorkton along with the 2006 Tourism Annual Report were circulated for the consideration of Council.
Mr. Thom was present in Council Chambers to speak to their request.

Public Notice – Bylaw No. 29/2006 – Amend Zoning Bylaw No. 14/2003

There were no petitioners present in Council Chambers to speak for or against the proposed Bylaw No. 29/2006 amending Zoning Bylaw No. 14/2003, permit applications, discretionary uses, rezoning.

Manager of Building Services – Appointment of Building Officials

A report dated December 27, 2006 from the Manager of Building Services regarding appointment of Building Officials was circulated for the consideration of Council.

1. That Norman Kindred and Douglas Mulhull be appointed as Professional Building Officials (Class 3) pursuant to Section 5 of The Uniform Building and Accessibility Standards Act.
2. That the appointment of Jeffrey Humble as a Professional Building Official be rescinded.

Engineering Assistant – Agreements with Out-of-City Customers at Sanitary Landfill

A report dated December 27, 2006 from the Engineering Assistant along with a sample agreement were circulated for the consideration of Council.

That Administration be authorized to enter into agreements for two year periods during 2007 to 2008, as per the sample agreement which is attached, with out-of-city customers like Villages, Rural Municipalities and businesses that pick up out-of-city refuse and haul to the City of Yorkton Sanitary Landfill.
