MARCH 19, 2007

Minutes of a Regular Council Meeting held on Monday, March 19, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Roger Hunter, Darcy McLeod, Don Kunkel and Kelly Kaban.
Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney congratulated the organizers of the International Women’s day banquet last Thursday. Almost 400 people attended and it was a great evening and a great speaker. He also congratulated the people at 4-H as he was a judge at a public speaking contest at Yorkdale School yesterday.

Councillor DeRyk acknowledged the success of the Yorkton Terriers. He recognized the promise of the Mayor to sleep on the roof of City Hall if the Terriers sold out and wished the Mayor luck.

Mayor Wyatt sent out best wishes to Clay Serby, MLA who recently had major surgery and will be out of action for a few months but is expecting a full recovery. There is a card in the lobby at City Hall where concerned citizens can sign and wish him well.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Good Spirit REDA – 2006 Annual Report

A report from the Manager of the Good Spirit REDA was circulated for the consideration of Council.
Mr. Gord Bulmer, Manager was present in Council Chambers to speak to the report.
He advised the 2006 Annual Report of the Good Spirit REDA is the first of two reports that REDA will be making in the next two weeks. The second report is on the Yorkton Airport and will be delivered on April 3rd, 2007.

Yorkton in motion Committee – Request for a representative on Zoning Bylaw Review Committee.

A letter dated March 7, 2007 from the Chairperson of the Yorkton in motion Committee requesting a representative from their Committee be appointed to the Review Committee for the Zoning Bylaw was circulated for the consideration of Council.

ADMINISTRATIVE REPORTS

Director of Leisure Services – Deer Park Fees and Charges

An extensive report with pertinent background information dated March 12, 2007 from the Director of Leisure Services regarding Deer Park Fees and Charges were circulated for the consideration of Council.

That fees at Deer Park increase 7% across the board, that changes to Tournament fees and ladies and men’s club fees be implemented as stated in the report, and that the Leisure Services report back no later than November 30, 2007 with a plan to place the course in a cost recovery basis by the season 2011.
Mayor Wyatt, Councillors Arnelien, Goulden, Maloney and Pearen opposed. Councillors DeRyk and Wilson in favour.
Motion Defeated.***

The Chair was passed to Deputy Mayor DeRyk at 5:45 p.m. and it reverted back at 5:46 p.m.

That fees at Deer Park Golf Course increase by 5% for 2007, with Administration to prepare a three year cost recovery plan for the 2011 season and a five year plan for capital improvements with the plan to include debt repayment, and to report back to Council.

City Clerk/Director of Human Resources – Committee of the Whole Budget Meetings

A report dated March 15, 2007 from the City Clerk/Director of Human Resources regarding Committee of the Whole Budget Meetings was circulated for the consideration of Council.

That Council hold Committee of the Whole Meetings of Council at 5:00 p.m. in Council Chambers at City Hall on April 9, 10 and 11, 2007 for budget deliberations.

GIVING NOTICE OF MOTION

Councillor Pearen – Yorkton’s 125 Celebrations

A Notice of Motion dated March 16, 2007 from Councillor Larry Pearen Chairman of Yorkton’s 125 Celebrations was circulated for the consideration of Council.

b. Executive Homes Ltd. – Residential Development Proposal [27.10(e)(i)(iii)(v)&(f)(iv)(v)(vi)] (Riverside Multi-Family, Riverside Meadows and Riverside Grove Subdivisions)

That we accept Recommendation No. C00013-2007 as contained in the Committee of the Whole Council Meeting Minutes of March 19, 2007 that the City of Yorkton retain ownership of the subdivisions currently being developed by the City, encourage the Developer to acquire lands from private landowners for suitable urban development and for Administration to bring forward some land development policy models for Council’s consideration.

c. Demand for 3 to 5 acre parcels for commercial development

That we accept Recommendation No. C00015-2007 as contained
in the Committee of the Whole Council Meeting Minutes of March 19,
2007 that Administration be directed to proceed with the design and other work necessary to prepare the property on the west side of Highway No. 9 and immediately north of Darlington Street for the subdivision of 3 to 5 acre parcels and when appropriate, bring forward reports for Council consideration; and further that Administration be authorized to conduct an environmental assessment on the property surrounding the Tourism/Chamber building, which will provide a professional opinion and identify the issues to be addressed if development is to be permitted to take place at a maximum cost of $25,000.
