APRIL 3, 2007

Minutes of a Regular Meeting of Council held on Tuesday, April 3, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Dean Clark, Cindy Alcorn, Darren Spelay, and Sheldon Kostyshyn. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney congratulated the organizers of the Bell Walk kick off last Wednesday. The walk will come up in May and funds raised will be for the kids help phone.

Councillor Pearen advised that it is the 80th Anniversary of the Yorkton Music Festival and congratulated all 800 volunteers for a job well done.

Councillor Goulden acknowledged the work and presentation “Standing Still is NOT an Option” by Dr. Linda Duxbury last evening. It was a presentation on balancing work and home and advised is was an excellent presentation.

Mayor Wyatt advised that he was wearing the Melville Millionaires jersey as him and Mayor Streelasky of Melville had a bet between their two hockey teams. He congratulated the Terriers on a great season with 17 returning players for next year.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Business Improvement District – “Walk a Mile, Discover Your Routes” Project

A letter received March 28, 2007 from the Yorkton Business Improvement District (BID) Promotions Committee regarding a “Walk a Mile, Discover Your Routes” project was circulated for the consideration of Council.
Ms. Laurie Renton, Chairperson was present in Council Chambers to speak to their request.

That Council support the “Walk a Mile, Discover Your Routes” project of the Yorkton Business Improvement District and authorize City crews to assist with erecting the 33 signs on the parking meter posts for the walk and to have the crosswalks clearly painted.

The chair was passed to the Deputy Mayor at 5:09 p.m. and it reverted back at 5:10 p.m.

Good Spirit REDA – Yorkton Airport Economic Impact Study (Ron Evinou)

An email dated March 28, 2007 from Gord Bulmer, Manager of Good Spirit REDA, to the City Clerk’s Office regarding a report on the airport economic impact study was circulated for the consideration of Council.
Mr. Ron Evinou, a representative of the Good Spirit REDA gave a presentation on the study. A copy of the report was circulated this evening.

There were no petitioners present in Council Chambers to speak for or against the Public Notice on Bylaw No. 2/2007 – a bylaw to amend Yorkton District Development Plan Bylaw No. 13/94 (Section 5.3 – 3. Policies; Section 6.4 – Single Parcel Country Residential Subdivision – A. Policies.

A report dated April 3, 2007 from the Director of Planning and Engineering along with a proposed draft Bylaw were circulated for the consideration of Council.
Ms. Cindy Alcorn, Manager of Building Services was present in Council Chambers to speak to this item.

That Bylaw No. 2/2007, a bylaw of the City of Yorkton to amend the Yorkton District Development Plan Bylaw No. 13/94 (Section 5.3 – 6.4 single parcel Country Residential) be read a third time this 3rd day of April A.D. 2007 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton and further that it be forwarded to the Minister of Government Relations for approval.

ADMINISTRATIVE REPORTS

City Clerk/Director of Human Resources – York Lake Regional Park Lease/City of Yorkton Sponsorship

A report dated March 20, 2007 from the City Clerk/Director of Human Resources, along with a letter dated January 22, 2007 from The York Lake Regional Park Authority Administrator were circulated for the consideration of Council.

That Council of the City of Yorkton enter into a Lease Agreement and waive the annual rental amount of $3,360.00 for the York Lake Regional Park Authority for use of office space in City Hall for the period of January 1, 2007 to December 31, 2009 and that the City continue to be designated as the sponsoring municipality.

Community Program Coordinator – Yorkton Short Film & Video Festival Plaque

A report dated March 26, 2007 from the Community Program Coordinator along with a letter received from the Yorkton Short Film & Video Festival dated March 22, 2007 were circulated for the consideration of Council.
Mr. Darren Spelay, Community Program Coordinator was present in Council Chambers to speak to their request.
