APRIL 16, 2007

Minutes of a Regular Meeting of Council held on Monday, April 16, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Laurie-Anne Rusnak, Lonnie Kaal, Roger Hunter, Dean Clark, Don Kunkel, Darcy McLeod, Michael Buchholzer and Trent Mandzuk. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Committee of the Whole Council Agenda be amended by moving Item 3 tax policy discussion, from the in-camera portion to the open portion of the Committee of the Whole Agenda.

PUBLIC ACKNOWLEDGEMENTS

Councillor Arnelien congratulated the volunteers of the 31st Annual Spring Expo being the Yorkton Exhibition Association as well as the Yorkton Lions Club.

Councillor Goulden commented on the sponsorship of the York Lake Regional Park and advised that the R.M. of Orkney sends out the tax notices and retains 20% of the revenue for Administrative costs, and the other 80% goes to the York Lake Regional Park Authority. This was brought forward for Council’s information.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Business Improvement District

A letter dated March 27, 2007 from the Yorkton Business Improvement District along with a copy of their Operating Budget for the Year 2007 were circulated for the consideration of Council.
Ms. Laurie Renton, Chairperson was present in Council Chambers to review their 2007 Operating Budget with Council.

Chamber of Commerce – Rick Schrader, President – City Budget Implications

Mr. Rick Schrader, President of the Yorkton Chamber of Commerce was present in Council Chambers to discuss the City’s 2007 Budget. He gave a brief overview of the feedback and concerns received from the businesses of Yorkton who would like to see a 5% increase to the taxes. The business community feels 7.74% is excessive.

Independent Agencies – Gallagher Centre – Defibrillator donation
Yorkton Minor Hockey – Kinsmen Arena Defibrillator donation

A letter dated April 11, 2007 from Independent Agencies advising that The Western Communities Foundation is presenting a donation of a Medtronic LifePak CR Plus Defibrillator for the Gallagher Centre was circulated for the consideration of Council, as well as a letter received April 3, 2007 from the Yorkton Minor Hockey for a donation of a defibrillator at the Kinsmen Arena.

ADMINISTRATIVE REPORTS

Director of Finance – 2007 Capital & Operating Budget

A report dated April 13, 2007 from the Director of Finance regarding the Operating and Capital budget along with pertinent summary sheets were circulated for the consideration of Council.
The Director of Finance reviewed the 2007 Budget with Council.
She advised that the taxes are up 1% from last year. The Community Grant in the amount of $517,000 is not being provided in 2007 from the Province and had been included in this budget. Now that the Community Grant is not available, it has impacted the capital budget.
The City Hall Capital Project of $640,400 can be deferred to 2008 with $240,000 being approved in 2007, and Administration has increased the interest revenues.
She advised that with the grant changes and the deferred capital, Council is looking at an $835,000 increase which works out to 7.27%.
It was noted that the replacement of the boiler had been inspected by the Public Health Inspector and due to the fact that the City is not receiving the grant of $517,000 from the Province, Administration went back to Public Health and asked for support to do this project over two years.
She noted that the Province has reduced funding by $473,000 to the City compared to last year.

Mayor Wyatt passed the Chair to Deputy Mayor DeRyk at 5:44 p.m. and it reverted back at 5:47 p.m.

More discussion was held on reducing the increase to 5% overall.

The consensus was to go back to the same level of service as last year and look at some cuts.

That the creation of two positions being a Junior Planner at $20,000 and a Human Resources Assistant at $20,000 be deferred to the 2008 budget with a savings of $40,000.

That the Western Development Museum grant request of $25,000 be cut from the 2007 budget.
