REGULAR COUNCIL MEETING MINUTES
APRIL 30, 2007

Minutes of a Regular Meeting of Council held on Monday, April 30, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, and Pearen.

Absent: Councillor Wilson (advised he would be late).

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Buchholzer, Trent Mandzuk, Darren Spelay, Dean Clark, Cindy Alcorn and Sheldon Kostyshyn. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney congratulated the Ducks Unlimited Committee and Mr. Larry Haas, Chairman on the annual dinner on Saturday with a sold out crowd of over 500 people. A great event, meal and a job well done on another successful Ducks dinner.
Councillor Goulden advised that the Yorkton Sports Hall of Fame celebrated their Inductee Dinner at the Gallagher Centre on Saturday as well.
There were 6 inductees, 3 “athletes” (2 of which are Olympians) and 2 “Builders”, along with 1 inductee in the “Team” category.
Congratulations to Chair Allan Hill, dinner coordinators and Chairs Jerry Kobylka and Michelle Pfeifer. An extremely well done evening recognizing the contribution that sport makes for the City of Yorkton.
Mayor Wyatt advised he was a judge at St. Paul’s for the Oratory Competition. A courageous effort was done on the children’s part.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton 125 Committee – Proclamation – 125 Anniversary – Year 2007

A memorandum dated April 24, 2007 from the Yorkton 125 Committee requesting a proclamation, along with pertinent background information were circulated for the consideration of Council.
Mr. Dion Walker, Town Crier read the proclamation to City Council and each Member of Council signed the proclamation.

That Council authorize Mayor Chris Wyatt to proclaim the year 2007 as the City of Yorkton’s “125 Year Anniversary”.
Carried.***

The Yorkton 125 Committee flag will be raised at 10:30 a.m. on May 1st, 2007 at City Hall Park.

Councillor Pearen, Chair of the Yorkton 125 Committee introduced and thanked Ms. Terri Lefebvre Prince, Heritage Researcher who was present in Council Chambers and provided much background information for this occasion. He thanked Mr. Dion Walker, acting as the Town Crier as well as the Antique Auto people who drove City Council to this meeting. He gave a brief summary of some of the events that took place over the 125 years in Yorkton.

Sunrise Health Region – Proclamation – Speech and Hearing Awareness Month – May 2007

A letter dated April 17, 2007 from the Sunrise Health Region, Speech, Hearing and Language section requesting a proclamation was circulated for the consideration of Council.
A representative was unable to attend due to illness.

North American Occupational Safety and Health Event Organizing Committee (NAOSH) – Proclamation – North American Occupational Safety and Health Week – May 6th to 12th, 2007

A memorandum dated April 26, 2007 from the North American Occupational Safety and Health Event Organizing Committee requesting a proclamation was presented for the consideration of Council.
Ms. Cindy Alcorn, Manager of Building Services was present in Council Chambers to speak to their request.

Alliance of Canadian Building Officials Associations/Saskatchewan Building Officials Association – Proclamation – Building Safety Week – May 6th to 12th, 2007

A memorandum dated April 27, 2007 from the Manager of Building Services requesting a proclamation was circulated for the consideration of Council.

Saskatchewan Western Development Museum – 2007 Funding Request

An email dated April 19, 2007 from Ms. Dianne Craig Hutton, the Corporate Development Manager of the Saskatchewan Western Development Museum requesting reconsideration of the capital grant that was dropped from the most recent budget was circulated for the consideration of Council.
Ms. Kathy Morrell, Board Member of the Yorkton Western Development Museum was present in Council Chambers to make a presentation regarding their request.

That Resolution No. R00118-2007 as contained in the Regular Council Meeting Minutes of April 16th, 2007 denying the grant request for $25,000 for the Western Development Museum be rescinded, and that the notice requirements of Procedure Bylaw No. 45/2003 Subsection 23.1 be waived.

That Council approve a grant in the amount of $8,500 per year over the next three years (2007, 2008, 2009) to the Western Development Museum towards the “Winning the Prairie Gamble: “The Saskatchewan Story” and that Administration be directed to find it in the budget.

A letter dated April 23, 2007 from the Executive Director of the Yorkton Business Improvement District along with the 2006 Review Engagement Report and Financial Statement were circulated for the consideration of Council.

A discussion was held regarding the surpluses and what the YBID’s intentions are for them.
The Director of Finance will discuss this matter with YBID and bring back a report in this regard.

ADMINISTRATIVE REPORTS

City Clerk/Director of Human Resources – City Hall Operating Hours

A report dated April 18, 2007 from the City Clerk/Director of Human Resources regarding City Hall Hours of Operation was circulated for the consideration of Council.

Director of Planning & Engineering – Residential Spring Clean Up Week Campaign

A report dated April 18, 2007 from the Director of Planning and Engineering regarding a proclamation for Spring Clean Up Week in the City of Yorkton was circulated for the consideration of Council.

That Council declare the week of May 7th to 12th, 2007 as “Spring Clean Up Week” in the City of Yorkton with entrance fees at the Sanitary Landfill waived for City of Yorkton residents hauling in their own refuse by car, half-ton truck or utility trailer.

Director of Finance – 2006 Year End

A report dated April 19, 2007 from the Director of Finance regarding the 2006 Year End was circulated for the consideration of Council.

That the practice of transferring 50% of departmental savings to reserves at year-end be continued, with $125,000 being transferred to reserves as follows: $75,000 to fire reserve, $20,000 to computer reserve, $15,000 to landfill reserve and $15,000 to arterial road reserves.

Councillor Wilson arrived in Council Chambers at 5:44 p.m.

Director of Finance – 2007 Operating Budget

A report dated April 20, 2007 from the Director of Finance regarding the 2007 Operating Budget was circulated for the consideration of Council.

It was the consensus of Council to move on to the 2007 Capital Budget as the next item on the Agenda before dealing with the 2007 Operating Budget.

The Director of Finance reviewed the 2007 Capital Budget with Council.

Mayor Wyatt passed the Chair to Deputy Mayor DeRyk at 6:08 p.m. and it reverted back at 6:09 p.m.

That Resolution No. R00117-2007 as contained in the Regular Council Meeting Minutes of April 16, 2007, regarding deferring the Junior Planner at $20,000 and a Human Resources Assistant at $20,000 to the 2008 budget be rescinded and that the notice requirements of Procedure Bylaw 45/2003 Subsection 23.1 be waived.
Councillor Maloney opposed.

It was noted by the Assistant City Clerk that rescinding the resolution must be carried unanimously or it will have to come back in writing to another Council Meeting. Councillor Maloney advised that it was not his intention to hold up the budget process and withdrew his opposition. It was the consensus of Council to revote.

That Council approve the attached 2007 operating budget depicting total net department operating expenditures of $12,858,790 together with a 5% tax increase of $570,000 as presented.

That Resolution No. R00119-2007 as contained in the Regular Council Meeting Minutes of April 16, 2007 regarding reducing the Fire Hall reserve by $190,000 be rescinded and that the notice requirements of Procedure Bylaw No. 45/2003 Subsection 23.1 be waived.

That we accept Recommendation No. C00046-2007 as contained in the Committee of the Whole Council Meeting Minutes of April 30, 2007 that the City of Yorkton enter into an agreement with Don and Connie Mackay to operate the City Campground on a one-year trial basis for 2007 with the City of Yorkton retaining a minimum of $10,000.
