May 28, 2007

Minutes of a Regular Meeting of Council held on Monday, May 28, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: Darcy McLeod, Acting City Manager, Laurie-Anne Rusnak, Lonnie Kaal, Dean Clark, Trent Mandzuk, and Cindy Alcorn. Recording: Gloria Signarowski.

A quorum being present Mayor Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk expressed condolences on behalf of City Council and citizens of Yorkton to the family of Madeleine Lange. Mrs. Lange was a former Councillor and he served with her in the late 80’s. She has also been the long time Chair of the Yorkton Housing Authority and provided a valuable service to the City over the years. Madeleine passed away last week, her funeral was this morning and he expressed condolences to Bruce and family.

Councillor Goulden gave a huge thank you, recognition and appreciation the Yorkton Short Film & Video Festival. It started with the Premiere with Gordon Pinsent on Tuesday night and going into activities within our city to the workshops, sessions and culminating at the awards gala on Saturday night. It was a great event and thanks to the committee and all the volunteers.

She also reminded everyone about the Royal Visit, Her Royal Highness the Princess Royal Princess Anne will be here on June 2, 2007 helping us celebrate our 125 years of settlement in the City of Yorkton. The public event will begin at 11:00 a.m. and she asked that everyone be seated by 10:45 a.m.

Councillor Pearen commented with the 125 celebrations, the Haunts of Yorkton will be held on Thursday with a walking tour and on Sunday it is at the museum. Tickets available at Frameworks. He wished Kathy Morrell and her cast of volunteers well with the Third Annual Haunts of Yorkton 125 this weekend.

Mayor Wyatt advised that the Ritchie Hall Golf Classic was this weekend with Councillors Goulden and Maloney as well as Mayor Wyatt were in attendance. This was a fundraiser for the Red Cross with almost $12,000 being raised. This was Ritchie Hall’s 16th year in a row for this event. He also acknowledged the June 10th Juvenile Diabetes walk in the City of Yorkton. We have a challenge with the City of Humboldt, them having 128 walkers and he is hoping to get more for the City of Yorkton.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

James Boliziuk and Joseph Harden – Exemplary Service Recognition

The City Clerk/Director of Human Resources recognized two dedicated outstanding employees who on April 25th, 2007 were called upon by the Fire Chief to assist in fire suppression at 440 Lakeview Road. Mr. James Boliziuk and Mr. Joseph Harden were part of our construction crew working on the sidewalk and had a water truck with them and were summoned by the Fire Chief to assist in fire suppression. They were successful in knocking down the fire, which resulted in significant reduced damage to the building. Their actions to mitigate the fire went far beyond their normal call of duty.
Mayor Wyatt commended the Fire Chief for using the resources that were close at hand to handle the situation until the fire fighters could arrive. On behalf of City Council, Mayor Wyatt presented the two employees with a certificate of appreciation and a few small tokens.
Sgt. Stewart Kingdon, RCMP also provided Mr. Boliziuk and Mr. Harden with an appreciation award of service to the community on behalf of the RCMP and the Fire Department.
Mayor Wyatt went on to say that once again he would like to thank the Fire Chief for his quick thinking and these two gentlemen for saving the taxpayer thousands of dollars. I would also like all Councillors and the City of Yorkton taxpayers who are under the illusion that we can settle a future contract without arbitration to please pay attention to what I call disappointing acts by our Local branch of the IAFF (Grievance). I also urge Council to be ready to make some tough decisions with the options that we will receive on June 18th. I have never been more disappointed in my career on Council.

Tourism Yorkton – Proclamation – Tourism Awareness Week – June 3rd to 9th, 2007.

A letter dated May 16, 2007 from the President of Tourism Yorkton along with information on Tourism Awareness Week were circulated for the consideration of Council.
Mr. Neil Thom, President was present in Council Chambers to speak to their request.

That Council authorize Mayor Chris Wyatt to proclaim the week of June 3rd to 9th, 2007 as “Tourism Awareness Week” in the City of Yorkton.

A cheque was presented representing the amount of $16.6 million dollars of value that Tourism brought into this community.

REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED

Mayor Wyatt – Appointment to Community Futures Ventures Board of Directors.

A memorandum dated May 15, 2007 from Mayor Chris Wyatt along with pertinent background information regarding an appointment to Community Futures Ventures Board of Directors were circulated for the consideration of Council.

Rolling Thunder Cruisers Inc. – Annual Show and Shine July 21, 2007
– Broadway Street Closure

A letter dated May 23, 2007 from the Secretary/Treasurer of the Rolling Thunder Cruisers Inc. was circulated for the consideration of Council.

That Council approve the closure of Broadway Street between Myrtle, Betts and Agricultural Avenues to the south of Broadway for one block from 10:30 a.m. until 4:30 p.m. on July 21st, 2007 for the annual show and shine hosted by the Rolling Thunder Cruisers in conjunction with the Dairy Queen.

Director of Finance – Tax Notices

– Agreement with R.M. of Rocanville No. 151 for Refuse Acceptance at Sanitary Landfill

A report dated May 25, 2007 from the Planning and Engineering Department along with a proposed draft agreement between the City of Yorkton and the R.M. of Rocanville No. 151 for refuse acceptance were circulated for the consideration of Council.

That Administration be authorized to enter into an agreement with the R.M. of Rocanville No. 151 to haul refuse to the City of Yorkton Sanitary Landfill for a two-year period during 2007 to 2009, with an option to renew for two additional years, as provided in the draft agreement.

Mayor Wyatt passed the Chair to Deputy Mayor Goulden at 5:23 p.m. and it reverted back at 5:24 p.m.

Discussion took place on reviewing the landfill rates for future development and cost recovery for containment and Administration was requested to bring back a report to Council and to notify the R.M. of Rocanville No. 151 that the landfill rates were under review.

Mayor Wyatt passed the Chair to Deputy Mayor Goulden at 5:25 p.m. and it reverted back at 5:27 p.m.

That we accept Recommendation No. C00057-2007 as contained in the Committee of the Whole Council Meeting Minutes of May 28, 2007 to proceed with Option 3 and implement the Out-of-Scope Job Evaluation Plan and Salary Grids as presented effective January 1, 2008 providing for employees receiving an increase to move to the next highest grid step in the new grid and red circle (freeze) the current pay for employees who are higher than the grid maximum and apply 50% of the annual cost of living wage increases as approved by Council to the position as long as the incumbent still holds the same job until the wage bands catch up or for a maximum period not to exceed four (4) years after which their wages would be frozen until the wage bands catch up.
Councillors Arnelien, DeRyk and Maloney opposed.
