June 18, 2007

Minutes of a Regular Meeting of Council held on Monday, June 18, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Dean Clark, Wayne Reinhardt, Trent Mandzuk, Michael Buchholzer and Darren Spelay. Recording: Shawna Kriger-Kemp.

A quorum being present Mayor Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden advised last week was the official opening of the Saskatchewan Abilities Council at the Yorkton Branch. This is an electronics disassembly service and is one of two in the Province that will disassemble and recycle electronic parts for computers, televisions and laptops. Since they began the project in February, they have recycled everything into some type of function. They have disassembled 13,000 computers. She thanked the Abilities Council and all the work they do. She indicated that it diverts things from our landfill and it also provides employment to people with varying degrees of abilities. Our “hats off” to the Abilities Center.

Mayor Wyatt indicated last week was the United Way Golf Tournament in our City and it was nice to see almost 40 golfers out at Deer Park and over $6,000 was raised. The Health Foundation had their Charity Golf Classic last Thursday and over $55,000 was raised going towards a mammography machine. This was another successful tournament for the seventh year in a row. He made a special announcement for the Fair week and indicated that everyone should have their eye to the sky during the fireworks display. They have doubled their fireworks budget for this year. In the past, the Yorkton Exhibition and the City of Yorkton partner and $5,000 goes towards the fireworks display and we have doubled that for this year for our 125th Celebration. He thanked the Saskatchewan Indian Gaming Association and the Painted Hand Casino as well as Louis Dreyfus Canola Crushing, all partnering with us. On that date, it is going to be a fantastic display of fireworks and we are very excited to see it.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Public Notice – Bylaw No. 9/2007 – Amend Zoning Bylaw No. 14/2003 – Contract Zone (198 Myrtle Avenue)

There were no petitioners present in Council Chambers to speak for or against the Public Notice on Bylaw No. 9/2007, a Bylaw to amend Zoning Bylaw No. 14/2003 providing for a Contract Zone at 198 Myrtle Avenue.

Public Notice – Bylaw No. 10/2007 – Road Closure – J.C. Beach Recreation Area – NE ¼ 3-26-4-W2nd

There were no petitioners present in Council Chambers to speak for or against the Public Notice on Bylaw No. 10/2007, a Bylaw providing for the permanent road closure at J.C. Beach Recreation Area located at NE ¼ 3-26-4-W 2nd.

I.A.F.F. – Lorne West, Vice President, District 6 – Fire Department and Public Safety Issues

A letter dated June 6, 2007 from the Assistant to the General President Canadian Operations of the International Association of Fire Fighters along with a letter dated June 6, 2007 from the Vice President, District 6 of the International Association of Fire Fighters were circulated for the consideration of Council.

Mr. Lorne West, Vice President, District 6 of the International Association of Fire Fighters was present in Council Chambers and gave a presentation regarding the Fire Department and Public Safety Issues. Council requested a hard copy of Mr. West’s presentation.

Lorne Miller – Crescent Avenue Issues

A letter dated June 6, 2007 from Mr. Lorne Miller was circulated for the consideration of Council.

Mr. Lorne Miller was present in Council Chambers and gave a presentation regarding his concerns with the issues of the gravel road that intersects Highways #52 and #16, civically known as Crescent Avenue.

Yorkton 125 Committee – Official Flower Designation (Sunflower)

A letter dated June 11, 2007 from the Yorkton 125 Committee along with letters of support from the Yorkton Arts Council and the Sunflower Arts Festival regarding the official flower designation were circulated for the consideration of Council.

Mrs. Merle Sherwin, Vice-Chairperson of the Yorkton 125 Committee was present in Council Chambers to speak to this request.

Yorkton Business Improvement District – Proclamation – Wednesdays as “Walking Wednesdays”

A letter received on June 7, 2007 from the President of the Yorkton Business Improvement District requesting a proclamation was circulated for the consideration of Council.

Ms. Laurie Renton, Chairperson of the Yorkton Business Improvement District, Mr. Don Stein, Director of the Godfrey Dean Art Gallery and Mrs. Merle Sherwin, Renaissance Yorkton were present in Council Chambers to speak to this request.

A report dated June 11, 2007 from the Community Program Coordinator requesting a proclamation was circulated for the consideration of Council. 

Mr. Darren Spelay, Community Program Coordinator was present in Council Chambers to speak to this request.

Director of Finance – Staffing Request in Conjunction with 2007 Budget

A report dated June 13, 2007 from the Director of Finance along with a letter dated June 12, 2007 from the City of Melville regarding a staffing request in conjunction with the 2007 Budget were circulated for the consideration of Council.

Mayor Wyatt passed the Chair to Deputy Mayor Goulden at 5:48 p.m. and it reverted back at 5:50 p.m.

Director of Leisure Services – Yorkton Business Improvement District Payment Extension Request

A report dated June 15, 2007 from the Director of Leisure Services along with a letter dated June 7, 2007 from the Yorkton Business Improvement District regarding the deferring of the Yorkton Business Improvement District’s lighting project for 2007 were circulated for the consideration of Council.

Ms. Laurie Renton, Chairperson of the Yorkton Business Improvement District was present in Council Chambers to speak to this request.

Director of Planning and Engineering – Riverside Terrace Subdivision – Change in Council Policy to Permit Sale without Public Auction

A report dated June 15, 2007 from the Director of Planning and Engineering along with the proposed amendments to the Sale of Residential Lots Policy No. 10.180 were circulated for the consideration of Council.

GIVING NOTICE OF MOTION

Mayor Wyatt – Trade, Investment and Labour Mobility Agreement (TILMA)

A Notice of Motion dated June 6, 2007 from Mayor Wyatt along with a letter dated June 19, 2007 addressed to Mayor Donald J. Atchison regarding the Trade, Investment and Labour Mobility Agreement (TILMA) were circulated for the consideration of Council.

Mayor Wyatt passed the Chair to Deputy Mayor Goulden at 6:17 p.m. and it reverted back at 6:18 p.m.

That City Council endorse the draft letter on the Trade, Investment and Labour Mobility Agreement (TILMA) to be forwarded to the Provincial Standing Committee on the Economy via the City Mayors’ Caucus.

That City Council approve the financial participation of the City of Yorkton in the study of TILMA by the Cities up to $5,000 with the source of funding being the 2007 Operating Budget.

That the City of Yorkton endorse the motion respecting the Federation of Canadian Municipalities Big Mayors’ Caucus campaign to secure the equivalent of 1% of GST from the federal government as attached to Communication #85 being a report dated May 16, 2007.
