JULY 9, 2007

Minutes of a Regular Council Meeting held on Monday, July 9, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Pearen and Wilson.

Absent: Councillors Goulden and Maloney.

Staff Members Present: David Putz, Bonnie Schenher, Darcy McLeod and Roger Hunter. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen commented on the wonderful four days of the Yorkton Exhibition and thanked all the volunteers with the Kiddies Day Parade, and the 125 Exhibition Parade which was very successful. Special thanks to Council for participating in the float building as well as Administration and families assisting. Congratulations to all involved.

Councillor DeRyk advised of the Provincial Baseball Championship this past weekend with 21 teams taking part. It had a major impact on the City from a Recreation point of view, the use of the ball fields and lighting which was well used. Businesses in the City would have noticed the influx of visitors and he acknowledged the Mayor who organized this tournament with a number of other volunteers. It was a great job and acknowledged that Mayor Wyatt hit 2 home runs and then changed for the parade and then returned to play baseball. Well done.

Mayor Wyatt acknowledged 4 corporate partners who brought one of the most spectacular fireworks shows in this City since the centennial celebration. Thanks to Louis Dreyfus Canola Crushing Company, The Painted Hand Casino and SIGA, the City of Yorkton and the Yorkton Exhibition by doubling the fireworks budget this year. Those in attendance for the fireworks were very impressed and he thanked the four businesses for their support.

Yorkton Chamber of Commerce – Proclamation – Agriculture Days July 16th to 20th, 2007

A letter dated July 4th, 2007 from the Yorkton Chamber of Commerce regarding a proclamation for Agriculture Days in the City of Yorkton was circulated for the consideration of Council.

Ms. Donna Brothwell, Executive Director of the Yorkton Chamber of Commerce and Ms. Mandy Cmoc were present in Council Chambers. Ms. Cmoc spoke to their request.

A report dated June 29, 2007 from the Director of Leisure Services regarding a request for a road closure along with a letter dated June 26, 2007 from the Yorkton Short Film & Video Festival were circulated for the consideration of Council.

Canada Post Lease Renewal

A report dated June 29, 2007 from the Director of Leisure Services regarding the renewal of a lease with Canada Post was circulated for the consideration of Council.

Parks Shop Roof Repair

A report dated June 27, 2007 from the Director of Leisure Services regarding repairs to the Parks Shop Roof located at 263 Myrtle Avenue was circulated for the consideration of Council.

That Council approve an upset amount of $10,000.00 from within the Parks Shop Reserve account to complete the re-shingling of the Parks Shop Roof located at 263 Myrtle Avenue.

City Clerk – Approval of Expenses and Per Diem– Appointment of Janet Hill to the Assiniboine Watershed Stewardship Association Board of Directors (AWSA)

A report dated June 28, 2007 from the City Clerk/Acting Director of Human Resources regarding approval of expenses and per diem for Mrs. Janet Hill as per her appointment to the Assiniboine Watershed Stewardship Association Board of Directors (AWSA) was circulated for the consideration of Council.

That Janet Hill continue to represent the City of Yorkton on the Assiniboine Watershed Stewardship Association (AWSA) and that remuneration be set at a per diem of $110.00 per day or $55.00 per half-day for attendance at meetings and conducting business with respect to this Board, and that expenses directly related to the City appointment be paid at the rates paid in accordance with Policy No. 10.175.

Amendment to Procedure Bylaw No. 45/2003

A report dated June 28, 2007 from the City Clerk/Acting Director of Human Resources regarding an amendment to Procedure Bylaw No. 45/2003 was circulated for the consideration of Council.

That Administration be directed to amend Procedure Bylaw No. 45/2003 to require that any person representing a delegation or special interest group must provide a detailed written brief with their letter of submission. All other persons are requested to provide a written brief where possible, however, the letter must clearly set out the matter at issue and the request being made of Council. Further that Administration review the Committee Structure and report back to Council prior to the end of the year with any recommended changes to the structure and process of our Committees.

Mayor Wyatt passed the Chair to Deputy Mayor DeRyk at 5:25 p.m. and it reverted back at 5:26 p.m.

Director of Finance – Staffing Request in Conjunction with 2007 Budget

A report dated July 4th, 2007 from the Director of Finance regarding a staffing request for an Assistant Computer Services Technician in conjunction with the 2007 Budget was circulated for the consideration of Council. David Putz, City Manager spoke to this request.

2. Director of Leisure Services – Kinsmen Arena Board Advertising Agreement [27.10(e)(i)(iii)&(f)(v)]

That we accept Recommendation No. C00067-2007 as contained in the Committee of the Whole Council Meeting Minutes of July 9, 2007 that Administration be authorized to enter into an agreement with Yorkton Minor Hockey to provide an arena board advertising program at the Kinsmen Arena for a three-year term at no cost to the City of Yorkton. Further, that the City receive a minimum of 10% of the gross revenue generated by the program for any subsequent terms of the agreement.
