AUGUST 20, 2007

Minutes of a Regular Meeting of Council held on Monday, August 20, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Trent Mandzuk, Darren Spelay, Cindy Alcorn and Deborah Domshy. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda be approved as amended with the deletion of item No. 2 under Hearing of Petitions, Public Notices and Presentations.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden advised that the City had been busy with many events that organizations and groups had brought into the City and acknowledged the work done by the Threshermen’s Club for the Threshermen’s Show and Senior’s Festival. It was nominated and chosen a few years ago by the American Bus Association as one of the top 100 events in North America. It was a great long weekend in August and she thanked all the volunteers for that event and the many other events that happened in our City.

Councillor Wilson acknowledged the Chamber of Commerce for their being nominated as a finalist in the National Awards for the Chamber of Commerce for “Start your Business” package and thanked all the business supporters that assisted in developing the package. There were over 1,000 distributed throughout Canada and there has been a great deal of interest in the package. Congratulations. Best of luck on September 17th, 2007 to the Chamber when voting will be held at the National AGM for “The People’s Choice” Award.

Councillor Pearen reminded all that Yorkton is celebrating its 125th anniversary of settlement and advised of a Family Fun day for September 2nd, 2007 at the Gallagher Centre Flexi Hall. It starts off at 9:30 a.m. with Gospel Music and goes until 11:00 with 20 congregations in attendance. At 1:00 p.m. is the official opening and all are invited. As well there will be bands performing from 1:30 until about 8:00 p.m. Saskatchewan Express is the headline act. There is also swimming at the Gallagher Centre for $1.25, face painting, aboriginal dancers and tee pees, and cultural groups. The focus is on Yorkton and Yorkton participation. Some local talent will also be performing and this event is free. Thanks to the Yorkton 125 Committee, Mr. Spelay and to all businesses for their displays in their windows.

Mayor Chris Wyatt congratulated and thanked Mrs. Cindy Alcorn and staff for implementing the Biz Pal Program in the City of Yorkton. She has been chosen as a recipient for the Premier’s Award for Excellence in the public service.

Roger Hunter introduced Ms. Deborah Domshy as the new Planner 1 for the City of Yorkton.
Mayor Wyatt welcomed Ms. Domshy to the team and advised they are looking forward to working with her.

Big Brothers Big Sisters of Yorkton Inc. – Proclamation – Big Brothers Big Sisters Month – September 2007

A letter dated August 13, 2007 from Big Brothers Big Sisters of Yorkton Inc. requesting a proclamation was circulated for the consideration of Council.

Ms. Christine Ambrose was present in Council Chambers to speak to their request.

Health Foundation Charity Road Race – Street Closure

Letters dated March 16th and August 16th, 2007 from The Health Foundation of East Central Saskatchewan, Inc. requesting a street closure were circulated for the consideration of Council.

- Darlington Street West from Gladstone Avenue to Victoria Avenue

- York Road from Victoria Avenue to JC Beach west entrance
- Road around JC Beach
- Gladstone Avenue North from Duncan Street to York Road

Director of Public Works – Crescent Avenue Issues

A report dated July 25, 2007 from the Director of Public Works regarding Crescent Avenue issues was circulated for the consideration of Council.

That the City initiate discussions with the R.M. of Orkney on two topics, one that the R.M. of Orkney contribute to fund dust control on Crescent Avenue, and secondly to discuss the option of that subdivision (Pleasant Heights) being annexed into the City so that the City can provide a full range of services to that area.

Community Program Coordinator – Godfrey Dean Roof Top Unit Replacement

A report dated July 30, 2007 from the Director of Leisure Services regarding the Godfrey Dean Roof Top Unit Replacement was circulated for the consideration of Council. The Community Program Coordinator was present in Council Chambers to speak to this report.

That Council re-allocate $10,000.00 from within the Godfrey Dean Cultural Centre Capital Budget and further approve an upset amount of $3,000.00 from the Godfrey Dean Cultural Centre Capital Reserve account to fund the replacement of the Godfrey Dean Cultural centre roof top unit.

Naming of Civic Property and Development Areas Policy

A report dated July 31, 2007 from the Director of Leisure Services regarding Naming of Civic Property and Development Areas Policy No. 10.370 Section 3.2.10 was circulated for the consideration of Council. The Community Program Coordinator was present in Council Chambers to speak to this report.

That Council approve the recommended revision to Section 3.2.10 of the City of Yorkton Naming of Property and Development Areas Policy No. 10.370 stating that “An external party may become a title sponsor (namesake) of a future or existing municipally-owned or controlled facility, playing field, recreation facility or park, in recognition for its funds, goods and service support, as set out in Council Sponsorship Policy No. 10.380”.

A Notice of Motion dated August 16, 2007 from Mayor Chris Wyatt regarding renaming of Crescent Avenue to Sully Road was circulated for the consideration of Council.
