REGULAR COUNCIL MEETING MINUTES
SEPTEMBER 10, 2007
Minutes of a Regular Meeting of Council held on Monday, September 10, 2007 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Fran Brimacombe, Michael Buchholzer, Deborah Domshy, Dean Clark, Brian Nielsen, Shane Drosky and Darcy McLeod. Recording: Gloria Signarowski.
A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Arnelien - Wilson
That the Regular Council Agenda for this meeting be approved as presented.
DeRyk – Maloney
That Item No. 1, City Manager – REDA – Approval of Fee for Service Agreement, in the in-camera portion of the meeting be moved under Administrative Reports as Item No. 4.
Voting on Motion No. R00291– 2007 as amended.
Councillor DeRyk advised that on Friday, the Hon. Clay Serby, MLA for the Yorkton Constituency has announced his impending retirement from Provincial politics. He advised that he had been on Council about 20 years ago with Mr. Serby and worked with him on numerous occasions particularly one dealing with Rural Economic Initiatives throughout Saskatchewan. Mr. Serby has worked hard for Yorkton and Saskatchewan, and we wish him well in his retirement and on his road to recovery.
Councillor Goulden advised that the Yorkton Arts Council hosted the Sunflower Arts & Craft show and it was a great success. Thank you to the Arts Council and hope this event continues for many years.
Councillor Pearen advised that 2007 has been very exciting in Yorkton and we are coming to a close for many activities. Thank you to all the volunteers and organizations for the Family Fun Day on Sunday, September 2nd, that saw 20 congregations involved, and the various performers that entertained all day. It was a wonderful day. Mayor Wyatt thanked Councillor Pearen for chairing the 125 Committee.
Councillor Maloney advised that the Band Program has chocolates for sale to support band programs in the City. He asked all citizens to help them out.
Mayor Wyatt advised that he attended the launching of the charter for the Kinettes Club in Yorkton. The last Kinette Club was in 1997 and Kin Canada and some very energetic ladies in Yorkton have started a Kin/Kinette Club in Yorkton. There were 22 ladies who have put their name forward for this Club.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Fire Chief – Recognition of Award – Wayne Reinhardt – Army Military Fire Officer of the Year (verbal)
Fire Chief Dean Clark advised that the International Association of Fire Chief’s held a conference in Atlanta. Deputy Chief Wayne Reinhardt was sent there to receive the Army Military Fire Officer of the Year award for outstanding performance, initiatives and dedication to the Army Fire Service Program. Mr. Reinhardt spent 19 years in the Army for fire fighting, 2 years as an Air Assault Instructor and spent time in the Gulf War as a Fire Inspector. With the army, he has received an Associate Degree in Fire Science, Associate Degree in General Education and is working on a Fire Service Administration which is a Bachelor’s Degree. This is the second time he has won this award and that is unprecedented in the US Military. He won in 2005 and now in 2007. Fire Chief Clark recognized Mr. Reinhardt for his dedication to the U.S. Armed Forces, specifically in the Fire Service, and congratulated him on receiving the award.
Law Society of Saskatchewan – Proclamation – Law Society Centennial Week September 9th – 15th, 2007
A letter dated September 6, 2007 from Rosowsky & Campbell, Barristers and Solicitors in Kamsack regarding a proclamation was circulated for the consideration of Council.
Mr. Thomas Campbell was present in Council Chambers to speak to their request.
Goulden – Pearen
That the Council of the City of Yorkton receive and file the report from the Law Society.
Council previously proclaimed the week of September 9th to 15th, 2007 as “Law Society Centennial Week” in the City of Yorkton.
Solid Waste Management Committee – School Logo and Mascot Contest
A letter dated August 24, 2007 from the Chair of the Solid Waste Management Committee along with a poster for a school logo and mascot contest were circulated for the consideration of Council.
Mr. Greg Ottenbreit, Vice-Chair and Ms. Donna Brothwell, Committee Member, were present in Council Chambers and Mr. Ottenbreit spoke to their request.
Arnelien – Wilson
That the Council of the City of Yorkton endorse the School Logo and Mascot contest as presented by the Solid Waste Management Committee to Reuse, Recycle, Reduce and Rethink.
REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED
Mayor Wyatt – Appointment to the Protective Services Commission
A memorandum dated August 29, 2007 from Mayor Wyatt along with a letter received from Mr. Chuck Orem dated August 23, 2007 were circulated for the consideration of Council.
Wilson – Maloney
That the Council of the City of Yorkton authorize Mayor Chris Wyatt to appoint Mr. Chuck Orem to the Protective Services Commission for the remainder of 2007.
City Clerk – City Hall Closure – December 24th and 31st, 2007
A report dated August 30, 2007 from the City Clerk/Acting Director of Human Resources regarding Christmas Holidays was circulated for the consideration of Council.
Goulden – Pearen
That City Hall be closed to the public on December 24th and 31st, 2007, and further that staff who would like to take these days off, be required to utilize a day of vacation time or lieu time, and those that choose not to take time off would be allowed to attend work.
Director of Leisure Services – Downtown Park Naming Request
A report dated August 30, 2007 from the Director of Leisure Services was circulated for the consideration of Council.
Arnelien – Wilson
That the offer of title sponsorship in the amount of $50,000.00 be approved to retain the name of the new downtown park pending the establishment of a mutually acceptable name.
The Chair was passed to Deputy Mayor Maloney at 5:24 p.m. and it revered back at 5:25 p.m.

Manager of Engineering – Landfill Operations Contract – Hartmier Contracting Incorporated.
A report dated September 5, 2007 from the Manager of Engineering along with a draft contract for the Landfill Operations were circulated for the consideration of Council.
DeRyk – Goulden
That Council authorize the proper signing officers of the City of Yorkton to execute a seven (7) year agreement as presented with Hartmier Contracting Incorporated for the Landfill Operations for a price of $161,542.13 plus G.S.T. per year. A 3% inflation rate will be added for each of the remaining six (6) years. This agreement also provides for a fuel adjustment clause.
City Manager – REDA – Fee for Service Agreement
A report dated September 7, 2007 from the City Manager along with a draft agreement with Good Spirit REDA were circulated for the consideration of Council.
DeRyk – Goulden
That Council authorize the proper signing officers of the City of Yorkton to execute the Fee for Service Agreement in the amount of $90,000.00 annually, with Good Spirit REDA as presented.
Pearen – Wilson
That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:41 p.m.

That we rise and report from the Committee of the Whole Council Meeting at 6:16 p.m.
