SEPTEMBER 24, 2007

Minutes of a Regular Meeting of Council held on Monday, September 24, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Maloney, Pearen, and Wilson.

Absent: Councillor Randy Goulden.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Brian Dudar, Max Zasada, Cindy Alcorn, Dean Clark, Deborah Domshy and S/Sgt. McGeough. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson congratulated the Yorkton Chamber of Commerce for placing 3rd out of 300 Chambers across Canada, and 1st for the people’s choice award for their “Start your Business Package”. There were close to 60 Chamber Offices from Ontario and Yorkton was the only one from Western Canada.
Councillor Pearen advised that the Yorkton 125 celebrations continue this Friday, September 28th, 2007 at the Holy Trinity Anglican Church. They are sponsoring a “Veteran’s Dance” with a big band at 8:00 p.m. It is the 60th Anniversary of their parish and the dance will be a reflection of the WW2 involvement and training that happened 60 years ago.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Sunrise Health Region – Proclamation – Breastfeeding Week – October 1st to 7th, 2007

A letter dated September 12, 2007 from the Sunrise Health Region regarding a proclamation was circulated for the consideration of Council. Ms. Louise Belanger and Ms. Donna Milbrandt were present in Council Chambers and Ms. Milbrandt spoke to their request.

That the Council of the City of Yorkton authorize Mayor Chris Wyatt to proclaim the week of October 1st to 7th, 2007 as “Breastfeeding Week” in the City of Yorkton.

Murray Stromberg – Seventh Avenue South Drainage Issues

A fax dated September 20, 2007 along with a list of petitioners from Seventh Avenue South regarding drainage issues on their street was circulated for the consideration of Council. Mr. Murray Stromberg a representative of the businesses, was present in Council Chambers to speak on their behalf.

Mayor Wyatt passed the Chair to Deputy Mayor Maloney at 5:24 p.m. and it reverted back at 5:26 p.m.

That Council direct Administration to prepare a total cost analysis for the project (Seventh Avenue South drainage issues) and then to present options for cost-sharing (local improvement) to the property owners, for their agreement in paying shared costs before proceeding.

Engineering Assistant I – Fire Hall Consultant Selection

A report dated September 24, 2007 from the Engineering Assistant I regarding the new Fire Hall and Training Grounds Design Consultant Proposal Results was circulated for the consideration of Council.

That the Contract for Design and Construction Services for the New Fire Hall and Training Grounds be awarded to Stantec Architecture Ltd., without pursuing official LEED certification, for an amount not to exceed $398,000.00.

Traffic Light Timing – Downtown Corridor

A report dated September 19, 2007 from the Engineering Assistant I regarding Traffic Light Timings on Broadway Street from Myrtle Avenue to Fourth Avenue, was circulated for the consideration of Council.

Director of Leisure Services - Rededication of Peace Park

A report dated September 12, 2007 from the Director of Leisure Services regarding the rededication of Peace Park at the Ravine Ecological Preserve as part of the Peace Park Across Canada Project was circulated for the consideration of Council. The Parks & Arena Manager was present in Council Chambers to answer any questions.

Municipal Rural Infrastructure Fund (MRIF) Grant Program

A report dated September 20, 2007 from the Director of Leisure Services regarding a Municipal Rural Infrastructure Fund Grant Application was circulated for the consideration of Council. The Parks & Arena Manager was present in Council Chambers to answer any questions.

That the application to the Canada Saskatchewan Municipal Rural Infrastructure Fund for Kinsmen Arena improvements in the amount of $287,207.03, committing the City of Yorkton to 50% of the total cost, be approved.

Director of Planning and Engineering – Renaming of Crescent Avenue to Sully Road

A report dated September 30, 2007 from the Director of Planning and Engineering regarding renaming of Crescent Avenue was circulated for the consideration of Council. The Manager of Building Services was present in Council Chambers to speak to this report.

That the Planning & Engineering Department be directed to proceed with public consultation and preparation of a street naming bylaw to change the street name of “Crescent Avenue” to “Sully Avenue”.

Director of Finance – 2006 Public Accounts

A report dated September 4, 2007 from the Director of Finance regarding the 2006 Public Accounts was circulated for the consideration of Council.

City Clerk/Acting Director of Human Resources – SUMA Meritorious Service Award

A report dated September 20, 2007 from the City Clerk/Acting Director of Human Resources regarding recognition of employees for the SUMA Meritorious Service Award was circulated for the consideration of Council.

City Manager – Agreement - Yorkton Agricultural and Industrial Exhibition Association Limited

A report dated September 20, 2007 from the City Manager along with a revised agreement with the Yorkton Agricultural and Industrial Exhibition Association Limited were circulated for the consideration of Council.

That we accept Recommendation No. C00079-2007 as contained in the Committee of the Whole Council Meeting Minutes of September 24, 2007 that the Enterprise Zone Incentive Program Policy No. 10.430 be amended under the eligibility requirements for the Brownfield Remediation Incentive Program, to include any property that Council designates by resolution as a Brownfield site.
