OCTOBER 15, 2007
Minutes of a Regular Meeting of Council held on Monday, October 15, 2007 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney and Pearen.
Absent: Councillor James Wilson.
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Michael Buchholzer, Darcy McLeod, Dean Clark, Wayne Reinhardt, and Cindy Alcorn. Recording: Gloria Signarowski.
A quorum being present Mayor Chris Wyatt in the Chair called the Meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
Pearen – DeRyk
That the Regular Council Agenda and Committee of the Whole Council Agenda be approved as presented.
Arnelien – Maloney
That the Committee of the Whole Council Agenda be amended by adding a property matter to the in-camera portion.

APPROVAL OF MINUTES
Regular Council Meeting Minutes – September 24, 2007

That the Regular Council Meeting Minutes of September 24, 2007 be approved as presented.
Committee of the Whole Council Meeting Minutes – September 24, 2007

That the Committee of the Whole Council Meeting Minutes of September 24, 2007 be received and filed as presented.
HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
The Block Parent Program - Proclamation - National Block Parent Week - October 21st to 27th, 2007.
A letter dated October 10, 2007 from the co-ordinators of the Block Parent Program regarding a proclamation and a request to forgo the cost of the police clearance for volunteers was circulated for the consideration of Council.
Ms. Shelli Schwartz and Ms. Pearl Irvine were present in Council Chambers to speak to their request.
Maloney – Pearen
That Council authorize Mayor Wyatt to proclaim the week of October 21 to 27, 2007 as “National Block Parent Week” in the City of Yorkton and to raise their flag on Monday, October 22, 2007 at 10:00 a.m. at City Hall Park.
Waiver of RCMP Security Clearance Fees – Policy No. 10.150
DeRyk - Arnelien
That the City of Yorkton provide a grant to the Block Parent Program equal to the amount of the fees for the RCMP clearances for the next year.
The Chair was passed to the Deputy Mayor at 5:08 p.m. and it reverted back at 5:09 p.m.
Director of Environmental Services – Letter of Support for Assiniboine Watershed Stewardship Association Grant Application
A report dated October 9, 2007 from the Director of Environmental Services regarding a letter of support for the Assiniboine Watershed Stewardship Association Grant Application was circulated for the consideration of Council.
Maloney – Goulden
That a letter of support from Mayor Wyatt, on behalf of the City of Yorkton for the Ecoaction application grant, be sent to the Assiniboine Watershed Stewardship Association.
City Clerk/Acting Director of Human Resources – 2008 Council Meeting Dates
A report dated October 5, 2007 from the City Clerk/Acting Director of Human Resources regarding the 2008 Council Meeting Calendar was circulated for the consideration of Council.

That the following dates be scheduled for the 2008 Regular and Committee of the Whole Council Meetings as provided for in Section 4.1 of Procedure Bylaw No. 45/2003 commencing at 5:00 p.m. in Council Chambers:
January 7 and 21 July 7
February 11 August 18
March 3, 17 and 31 September 8 and 22
April 14 and 28 October 6 and 20
May 12 and 26 November 17
June 16 December 1 and 15

That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:12 p.m.

That we rise and report from the Committee of the Whole Council Meeting at 6:15 p.m.
Personnel Matters Kinsmen Arena (verbal) [27.10(e)(i)(ii)(iii)(iv)(v)&(f)(iv)]

That we accept Recommendation No. C00083-2007 as contained in the Committee of the Whole Council Meeting Minutes of October 15, 2007 that Administration be authorized to combine the Kinsmen Arena with Parks, and that that they will monitor the costs and should the savings not be realized, then Administration will re-examine it and potentially look at moving it over to fall under the structure of the Gallagher Centre.
Property Matter – 210 Ball Road

That we accept Recommendation No. C00086-2007 as contained in the Committee of the Whole Council Meeting Minutes of October 15, 2007 that Ottenbreit Sanitation Services (2002) Ltd. and the City of Yorkton enter into an agreement where Ottenbreit Sanitation Services (2002) Ltd. pay $1.00 for 210 Ball Road plus $27,045.00 in local improvement levies per Policy 10.280 for voluntarily relocating an existing non-conforming business from the C-1 Downtown Commercial Zone to an MI-1 Light Industrial Zone. Further that, Ottenbreit Sanitation Services (2002) Ltd. will enter into an agreement with the City of Yorkton that any subsequent use of 31 Foster Street will comply with the City’s Zoning Bylaw.
