OCTOBER 29, 2007

Minutes of a Regular Meeting of Council held on Monday, October 29, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Maloney, Pearen and Wilson.

Absent: Councillor Randy Goulden.

Staff Members Present: David Putz, Bonnie Schenher, Darcy McLeod, Don Kunkel and Dean Clark. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

Royal Canadian Legion – Proclamation – Veteran’s Week November 3rd – 11th, 2007

A letter dated September 28, 2007 from The Royal Canadian Legion regarding a proclamation was circulated for the consideration of Council.

Ms. Linda McCulough, Poppy Chairman, Comrade President Ed St. Pierre, and Mr. Peter Wyatt, Sergeant at Arms were present in Council Chambers. Ms. McCulough spoke to their request.

Diabetes Awareness Month – Proclamation – November 2007

A letter dated October 19, 2007 from the Yorkton Diabetes Association was circulated for the consideration of Council.

Mr. Mel Cheavins, Chairman of the Yorkton Diabetes Association was present in Council Chambers to speak to their request.

Harvest Showdown Week – Proclamation – November 5th to 10th, 2007

A letter from the Yorkton Exhibition Association dated October 16, 2007 requesting a proclamation was circulated for the consideration of Council.

Mr. Sheldon Nicholson, President of the Yorkton Exhibition Association was present in Council Chambers and spoke to their request.

Protective Services Commission – Approval of SGI Grant Application

A memorandum dated October 26, 2007 from the Protective Services Commission along with pertinent background information regarding a grant application were circulated for the consideration of Council.

Mr. Gene Bialobzyski, Chairperson and Mr. Dennis Nelson, of the Yorkton Protective Services Commission were present in Council Chambers to speak to their request.

That Council approve the Protective Services Commission submitting an application to SGI for funding to promote the placement of Automated External Defibrillators within businesses and buildings within the community with the funding to be designated for the initial training of personnel on site in the care and use of these defibrillators.

Saskatchewan Abilities Council – Provision of Special Needs Transportation

A letter dated October 24, 2007 from the Saskatchewan Abilities Council regarding provision of special needs transportation services was circulated for the consideration of Council.

Mr. John Denysek, Regional Director, Yorkton Branch of the Saskatchewan Abilities Council was present in Council Chambers to speak to their request.

Mayor Chris Wyatt passed the Chair to Deputy Mayor Maloney at 5:23 p.m. and it reverted back at 5:24 p.m.

That direction be given to Administration to prepare a resolution to be presented to SUMA to lobby the Department of Government Relations for an increase in the Municipal Transit Assistance for People with Disabilities Program Grant.

A letter dated October 18, 2007 from the Association of Professional Community Planners of Saskatchewan regarding a proclamation was circulated for the consideration of Council.

A report dated October 24, 2007 from the Director of Finance regarding tax enforcement proceedings was circulated for the consideration of Council.

That we accept Recommendation No. C00091-2007 as contained in the Committee of the Whole Council Meeting Minutes of October 29, 2007 that the Fire Department will operate as a defensive Fire Department based on a combination of paid Fire Fighters and Auxiliary Fire Fighters, and further that Administration be directed to begin the process of recruiting and training Auxiliaries with a budget of $117,000 for 2008.
