REGULAR COUNCIL MEETING MINUTES
NOVEMBER 19, 2007

Minutes of a Regular Meeting of Council held on Monday, November 19, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Don Kunkel, Dean Clark, Darcy McLeod and Tricia Strutynski. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen commented on how clean the Gallagher Centre was from hosting the rodeo the night before, to the Remembrance Day Service the next day at the Gallagher Centre. Thank you to Don Kunkel and his staff.

The City Manager introduced the new Director of Human Resources, Tricia Strutynski. She grew up in Yorkton and after completing University where she obtained her B. Comm. with a double major in Human Resources and Health Care Administration; she joined the Heartland Health Region where she worked for seven years in the Human Resources Department. He welcomed Tricia to Yorkton. Mayor Wyatt welcomed Tricia as well.

Mayor Wyatt congratulated the Riders who are in the Grey Cup November 25th, 2007 in Toronto and that he will be participating in the event. He advised that he will be unable to attend the Santa Claus parade and that Deputy Mayor Pearen will be attending on his behalf.

Mayor Wyatt congratulated the new MLA, Mr. Greg Ottenbreit of the Saskatchewan Party. He felt that he would provide Yorkton with a continued excellent relationship between the Province and the City. He also congratulated Randy Goulden who put her name forward and ran in the election. He commented that it takes a lot of courage to put your name forward and congratulated both candidates and looks forward to working with Mr. Ottenbreit.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Women In Need Inc. – Proclamation – Battered Women’s Awareness Week – December 2nd to 8th, 2007

A letter dated November 6, 2007 from Yorkton Women In Need requesting a proclamation was circulated for the consideration of Council.

Michelle Goulden, Outreach Worker at Shelwin House, along with Montana Friskie, a student representative of Yorkdale Central and Dr. Brass schools Grade 7 Violence Awareness Project with Shelwin House, were in Council Chambers and both spoke to their request.

Our House Program – Saskatchewan Addictions Awareness Week

A letter dated November 19th, 2007 from the Saskatchewan Addictions Services regarding a proclamation was circulated for the consideration of Council.

Mr. Will Woods and Ms. Donna Brothwell were present in Council Chambers and Mr. Will Woods spoke to their request.

That Council authorize Mayor Chris Wyatt to proclaim the week of November 18th to 24th, 2007 as “Addiction Awareness Week” in the City of Yorkton.

A letter received November 15th, 2007 from Jim and Marcella Davis regarding a new program to the Parkland Region called “Our House” was circulated for the consideration of Council.

Mr. and Mrs. Davis were present in Council Chambers to make a presentation regarding this program.

Mr. Davis will provide more information to Council at a later date regarding the book “Sanity 365” that they sell as a fundraiser.

Director of Leisure Services – Amendments to the Urban Forestry Bylaw

A report dated November 13, 2007 from the Director of Leisure Services regarding proposed amendments to the Urban Forestry Bylaw was circulated for the consideration of Council.

Fire Chief – Fire Truck Purchase

A report dated November 16, 2007 from the Fire Chief regarding the purchase of a fire truck was circulated for the consideration of Council.

Mayor Wyatt passed the Chair to Deputy Mayor Pearen at 6:18 p.m. and it reverted back at 6:18 p.m.

Director of Finance – Mobile Home Park

A report dated November 14, 2007 from the Director of Finance regarding rental fees at the Mobile Home Park was circulated for the consideration of Council.

That, given that the current structure is the most efficient way to manage the City’s Mobile Home Park, leave operations as is, but set up a rate schedule to implement fees based on the average market in the Province. Both Pad and lot rental rates to be increased by $25/month commencing in 2008 for 2008 and 2009. Thereafter increases would be based on the average of other mobile home parks in the Province.

Jan. 1, 2009 - $120/month
Jan. 1, 2010 - based on updated average.

Appointment of Auditors

That we accept Recommendation No. C00095-2007 as contained in the Committee of the Whole Council Meeting Minutes of November 19th, 2007 that Administration be directed to proceed with the establishment of a wholly owned corporation for the purposes of operating the Yorkton Municipal Airport using the attached documentation as a guide; and further that a report be brought back to Council for approval prior to proceeding with the incorporation.
