DECEMBER 3, 2007

Minutes of a Regular Meeting of Council held on Monday, December 3, 2007 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod and Tricia Strutynski. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular and Committee of the Whole Council Meeting Agendas be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden commented that at the last meeting of Council National Battered Women’s Awareness week was proclaimed, and last night a candlelight vigil was held starting at City Hall and going to the Godfrey Dean Cultural Centre. She extended appreciation to the Yorkton Women in Need and Shelwin House for bringing awareness and also to the event happening at Yorkdale School tomorrow. All Members of Council were wearing a white ribbon to symbolize that we are all aware of and do not condone violence or abuse.

Councillor Pearen spoke about the recent Santa Claus parade in Yorkton with the weather cooperating and large crowds. He thanked the volunteer group lead by Penny Sandercock and Kathy Hilworth. He congratulated the organizers and all those who participated and did a fine job.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Public Notice – Bylaw No. 16/2007 – Amend Zoning Bylaw No. 14/2003 – Contract Zoning Broadway Street West

There were no petitioners present in Council Chambers to speak in favour of or against Bylaw No. 16/2007 to amend Zoning Bylaw No. 14/2003 – Contract Zoning Broadway Street West.

Public Notice – Bylaw No. 17/2007 – Amend Zoning Bylaw No. 14/2003 – Zoning Development Standards Broadway Street West

There was one person present in Council Chambers, Mr. Ron Chrabaszcz, to speak to Bylaw No. 17/2007 – Amend Zoning Bylaw No. 14/2003 – Zoning Development Standards Broadway Street West. Mr. Chrabaszcz advised Council of his concerns on the timing of the notice of the change of zoning on Broadway Street West, the information he felt was not clear and asked for clarification on what was actually happening on Broadway Street West.

Councillor Goulden declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:42 p.m.

City Manager – Yorkton Short Film & Video Festival [27.10(f)(v)&(g)]

That we accept Recommendation No. C00100-2007 as contained in the Committee of the Whole Council Meeting Minutes of December 3, 2007 that we forgive the rent of $300.00 per month at the Godfrey Dean Cultural Centre for the Yorkton Short Film & Video Festival for a one-year period and review on an annual basis.
Carried.***

Councillor Goulden returned to Council Chambers at 5:42 p.m.

Personnel Matter – City Manager Review

That we accept Recommendation No. C00101-2007 as contained in the Committee of the Whole Council Meeting Minutes of December 3, 2007 that we recommend to Council that the City Manager’s annual vacation entitlement be increased by one week (5 working days) retroactive to January 1, 2007;
Further that effective 2007, the City will reimburse the City Manager for Annual Professional Fees paid to the Certified General Accountants Association;
Further that effective January 1, 2008, the City Manager’s salary shall be increased three (3%) percent per annum.
