REGULAR COUNCIL MEETING MINUTES
January 21, 2008

Minutes of a Regular Council Meeting held on Monday, January 21, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors DeRyk, Maloney, Pearen and Wilson.

Absent: Councillors Arnelien and Goulden.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, and Darcy McLeod. Recording: Gloria Signarowski.

A quorum being present Mayor Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular and Committee of Council Agendas be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk advised that the Yorkton Terriers hosted the SJHL All Star weekend at the Gallagher Centre this last weekend. On Friday night they played Melville, Saturday was the Alumni Game followed by a great banquet with four Roughriders in attendance, along with the Grey Cup and Darryl Sittler and the Hanson Brothers. There were 620 people in attendance at the banquet. The skills competition and All Star game was held on Sunday afternoon. A great opportunity for the Terriers and the Gallagher Centre to show off the facility and they did a great job and should be acknowledged and congratulated.

Mayor Wyatt congratulated the Terrier Organization as well as the volunteers in the City of Yorkton that really make our City proud. Our slogan “Where Good Things Happen” is because of people who volunteer their time.

Councillor Pearen advised that the Yorkton Community Theatre is hosting “I Love a Piano”. This is their 8th musical production and it’s an exciting time which has involved hundreds of hours of volunteerism lead by Gloria Herauf and her troop and we wish them all the best. Congratulations on a job well done to all the volunteers.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

A letter dated January 2, 2008 from the Psychological Society of Saskatchewan was circulated for the consideration of Council.

Mr. Rik Cherland was present in Council Chambers to speak to their request.

That Council authorize Mayor Chris Wyatt to proclaim the month of February as “Psychology Month” in the City of Yorkton.
Carried.***

S/Sgt. Joe McGeough arrived in Council Chambers at 5:11 p.m.

Health Foundation Presentation

A report dated January 17, 2008 outlining the history and overview of The Health Foundation of East Central Saskatchewan, Inc. was circulated for the consideration of Council.

Mr. Ross Fisher and Mr. Evan Ortynsky were present in Council Chambers and Mr. Fisher spoke to their presentation.  Discussion was held on this matter.

Mayor Wyatt passed the Chair to Deputy Mayor Pearen at 5:19 and it reverted back at 5:22 p.m.

ADMINISTRATIVE REPORTS

City Clerk – SPCA Contract Renewal

A report dated January 11, 2008 from the City Clerk regarding the SPCA Contract renewal along with pertinent background information were circulated for the consideration of Council.

Mayor Wyatt passed the Chair to Deputy Mayor Pearen at 5:29 p.m. and it reverted back at 5:30 p.m.

That an amendment to Bylaw No. 3/2003 be prepared for consideration by Council, to allow for increases to boarding fees as required by the SPCA to recover their costs and to prepare a Letter of Understanding that provides for an alternate method of after hours “emergency” contact.

Director of Leisure Services - 2008 Pest Control Officer, Weed Inspector and SERM Municipal Inspector Appointments

A report dated January 17, 2008 from the Director of Leisure Services regarding appointments for a Pest Control Officer, Weed Inspector, and SERM Municipal Inspector were circulated for the consideration of Council.

That Council authorize the appointment of Brian Dudar, Parks and Arena Manager as the SERM Municipal Inspector under the Forest Resources Management Act, Weed Inspector under the Noxious Weeds Act, 1984 and the Pest Control Officer under the Pest Control Act, be approved for 2008.

City Manager – Policy No. 10.181 – Sale of Residential Lots

A report dated January 18, 2008 from the City Manager regarding an amendment to the Sale of Residential Lots Policy No. 10.181, along with pertinent background information was circulated for the consideration of Council.
