APRIL 14, 2008

Minutes of a Regular Meeting of Council held on Monday, April 14, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Buchholzer, Don Kunkel, Dean Clark, Harry Kerr and Glenda Holmes. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney advised that the “Bell Walk” for Kids Help Phone is coming up May 4th, 2008. The Yorkton Regional High School is hosting it this year. A great kick off donation from the Flaman Foundation represented by Tyson Becker, provided $5,000 at the breakfast meeting recently. They are looking to raise $10,000.00 to $12,000.00 again this year for the Kids Help Phone, a very worthy project.

Councillor Pearen commented on the music festival season. There are hundreds of performers in piano, voice, choirs, instrumentals and band and he wished them all well. He thanked all the volunteers, parents and instructors and students for all their hard work.

Councillor Arnelien congratulated the Yorkton Lions Club and Yorkton Exhibition on a very successful and sold out “Spring Expo” that was held at the Gallagher Centre this past weekend. Good job to all involved.

Director of Environmental Services – Residential Spring Clean Up Week Campaign

A report dated April 7, 2008 from the Director of Environmental Services regarding residential Spring Clean Up Week was circulated for the consideration of Council.

That the week of May 5th to 10th, 2008 be declared as “Spring Clean Up Week” in the City of Yorkton with landfill entrance fees at the Sanitary Landfill to be waived for City of Yorkton residents hauling in their own refuse by car, half-ton truck or utility trailer.

Household Hazardous Waste Day

A report dated April 7, 2008 from the Director of Environmental Services regarding Household Hazardous Waste Day in the City of Yorkton was circulated for the consideration of Council.

That Administration be authorized to enter into an agreement with Product Care for the purpose of conducting the Household Hazardous Waste Day on April 26, 2008 at 144 Ball Road (Sask. Abilities Centre) between the hours of 9:00 a.m. and 3:00 p.m.

Community Initiatives Water Conservation Program

A report dated April 7, 2008 from the Director of Environmental Services regarding a Community Initiatives Water Conservation Program was circulated for the consideration of Council.

That the funding agreement with the Saskatchewan Water Shed Authority be approved, including the City’s contribution of $32,850.00 dollars of in-kind services and participate in the four initiatives consisting of a green space development, water conservation information, data collection and a xeriscaping seminar.

Saskatchewan Waste Reduction Council, Composting Program

A report dated April 1, 2008 from the Director of Environmental Services regarding Saskatchewan Waste Reduction Council, Composting Program was circulated for the consideration of Council.

That Council support the Solid Waste Management Committee and their mandate of achieving zero waste to the landfill by 2026 by endorsing the large scale composting pilot program, the composting demonstration plot, the promotion of backyard composting and the field day programs in conjunction with the Saskatchewan Waste Reduction Council.

Director of Finance – Yorkton Exhibition Association – Loan Request

A report dated April 2, 2008 from the Director of Finance regarding a loan to the Yorkton Exhibition was circulated for the consideration of Council.

That the City provide water and sewer services to the Yorkton Exhibition Association’s multi-use building at an estimated cost of $42,000 to be paid from Gallagher Centre Reserves.
Further; that an interest free loan agreement for $90,000 for the Yorkton Exhibition Association to be repaid over 2 years from the proceeds of the SLGA grant be approved.
Further, that a 10-year interest free loan agreement up to $110,000 with the Yorkton Exhibition Association be approved with repayment to commence in 2009.

Tax Policy 2008

A report dated April 7, 2008 from the Director of Finance regarding the 2008 Tax policy was circulated for the consideration of Council.

That Administration bring forward Mill Rate Bylaws as indicated in the memorandum attached dated April 7, 2008 from the Director of Finance for all classes of property noting the residential base tax of $635 per property and the capital works base tax of $75 on all properties.
Councillors Arnelien, DeRyk and Goulden opposed.

Note: Mayor Chris Wyatt advised the public that on April 21st, 2008, Council along with all Departments, will be holding an Open House at the Gallagher Centre from 1:00 p.m. to 7:00 p.m. to discuss the budget.

Property Matter – Lease 10 acres of land

That we accept Recommendation No. C00019-2008 as contained in the Committee of the Whole Council Meeting of April 14, 2008 that Administration be authorized to lease the 10 acres of the NW ¼ 31-25-3-W2nd of land at current market rates for a period of five years with the first right to purchase. If the lease is to be renewed or extended it must come back to Council for approval.
