APRIL 28, 2008

Minutes of a Regular Meeting of Council held on Monday, April 28, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod and Tricia Strutynski. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda and Committee of the Whole Council Agenda be approved as presented.

That one item be added under Hearing of Petitions, Public Notices and Presentations being a public notice for the sale of land in the M1 –Light Industrial area of the City and one property matter to be added to the in-camera portion of the Committee of the Whole Council Agenda.

Voting on the motion as amended.

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney advised residents of the “Bell Walk” for Kids Help Phone to be held this Sunday at 1:00 p.m. at the Regional High School. It is a good fundraiser for the Kids Help Phone. Call the Regional High School or Sacred Heart High School if you want to get involved.

Councillor Goulden commented that she has been advised by MISA which is the Municipal Information Systems Association for the Western Provinces. They have recognized our I.T. staff in Yorkton for the excellent work they do on an ongoing basis plus for hosting the last Inter-Provincial Conference. Hats off to Kelly and Sheldon for the great work they do, not only for the City but also for the four western provinces.

Sunday we bid farewell to Mayors and Councillors, Reeves and Administrators from the Yellowhead Highway Association. They advised that the City of Yorkton was a great host. All residents and businesses welcomed them and thanks to the speakers. She also thanked Council and the Administration staff that helped for the good work.

Mayor Chris Wyatt commented on the Tourism Awards of Excellence which were held in Saskatoon on Monday, April 21st and Yorkton did very well. Crops of the Parkland Walking Tour, the Cornerstone Credit Union, and the Kahkewistahaw Gas and Convenience Store. Councillor DeRyk won the Chairperson Lifetime Achievement Award. Congratulations to Councillor DeRyk.  Also he acknowledged the Yellowhead Highway Conference that was held in the City and he gave his gratitude to the assistance from staff, Gloria Signarowski, Lonnie Kaal and Kelly Kaban. He also thanked City Council for their assistance. He received lots of compliments and also the Yellowhead Highway Commission passed a motion that we would like to see the Yellowhead twinned from the City of Saskatoon to the City of Yorkton.

Proclamation – North American Occupational Health & Safety –NAOSH Week May 4th to 10th, 2008
A letter dated April 4, 2008 from the Parkland Regional College regarding a proclamation was circulated for the consideration of Council.

Mr. Darrell Landels was present in Council Chambers to speak to their request.

A letter dated April 15, 2008 from the Corps of Commissionaires regarding a proclamation was circulated for the consideration of Council.

Bylaw No. 9/2008 – Amend Zoning Bylaw No. 14/2003 – Accessory Building Size – 338 Fourth Avenue North

That we accept Recommendation No. C00022-2008 as contained in the Committee of the Whole Council Meeting Minutes of April 28, 2008 that 50 Palliser Way be sold to NET Investments Ltd. for $43,225 plus GST recognizing the variance from Council policy to sell land at market value and;
Further, that the sale of Lots 75 and 81 Palliser Way to Atlantis Holdings Ltd. for $146,300 plus applicable taxes be completed.

That we accept Recommendation No. C00023-2008 as contained in the Committee of the Whole Council Meeting Minutes of April 28, 2008 that Administration be authorized to execute the agreements for sale for the property legally known as Lots 4, 5, E & J, Block 22 and 23, Plan 00Y08164 and Lot B, Block 22, Plan 00Y08164 and to set the price of the land in the M1-Light Industrial Area of the City at $35,000 per acre until such time as the market evaluation is completed and new rates are presented and adopted by Council.
