AUGUST 18, 2008

Minutes of a Regular Council Meeting held on Monday, August 18, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Fran Brimacombe, Trent Mandzuk, Darcy McLeod, Tricia Strutynski and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen thanked the Renaissance Committee of Merle Sherwin and committee of volunteers who have worked very hard and we are now seeing the mural developing in the Downtown Park. The Yorkton Business Improvement District (YBID) Committee was also thanked for their activities in the park on Wednesdays.

Councillor Wilson advised that the Yorkton Terriers Annual Golf Tournament took place and he thanked the Terriers, the Board, Management, and volunteers who organized the tournament with 148 golfers on hand. It was perfect weather, a perfect game and hopefully a perfect season coming up with the Terriers. Mayor Wyatt and Councillors Goulden, Maloney and himself participated.

Councillor Goulden acknowledged the Paper Bag Players for utilizing one of the parks. To the President of the Paper Bag Players Pam Malayney and to the Director of “Shakespeare in the Park” Katherine Springford, she offered congratulations to all the actors and everyone who supported the event. She also attended “Shakespeare on the Saskatchewan” in Saskatoon and it is recognized as one of the best Shakespeare plays in Western Canada and comparing the two, Yorkton and “Shakespeare in the Park” was comparable to what she saw as professional actors in Saskatoon. She thanked the Paper Bag Players, the staff of the Leisure Services Department in preparing Rodney Ridge for this play. It was a great natural theatre for the performance and looks forward to another play next year from the Paper Bag Players.

Councillor DeRyk advised that the Terriers held their season ticket blitz on Friday and are continuing to sell season tickets. So the hockey season is getting close and he is hoping they still play a long time in summer weather. He wished the team well with all the changes, Coach Zawatski, the staff, the players and the new executive, in the new season. He’s looking forward to watching them this season.

Director of Finance – Future Public Accounts Documents

A report dated July 25, 2008 from the Director of Finance regarding future Public Accounts documents was circulated for the consideration of Council.
It was the direction of Council to refer this item back to Administration to continue correspondence with the Government Finance Officers Association (GFOA) advising that Council did not pass a resolution as they would like to see more definitive terms for reporting than proposed to ensure the transparency and accountability that Council wishes to provide to the Public.

Manager of Engineering – Fire Hall Demolition Tender

A report dated August 8, 2008 from the Manager of Engineering regarding the tenders for the Fire Hall demolition was circulated for the consideration of Council.

A report dated August 5, 2008 from the Director of Public Works regarding the tender for the supply of Granular Material was circulated for the consideration of Council.

A report dated August 14, 2008 from the Planner regarding a proposed subdivision at 158 Manitoba Avenue (Lot 4, Block 71, Plan 01Y10343) was circulated for the consideration of Council.
