SEPTEMBER 22, 2008

Minutes of a Regular Meeting of Council held on Monday, September 22, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: Darcy McLeod, Bonnie Schenher, Roger Hunter, Michael Buchholzer, Michael Eger, Trent Mandzuk, Tricia Strutynski and Kevin Kriger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised that the graffiti on City businesses and other private property in the City had been repainted by the volunteers from the Orcadia Youth Centre. Thank you to them for greening up our city. YBID sent out an invitation to all members to contact the YBID if they would like to make arrangements to clean up graffiti. It is important to remove the graffiti as soon as possible. Thanks also to Liquidation World for the work they did by repainting the whole wall on their building at their cost.

Mayor Chris Wyatt advised that one of the City employees passed away Mr. James Boliziuk, a member of the Roads and Streets crew at Public Works. He was with the City for five years, he passed away suddenly last night and we pass our condolences on behalf of the City of Yorkton and City Council to his wife Alma and his family. He’ll be missed.

Solid Waste Management Committee – Proclamation – Waste Reduction Week – October 19 to 25, 2008

A report dated September 12, 2008 from the Solid Waste Management Committee was circulated for the consideration of Council.
Mr. John Denysek, Mr. Keith Perkins, and Mr. Michael Buchholzer, were present in Council Chambers and Mr. Michael Buchholzer, Director of Environmental Services spoke to their request.

Public Notice – Bylaw No. 33/2008 – Amend Zoning Bylaw No. 14/2003 – Change Industrial Building Height and Façade Requirements

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 33/2008 amending Zoning Bylaw No. 14/2003which exempts Heavy Industrial Uses from building height requirements and deletes exterior building façade covering requirements for the M1-2 Heavy Industrial Zoning District.

Director of Human Resources – Hours of Operation

A report dated September 12, 2008 from the Director of Human Resources was circulated for the consideration of Council.

Discussion was held on this matter and it was suggested that the hours of operation for City Hall be 8:00 a.m. to 4:00 p.m. on a trial basis for six months after public notice has been given and that it be considered that the Kiosk receive bill payments as they are open to the public for longer hours.

That Council look at Option 1 to change the hours of operation for City Hall and other City Departments located throughout the City to 8:00 a.m. to 4:00 p.m. or 7:00 a.m. to 4:00 p.m. (depending on the department) on a six month trial basis after providing notification to the public.

Director of Planning and Engineering – Redesign – Riverside Meadows Phase 2

A report dated September 15, 2008 from the Director of Planning and Engineering regarding the redesign of Riverside Meadows Phase 2 was circulated for the consideration of Council.

City Engineer – Riverside Meadows Fill Material

A report dated September 22, 2008 from the City Engineer regarding Riverside Meadows Fill Material was circulated for the consideration of Council.

That Administration be authorized to proceed with extending the Riverside Meadows fill material project to Potzus Construction Ltd. in the amount of $872,000.00 plus G.S.T. and to also arrange for all other work required to complete the project.

Discounted Bus Pass Pilot Program

A report dated September 15, 2008 from the City Engineer along with a proposed Letter of Understanding which would provide a Discounted Bus Pass Program for the Dial a Bus System were circulated for the consideration of Council.

That Administration be authorized to execute the Letter of Understanding as submitted by the Ministry of Social Services for the continuation of the Discounted Bus Pass Program; and further that Administration be authorized to execute any future Letters of Understanding with the Ministry of Social Services provided that conditions of the Letters of Understanding remain the same or are more advantageous to the City of Yorkton.

Sask Power Transmission Line for Louis Dreyfus and James Richardson International

A report dated September 17, 2008 from the City Engineer regarding a SaskPower Transmission line to service the two canola crushing plants was circulated for the consideration of Council.

That Sask Power is requested to work with City Administration to install facilities such that there will not be location conflicts.

Director of Public Works – Sidewalk Replacement Program – Contracted Services

A report dated September 16, 2008 from the Director of Public Works regarding the sidewalk replacement program was circulated for the consideration of Council.

That Council authorize Administration to designate the full amount of the remaining $60,000 in Curb and Sidewalk – Contracted Services to be carried over to the 2009 Operational Budget to provide for program objectives identities in the 2008 Operational Budget.

That we accept Recommendation No. C00059-2008 as contained in the Committee of the Whole Council Meeting Minutes of September 22, 2008 that the lands legally described as Surface Parcel 152112383 and as identified on the attached Schedule “A” be leased to Parkland Racing Association for a period of 5 years at $1,000.00 per year plus applicable taxes, the City to provide one season notice unless the notice is given before the marketing season begins, and offer them a First Right of Refusal for the purchase of the property.
