REGULAR COUNCIL MEETING MINUTES
OCTOBER 20, 2008

Minutes of a Regular Council Meeting held on Monday, October 20, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Michael Eger, and Darcy McLeod. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda and Committee of the Whole Council Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk advised that he attended two events on Saturday one being the Kee’s Taekwondo with Wayne Mitchell organizing the tournament held at the Flexi Hall at the Gallagher Centre. Participants were from across Western Canada along with parents and other spectators there were about 300 people. The facilities were very well received and Mr. Mitchell commented that this facility is probably the best facility in Western Canada for this kind of tournament.

Yorkton Health Foundation held its Gala night with $28,000 raised for cardiac equipment in the City of Yorkton.  Councillor Wilson also spoke of the Health Foundation Gala with a contribution from Mosaic of $50,000 towards the cardiac equipment and also stated that Mosaic would contribute up to $50,000 toward the program matching any funds raised in the community until the end of the year.

Mayor Wyatt thanked Deputy Mayor DeRyk as well as all of Council for filling in for him during his holidays.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Royal Canadian Legion Branch No. 77 – Proclamation – Veteran’s Week – November 3 to11, 2008.

A letter dated September 23, 2008 from the Poppy Chairman of the Royal Canadian Legion Branch No. 77 regarding a proclamation was circulated for the consideration of Council.
Mr. Shawn King, Poppy Chairman spoke to their request. Also in attendance were Mr. Peter Wyatt, Sgt. at Arms, and Mr. Wade Cunningham, Local President.

Yorkton Airport Authority – Request for Operating Dollars

A report dated October 16, 2008 from the Yorkton Airport Authority was circulated for the consideration of Council.
Mr. Ron Evinou, Chairman and Cheryl Denesowych Committee Member were present in Council Chambers to speak to their request for operating and capital funding.

Bylaw No. 35/2008 – Amend Zoning Bylaw No. 14/2003
Permit Bow and Bay Windows and Permit Mixed Use Development

That Bylaw No. 35/2008, a bylaw of the City of Yorkton to allow for mixed density residential zoning for the Seventh Avenue Subdivision, to permit bow and bay windows as a permitted encroachment into any yard, to permit, a mixed use development on the lots south of Balmoral Street, and to amend the Zoning Map of Bylaw No. 14/2003 be introduced and read a first time this 20th day of October A.D. 2008.

Bylaw No. 36/2008 – Amend Zoning Bylaw No. 14/2003 – Light Industrial Uses in C-1 Zone and Establishment of CMI-1 Zone

A report dated October 7, 2008 from the Director of Leisure Services regarding the Deer Park 2009 – 2012 Fees and Charges was circulated for the consideration of Council.

A report dated October 15, 2008 from the City Clerk regarding market evaluation repricing of land was circulated for the consideration of Council.

That the prices for Commercial and Industrial land in the City of Yorkton be priced as follows, effective October 20, 2008:
Yellowhead Highway Commercial - $280,000 per acre.
M1-Light Industrial - $40,000 per acre (unserviced) $70,000 per acre (serviced).
Downtown Commercial Land $240,000 per acre.
Highway Commercial Land $70,000 per acre (unserviced).

GIVING NOTICE OF MOTION

Councillor Goulden – FCM – Hosting a National Board of Director’s Meeting

A Notice of Motion dated October 15, 2008 from Councillor Randy Goulden regarding Hosting a National Board of Director’s Meeting for FCM was circulated for the consideration of Council.

Humane Society – Battery Hens

Mayor Wyatt provided information from the Humane Society on Battery Hens for the consideration of Council.

Kelly Kaban was present in Council Chambers for this item only.

Mayor Wyatt passed the Chair to Deputy Mayor DeRyk at 6:08 p.m.

That the Council of the City of Yorkton pass a resolution requesting the elimination of eggs from caged hens from city run facilities.

The Chair reverted back to Mayor Wyatt at 6:11 p.m.

The Chair was passed to Deputy Mayor DeRyk at 6:12 p.m. and it reverted back at 6:13 p.m.

Councillors Arnelien, DeRyk, Maloney, Pearen and Wilson opposed.
Motion Defeated.***
