SPECIAL COUNCIL MEETING MINUTES
November 3, 2008

Minutes of a Special Meeting of Council held on Monday, November 3, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Dean Clark, Darcy McLeod, Michael Buchholzer, Trent Mandzuk and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Maloney reminded the residents about Harvest Showdown coming up this week Wednesday to Saturday, November 5 to 8, 2008. The Yorkton Exhibition Association along with their partners work very hard on this event. They have an appreciation night on Wednesday evening, then the showdown goes right through to Saturday with lots of Agriculture Events. We hope everyone comes out and that they have another great year at the gate.

Mayor Chris Wyatt advised of the Mayor’s Prayer Breakfast to be held on Friday, November 7th, 2008 at 7:00 a.m. sharp. There will be a morning of fellowship with a great breakfast, and all proceeds to go to the Shelwin House Expansion. Thank you to the six media agencies that sponsored this event.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Addiction Services – Proclamation – Saskatchewan Addictions Awareness Week - November 16 to 22, 2008

A letter dated October 30, 2008 from the Sunrise Health Region, Youth Addiction Services was circulated for the consideration of Council.
Mr. Will Woods was present in Council Chambers to speak to their request.

Public Notice – Bylaw No. 35/2008 – Amend Zoning Bylaw No. 14/2003

There were no petitioners present to speak for or against Bylaw No. 35/2008, a bylaw of the City of Yorkton to allow for mixed density residential zoning for the Seventh Avenue Subdivision, to permit bow and bay windows as a permitted encroachment into any yard, to permit a mixed use development on the lots south of Balmoral Street and to amend the Zoning Map of Bylaw No. 14/2003.

There were no petitioners present to speak for or against Bylaw No. 36/2008, a bylaw of the City of Yorkton to amend Zoning Bylaw No. 14/2003 – to establish development standards for a commercial-industrial transitional zoning district and to change the zoning designation of industrial uses in the C-1 Zone.

Mayor Wyatt – Painted Hand Casino Community Development Corporation Board

A report dated October 30, 2008 from Mayor Chris Wyatt regarding an appointment to the Painted Hand Casino Community Development Corporation Board was circulated for the consideration of Council.

Mayor Wyatt passed the Chair to Deputy Mayor Goulden at 5:02 p.m.

Director of Finance – Tax Enforcement Proceedings – Lien Registration – 2009

A report dated October 29, 2008 from the Director of Finance regarding Tax Enforcement Proceedings was circulated for the consideration of Council.

That the Director of Finance be authorized to proceed with tax enforcement as outlined in the legislation under Section 3 of The Tax Enforcement Act for the attached list of properties.

Councillor Larry Pearen declared a pecuniary interest for the next item on the Agenda and left Council Chambers at 5:06 p.m.

Fire Chief – Memorandum of Agreement – Parkland College

A report along with a proposed Memorandum of Agreement dated October 29, 2008 from the Fire Chief were circulated for the consideration of Council.

That the Memorandum of Agreement (MOA) with Parkland College for Fire Fighter Training be approved as presented, and that the Mayor and City Clerk be authorized to sign on behalf of the City.
