NOVEMBER 17, 2008

Minutes of a Regular Meeting of Council held on Monday,

November 17, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Michael Buchholzer, Michael Eger, Tricia Strutynski, Kelly Kaban and Faisal Anwar. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden recognized the work of the Yorkton Exhibition Association and advised of Council’s appreciation to the Yorkton Exhibition Association for putting on Harvest Showdown. The City of Yorkton was very busy with Harvest Showdown and it was another successful event.

Councillor Pearen advised that Remembrance Day was celebrated at the Flexi Hall with Reverend Richard Gibson as the guest speaker. The Yorkton Legion should be very proud of this event and the Flexi Hall is a great venue. There were 14 members of the RCMP in red serge, along with the cadets and the audience. Congratulations to all who took part in the Remembrance Day Services.

Councillor Maloney reminded the citizens of Yorkton that the Yorkton Terriers are having a special night to salute Canada’s military, Wednesday night November 19th as they are taking on Estevan. They will be wearing special camouflage jerseys. The jerseys will be auctioned off on line. Look for details on the Terrier’s website. They will be taking a silver collection at the game in support of the Military to support the men and women that are serving overseas in our armed forces. This is a tremendous thing for the Terriers to do and they will be doing the same fundraiser in Estevan.

Mayor Chris Wyatt thanked all the people who attended the 4th Annual Mayor’s Prayer Breakfast. A great morning of fellowship and prayer and over $1,900.00 was raised for the Shelwin House expansion project. Thank you to the media of Yorkton for helping sponsor the event and the people who attended.

The Director of Human Resources, Tricia Strutynski introduced the new Economic Development Marketing Coordinator, Mr. Faisal Anwar to the City of Yorkton. Faisal and his family were welcomed to the City of Yorkton.

Public Notice – Bylaw No. 39/2008 – Borrowing Bylaw – Queen Street Water Treatment Plant

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 39/2008, a bylaw to provide for the borrowing of $10,000,000 for the Queen Street Water Treatment Plant.

REPORTS OF COMMISSIONS, COMMITTEES AND MATTERS REFERRED

Yorkton Solid Waste Management Committee – Current Recycling Initiatives in the City of Yorkton

A letter dated October 29, 2008 from the Chair of the Solid Waste Management Committee regarding making a presentation to Council on recycling initiatives the Committee is actively involved in was circulated for the consideration of Council. Mr. Stefan Bymak, Mr. Steven Rosowsky, Ms. Lori Betge and Ms. Audrey Martel and Michael Buchholzer, representatives of the Solid Waste Committee were present in Council Chambers to provide a presentation to Council.

INTRODUCTION OF BYLAWS

Bylaw No. 39/2008 – Borrowing Bylaw – Queen Street Water Treatment Plant

That Bylaw No. 39/2008, a bylaw of the City of Yorkton to provide for borrowing the sum of $10,000,000 for the purpose of financing the construction of the Queen Street Water Treatment Plant within the City of Yorkton be introduced and read a first time this 17th day of November A.D. 2008.

Bylaw No. 40/2008 – Lane Closure on Seventh Avenue

That Bylaw No. 40/2008, a bylaw of the City of Yorkton to provide for the permanent closure of one laneway, Lot 18, Block 6, Plan 00Y05677 (Seventh Avenue) be introduced and read a first time this 17th day of November A.D. 2008.

Planner – Proposed Subdivision SD08-13

A report dated November 13, 2008 from the Planner regarding a proposed subdivision in the Pt. SW 10-26-4-W2nd was circulated for the consideration of Council.

That the proportionate deferral of Municipal Reserves to the remnant parcels, in the form of a Deferred Reserve Caveat, be approved; and
That the Mayor and City Clerk be authorized to execute the Proposed Subdivision and issue a Certificate of Approval for the proposed subdivision of Pt. SW 10-26-4-W2nd.

Proposed Subdivision – R.M. of Orkney – SE 4-26-4-W2nd

A report dated November 13, 2008 from the Planner regarding a proposed subdivision in the R.M. of Orkney SE 4-26-4W2nd was circulated for the consideration of Council.

That the proposed subdivision on L.S. 2 & 7, SE 4-26-4-W2nd be recommended for refusal to the Yorkton District Planning Commission, on the basis that the subject lands should be used for agricultural purposes until such time of logical, planned urban expansion.

Mayor Chris Wyatt passed the Chair to Deputy Mayor Goulden at 5:44 p.m. and it reverted back at 5:45 p.m.

It was noted that Administration is to provide some history and background on Country residential parcels surrounding the City of Yorkton for Council’s information.

Condominium Conversions – Policy Recommendation

A report dated November 13, 2008 from the Planner regarding a Condominium Conversion Policy was circulated for the consideration of Council.***R00430-2008

That Condominium Conversation Policy 10.240, which establishes the requirements and criteria for the conversion of residential rental units to condominium ownership, be adopted; and that all current condominium conversion applications be reviewed in accordance with Condominium Conversion Policy No. 10.240.
