DECEMBER 1, 2008

Minutes of a Regular Meeting of Council held on Monday, December 1, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Dean Clark, Michael Eger, Tricia Strutynski, Don Kunkel, Trent Mandzuk, Faisal Anwar, Carol McLashen, Kathy Ritchie, Kim Durdin, and Kelly Kaban. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen advised that on Saturday, November 29th, 2008 the residents of Yorkton saw the 11th Annual Santa Claus Parade, the crowd was large and he congratulated the organizers Penny Sandercock and Kathy Hilworth and other volunteers.

Councillor Goulden announced that Yorkton has been selected for the Vancouver Olympic Torch run on January 9, 2010 stopping in Brandon then Yorkton and Regina. Yorkton is the only stop here in east Central Saskatchewan. People can go on the website and register to be a torch bearer.

Mayor Wyatt advised that at the Yorkton Airport a bi-plane celebrating Edmonton’s 100th anniversary of aviation should be landing around noon on December 2nd, hope to see people out there.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Women In Need Inc. (Shelwin House) - Proclamation – Battered Women’s Awareness Week – December 1 to 7, 2008

A letter dated November 18, 2008 from Yorkton Women In Need regarding a proclamation was circulated for the consideration of Council.

Ms. Laura Krawetz was present in Council Chambers to speak to their request.

Yorkton Curling Club – 100th Anniversary Celebration

A letter dated November 27, 2008 from the President of the Yorkton Curling Club was circulated for the consideration of Council.

Mr. Brian Kruger, President of the Yorkton Curling Club was present in Council Chambers to make a brief presentation and to invite City Council, Administration and citizens of Yorkton to attend a fun curling evening on Friday, December 19th at 7:00 p.m. with four end games, refreshments and a birthday cake.

SAMA – New Assessment Values

Saskatchewan Assessment Management Agency (SAMA) representatives, Lonnie Chupa, Regional Manager, Dwain Weeks, Income Coordinator, George Marshall and Jackie Currah, along with another representative from SAMA were present in Council Chambers to make a presentation on the new assessment values for 2009.

Public Notice – Bylaw No. 40/2008 – Lane Closure on Seventh Avenue

Director of Finance – Utility Account Write-off’s

A report dated December 1, 2008 from the Director of Finance regarding the Utility Account Write-off’s was circulated for the consideration of Council.

Director of Public Works – Snow Removal and Clearing of Residential Driveways

A report dated November 24, 2008 from the Director of Public Works regarding snow removal and clearing of residential driveways was circulated for the consideration of Council.

The Chair was passed to Deputy Mayor Goulden at 6:10 p.m. and it reverted back at 6:12 p.m.

That residential driveways will not be revisited following the plowing of residential streets. Snow removal equipment will not return to clear any overflow snow under any circumstances, and further that Public Notices in the form of Snow Removal Operations pamphlets be sent out to all residences in the City of Yorkton.

A report dated November 26, 2008 from the Planner regarding a proposed subdivision S08-05 was circulated for the consideration of Council.

A report dated November 26, 2008 from the Planner regarding a proposed subdivision SD08-12 was circulated for the consideration of Council.

Councillor Dick DeRyk – Support of an East Central Enterprise Zone

A notice of Motion from Councillor Dick DeRyk requesting Council’s support of an East Central Enterprise Region was circulated for the consideration of Council.

That we accept Recommendation No. C00075-2008 as contained in the Committee of the Whole Council Meeting Minutes of December 1, 2008 that at such time as Council decides that the train delays are at the intolerable level, they authorize Administration to prepare an estimate on how much it would cost to undertake an engineering feasibility study of the best location for two bridge structures, and the possible cost of those structures.
