DECEMBER 15, 2008

Minutes of a Regular Meeting of Council held on Monday, December 15, 2008 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen, and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Michael Eger, Trent Mandzuk, Fran Brimacombe and Wayne Reinhardt. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the Meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be amended by removing Bylaws No. 42/2008, Bylaw No. 43/2008, Bylaw No. 44/2008, Bylaw No. 45/2008, Bylaw No. 46/2008 and Bylaw No. 49/2008 under No. 7, Introduction of Bylaws, and these bylaws to be placed on the January 12, 2009 Council Agenda.

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk welcomed Councillor Goulden back to Yorkton as she spent the last week in the Ukraine as a volunteer as part of a Federation of Canadian Municipalities project where in conjunction with the Canadian and National Development Agency, do work in developing countries with municipal officials. She has been in Africa previously, but spent the last week in Ukraine as part of a project there working on housing issues and community development. It is a credit to her and FCM that they carry out this work.

Councillor Wilson advised that this past Saturday, Councillor Pearen and himself had the honour of being at the Habitat for Humanity announcement. It was a very cold day but a warm atmosphere as they witnessed and congratulated the family that was chosen to be the recipient of the new build. Also congratulations go out to the Board, community and Volunteers of Habitat for Humanity.

Mayor Wyatt advised that the City of Yorkton has Commissions of Council and once again we are looking for volunteers to sit on the boards. Advertising has taken place in the local media and in the new year we are looking for new people from a wide demographic for good representation on these Commissions. Just a quick comment regarding the young fellow who moved to our city from the City of Winnipeg, I would like to urge people not to over react as to what is going on in the media lately. This is a sixteen year old young man who has been has been in a lot of trouble in his life and hopefully if he can turn his life around, Yorkton would be the place that he can do it. We have a great community here with people that look out for each other and if there is anyway this person can be turned around it’s going to be in a city like ours with lots to see and do. I urge people to use restraint when dealing with this, we are a good city and a good place to live. Let’s show this person that and hopefully he can turn his life around. I would like to assure the people of Yorkton that if he chooses to take the other path, there are steps in place that he will be monitored and that law will be put into force if there is any danger.

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 32/2008, a bylaw of the City of Yorkton to provide for the borrowing of $2,000,000 for the purpose of financing the construction of subdivision development.

A discussion was held on transit passes and rates.
