FEBRUARY 9, 2009

Minutes of a Regular Meeting of Council held on Monday, February 9, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Darcy McLeod, Don Kunkel, Dean Clark, and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Dick DeRyk advised that while everyone was attending SUMA bringing home bags of money from the Provincial Government, he attended the kick-off breakfast for Positive Ticketing Campaign and expressed on behalf of Council enthusiasm and support for the program. This is an incredible program that has huge potential for this community and he advised they are finishing up meetings, lining up sponsors and this program deserves wide support from this community.

Councillor Larry Pearen commented that Wednesday, February 11, 2009 at St. Mary’s Cultural Centre, Yorkton Tribal Council with the support of Parkland College, are sponsoring a job fair. They have 25 different employers displaying. Mr. Nelson Bird from CTV is also doing a guest presentation. Encourages the public to attend , one of two job fairs coming up later with the military, armed forces and RCMP and the College. This Wednesday, Feb. 11, 2009 from 9:00 a.m. to 4:00 p.m.

Councillor Bob Maloney thanked the Prairie Women on Snowmobiles who came through the City of Yorkton last week. They raised over $182,000 for breast cancer research. Congratulations and thanks to them and riders from our area. Also February 21, 2009 Snowarama for Camp Easter Seals is coming up in the City of Yorkton. You can register on line and Barry Bradshaw and John Denysek and volunteers are ready for another great year. In the past few years they have raised about $100,000 in their one day Provincial ride for Snowarama and Camp Easter Seals. Get everyone registered and have a great ride.

A letter dated January 8, 2009 from the Zion 8th Wolf Cub Leader was circulated for the consideration of Council.
Mark Hansen, Chris Hansen, Jasmine Moore, Sheldyn Moore, Brayden Jarvis, Nicholas Cantelo, Mathew Linsley, Jordan Heshka, Tate Chopty, Jesse Smith, Laverne Smith and John Spykerman were all present in Council Chambers.

Appointment to Yorkton Airport Authority

A memorandum dated February 3, 2009 from Mayor Chris Wyatt regarding an appointment to the Yorkton Airport Authority was circulated for the consideration of Council.

That Council appoint Mr. Paul Smolinski to sit on the Yorkton Airport Authority for a two year period commencing immediately, and that he be exempted from the residency requirements.

Mayor Wyatt commented that Councillor Dick DeRyk will be his designate on the Yorkton Airport Authority.

That owners of Agricultural or Residential properties in the areas included in the proposed alteration of the boundaries for the R.M. of Wallace No. 243 would continue to pay the same mill rate as they would pay in the R.M. of Wallace No. 243 unless the land use, or title changes to any person other than a spouse, son or daughter of the person assessed on the last revised assessment roll at the time public notice of intent to apply for alteration of municipal boundaries was given to the assessed owners.

A report dated February 5, 2009 from the Planner regarding a proposed subdivision was circulated for the consideration of Council.

A report dated February 5, 2009 from the Planner regarding the Yorkton Planning District, a review of boundaries and subdivision referrals was circulated for the consideration of Council.
