REGULAR COUNCIL MEETING MINUTES
FEBRUARY 23, 2009
Minutes of a Regular Meeting of Council held on Monday, February 23, 2009 in Council Chambers City Hall commencing at 5:00 p.m.
Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney and Wilson.
Absent: Councillor Larry Pearen (arrived at 5:55 p.m.)
Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Buchholzer, Trent Mandzuk, Don Kunkel, Wayne Reinhardt and Tricia Strutynski. Recording: Gloria Signarowski.
A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA

That the Regular Council Meeting Agenda and the Committee of the Whole Council Meeting Agenda be approved as presented.
Councillor Bob Maloney congratulated the Snowarama participants as last Saturday they had another record breaking event. They raised $124,000 for Camp Easter Seal on their ride on Saturday; $111,000 from the Riders, and $13,000 from corporate donations. He thanked John Denysek from the Abilities Council, Barry Bradshaw and our local Snow Riders Club for a tremendous fund raiser that goes to a terrific cause at Camp Easter Seal.
Mayor Chris Wyatt acknowledged our Member of Parliament Mr. Garry Breitkreuz, and our Member of the Legislative Assembly, Mr. Greg Ottenbreit. Working together with them, City Council has come into $12 million for the Water Treatment Plant on Queen Street from the Canada-Saskatchewan Building Canada Fund communities component. As all of Council knows, we had many meetings with these two gentlemen to stress the importance of this project. It was great to see they listened and both of them came through in a huge receiving way for the City of Yorkton. Over $60 million is being handed out through this program and Yorkton is receiving $12,738,666 million. It was the Lion’s share of the money and it will go a long way to reducing the debt to the citizens of Yorkton. Great news and a lot of good things happening in our City.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Yorkton Curling Club Canada Cup Committee – Proclamation – Curling Month – March 2009
A letter received January 22, 2009 from the Yorkton Curling Club, Canada Cup Committee regarding a proclamation was circulated for the consideration of Council.
Mr. Brian Kruger, Chair of the Canada Cup Committee was present in Council Chambers to speak to their request. Firstly, Mr. Kruger presented the Director of Finance a cheque in the amount of $8,000.00 from the Yorkton Curling Club to go towards their commitment for the windows at the Curling Rink.

That Council authorize Mayor Chris Wyatt to proclaim the month of March as “Curling Month” in the City of Yorkton.
INTRODUCTION OF BYLAWS
Bylaw No. 7/2009 – Amend Zoning Bylaw No. 14/2003 – 7 Alderwood Place [1st Reading]
Wilson – Maloney
That Bylaw No. 7/2009, a bylaw of the City of Yorkton to rezone from IN to R-3 and to reduce the minimum rear yard setback from 7.5M to 6.0M, and to permit outdoor amenity space to be located in a required front on Lot 33, Block 61, Plan 101444352, (7 Alderwood Place), as required by Zoning Bylaw No. 14/2003 be introduced and read a first time this 23rd day of February A.D. 2009.
Bylaw No. 8/2009 – Assessment Appeals Fees

That Bylaw No. 8/2009, a bylaw to establish fees for the purposes of assessment appeals be introduced and read a first time this 23rd day of February A.D. 2009.

That Bylaw No. 8/2009 be read a second time this 23rd day of February A.D. 2009.
Goulden – Wilson
That Bylaw No. 8/2009 receive all three readings this 23rd day of February A.D. 2009.

That Bylaw No. 8/2009, a bylaw of the City of Yorkton to establish fees for the purposes of assessment appeals be read a third time this 23rd day of February A.D. 2009 after unanimous agreement had been reached to have third reading and registered in the Bylaw Register of the City of Yorkton.
Director of Finance – 2009 Municipal Economic Enhancement Program (MEEP) Capital Projects
A report dated February 18th, 2009 from the Director of Finance regarding the 2009 Municipal Economic Enhancement Program (MEEP) Capital Projects was circulated for the consideration of Council.

That the Infrastructure Plan under the Municipal Economic Enhancement Program providing $1,635,936 in grant funding be approved which includes the following projects:
Bradbrooke Reconstruction - Gladstone to Hospital (partial - $430,000) $1,000,000
Downtown Sidewalks - Broadway Northside ( 8th to Dracup) $120,000
Downtown Sidewalks - Broadway Northside (Dracup to Hwy) $90,000
Deer Park Water & Sewer Sleeves under Hwy $100,000
Airport - runway lights & repaving $150,000
Silver Heights Playstructure Replacement $90,000
Waterloo Playstructure Replacement $55,000
New pathway connecting trails (not paving existing park trails) $200,000
JC Beach Washrooms $50,000
Tree Planting Hwy #9 (Eastside) Parkland Mall to Darlington $35,000
Farrell Agencies Arena - Glass & New Boards $200,000
Farrell Agencies Arena - Corporate Boxes $115,000
Mayor Wyatt passed the Chair to Deputy Mayor Maloney at 5:31 p.m. and it reverted back at 5:32 p.m.
City Clerk – Public Meeting Dates – R.M. of Wallace No. 243

That Tuesday, March 24, 2009 be set as the date of the Public Meeting in respect to the alteration of boundaries with the R.M. of Wallace No. 243 and that notice be given as per the requirements of The Cities Act.
GIVING NOTICE OF MOTION
Councillor Goulden – FCM Conference – Travel Request Approval
A Notice of Motion dated February 19, 2009 from Councillor Randy Goulden regarding the FCM Conference, Travel Request approval was circulated for the consideration of Council.
DeRyk – Maloney
That Council of the City of Yorkton authorize Councillor Randy Goulden to attend the FCM Conference to represent the City of Yorkton in Whistler, British Columbia from June 5th to June 8th, 2009 for the travel costs as identified and as provided for in the Travel and Training- Members of Council Policy 10.175 in the amount of $2,650.00.

That this Regular Council Meeting move into a Committee of the Whole Council Meeting at 5:44 p.m.

That we rise and report from the Committee of the Whole Council Meeting at 7:36 p.m.

That we accept Recommendation No. C00015 -2009 as contained in the Committee of the Whole Council Meeting Minutes of February 23, 2009 that Council table the 2009 Operating Budget until the next Meeting of Council on March 9, 2009.
