REGULAR COUNCIL MEETING MINUTES
FEBRUARY 23, 2009

Minutes of a Regular Meeting of Council held on Monday, February 23, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney and Wilson.

Absent: Councillor Larry Pearen (arrived at 5:55 p.m.)

Staff Members Present: David Putz, Bonnie Schenher, Lonnie Kaal, Roger Hunter, Darcy McLeod, Michael Buchholzer, Trent Mandzuk, Don Kunkel, Wayne Reinhardt and Tricia Strutynski. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Bob Maloney congratulated the Snowarama participants as last Saturday they had another record breaking event. They raised $124,000 for Camp Easter Seal on their ride on Saturday; $111,000 from the Riders, and $13,000 from corporate donations. He thanked John Denysek from the Abilities Council, Barry Bradshaw and our local Snow Riders Club for a tremendous fund raiser that goes to a terrific cause at Camp Easter Seal.

Mayor Chris Wyatt acknowledged our Member of Parliament Mr. Garry Breitkreuz, and our Member of the Legislative Assembly, Mr. Greg Ottenbreit. Working together with them, City Council has come into $12 million for the Water Treatment Plant on Queen Street from the Canada-Saskatchewan Building Canada Fund communities component. As all of Council knows, we had many meetings with these two gentlemen to stress the importance of this project. It was great to see they listened and both of them came through in a huge receiving way for the City of Yorkton. Over $60 million is being handed out through this program and Yorkton is receiving $12,738,666 million. It was the Lion’s share of the money and it will go a long way to reducing the debt to the citizens of Yorkton. Great news and a lot of good things happening in our City.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Yorkton Curling Club Canada Cup Committee – Proclamation – Curling Month – March 2009

A letter received January 22, 2009 from the Yorkton Curling Club, Canada Cup Committee regarding a proclamation was circulated for the consideration of Council.
Mr. Brian Kruger, Chair of the Canada Cup Committee was present in Council Chambers to speak to their request. Firstly, Mr. Kruger presented the Director of Finance a cheque in the amount of $8,000.00 from the Yorkton Curling Club to go towards their commitment for the windows at the Curling Rink.

INTRODUCTION OF BYLAWS

Bylaw No. 7/2009 – Amend Zoning Bylaw No. 14/2003 – 7 Alderwood Place [1st Reading]

That Bylaw No. 7/2009, a bylaw of the City of Yorkton to rezone from IN to R-3 and to reduce the minimum rear yard setback from 7.5M to 6.0M, and to permit outdoor amenity space to be located in a required front on Lot 33, Block 61, Plan 101444352, (7 Alderwood Place), as required by Zoning Bylaw No. 14/2003 be introduced and read a first time this 23rd day of February A.D. 2009.

A report dated February 18th, 2009 from the Director of Finance regarding the 2009 Municipal Economic Enhancement Program (MEEP) Capital Projects was circulated for the consideration of Council.

A Notice of Motion dated February 19, 2009 from Councillor Randy Goulden regarding the FCM Conference, Travel Request approval was circulated for the consideration of Council.
