MARCH 9, 2009

Minutes of a Regular Meeting of Council held on Monday, March 9, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Goulden, Maloney, Pearen and Wilson.

Staff Members Present: David Putz, Tricia Strutynski, Lonnie Kaal, Roger Hunter, Michael Buchholzer, Darcy McLeod, Dean Clark, Don Kunkel, Michael Eger, Fran Brimacombe, and Trent Mandzuk. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor DeRyk had intended to congratulate the Terriers on their playoff win and then reality in the form of the third period last night intervened. They have played some terrific hockey in February and all through this series and we do wish them well. Not only because we want to save you Chris the embarrassment of sleeping on centre ice in the Melville stadium, but it’s been a good hockey season and we expect that it will continue. Tomorrow night will be a big night and all the best to the Terriers.

Councillor Pearen welcomed Victor Lopez from Miami. He is a composer, and he is visiting our fine city working with Catholic and Public School band students. He has written two compositions, one is called Weinmaster Park and second one is called Yorkton and they are being performed on Thursday night at the Anne Portnuff Theatre. He invited all the public to please give him a warm welcome. He can’t imagine what he is feeling coming from Miami to Yorkton with 40 below temperatures this week.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Saskatchewan Association of Social Workers – Proclamation – Social Work Week
March 15th to 23rd, 2009

A letter dated March 2, 2009 from the Saskatchewan Association of Social Workers, Yellowhead East Branch – Yorkton requesting a proclamation was circulated for the consideration of Council.
Eileen Zarowny, MSW RSW (SK), President of the Yellowhead East Branch, Saskatchewan Association of Social Workers (SASW) was present in Council Chambers to speak to their request.

That Council authorize Mayor Chris Wyatt to proclaim the week of March 15th to March 23rd, 2009 as “Social Work Week” in the City of Yorkton.

Ms. Zarowny also mentioned that she is involved in the MS Walk for Yorkton which is coming up on April 26th, 2009.

ADMINISTRATIVE REPORTS

City Clerk – Public Meeting Dates – R.M. of Orkney No. 244

A report dated March 2, 2009 from the City Clerk regarding public meeting dates for the Alteration of Boundaries with the R.M. of Orkney No. 244 was circulated for the consideration of Council.

That Wednesday, April 8, 2009 be set as the date of the Public Meeting with respect to the alteration of the boundaries with the R.M. of Orkney No. 244 and that notice be given as per the requirements of The Cities Act.

Mayor Wyatt passed the Chair to Deputy Mayor Maloney at 5:07 p.m. and it reverted back at 5:08 p.m.

Manager of Engineering – North Industrial Water Supply – Tender

A report dated March 2, 2009 from the Manager of Engineering regarding the North Industrial Water Supply tender was circulated for the consideration of Council.

That Administration be authorized to execute the Contract with the low bidder, Target Excavating Inc. for the installation of the North Industrial Water Supply Pipeline for the Bid price of $487,390,000.

Mayor Wyatt passed the Chair to Deputy Mayor Maloney at 5:14 p.m. and it reverted back at 5:14 p.m.

Riverside Meadows Subdivision Development – Phase II Tender

A report dated March 2, 2009 from the Manager of Engineering regarding the Riverside Meadows Subdivision Development – Phase II Tender was circulated for the consideration of Council.

That the offer from Wyonzek Bros. Const. Ltd. for the Subdivision Development of Riverside Meadows Phase II be rejected and the project be let for tender.

Planner – Development Permit Application – Designated Heritage Property

A report dated March 4, 2009 from the Planner regarding a development permit application for 19 Broadway Street East was circulated for the consideration of Council.

That we accept Recommendation No. C00019-2009 as contained in the Committee of the Whole Council Meeting Minutes of March 9, 2009 that the 2009 Operating Budget be approved as presented in the attached schedules for a total of $14,887,220.

That we accept Recommendation No. C00020-2009 as contained in the Committee of the Whole Council Meeting Minutes of March 9, 2009 to lift the tabled motion C00014-2009 – 2009 Capital Budget from the table.

That we accept Recommendation No. C00021-2009 as contained in the Committee of the Whole Council Meeting Minutes of March 9, 2009 that we approve the 2009 Capital Budget in conjunction with the attached schedules which includes fully funded projects, waterworks projects, and 25 projects requiring $1,863,590 along with $2,000,000 in debt repayment.

That we accept Recommendation No. C00025-2009 as contained in the Committee of the Whole Council Meeting Minutes of March 9, 2009 that the servicing agreement as presented be approved with the provision that Richardson Nutrition Holdings Limited (RNHL) will have a maximum cost recovery of $153,750.
