REGULAR COUNCIL MEETING MINUTES
MARCH 23, 2009

Minutes of a Regular Council Meeting held on Monday, March 23, 2009 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Chris Wyatt, Councillors Arnelien, DeRyk, Maloney, Pearen and Wilson.

Absent: Councillor Randy Goulden.

Staff Members present: David Putz, Bonnie Schenher, Lonnie Kaal, Michael Buchholzer and Michael Eger. Recording: Gloria Signarowski.

A quorum being present Mayor Chris Wyatt in the Chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Les Arnelien advised that last week the City of Yorkton hosted the Canada Cup of Curling and congratulated Mr. Brian Kruger and the 200 volunteers that helped make this happen. We received National coverage through TSN. Congratulations to Kevin Martin and Shannon Kleibrink the two winning teams.

Councillor Dick DeRyk advised that speaking of spending a lot of time at the Gallagher Centre as well as Mr. Kruger and his volunteers, the Gallagher staff worked very hard as well. Mr. Ken Maduck and staff at Parkland Catering fed over 1,000 people at a time and managed to make it through. It was an intense time for all staff for the five days and congratulations to everyone for seeing this through.

The Mayor advised that he is honouring his side of a wager with Mayor Streelasky of Melville by wearing a Melville Millionaires Jersey. He wished the Melville Millionaires good luck and wished Mayor Streelasky all the best with his walk to Regina in support of obtaining Federal funding for a new rink.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Royal Canadian Legion Branch No. 77 – Restoration of Cenotaph

A letter dated February 24, 2009 from the Royal Canadian Legion regarding restoration of the cenotaph was circulated for the consideration of Council.
Comrade Ed St. Pierre, Peter Wyatt, Sgt. at Arms and Comrade John Miller were present in Council Chambers. Peter Wyatt, Sgt. at Arms spoke to their request.

That the City of Yorkton write a letter of support to the Cenotaph Monument Restoration Program stating that as the owners of the land and the cenotaph that the City authorize the Royal Canadian Legion to submit the grant application and to coordinate the work of restoration.
Carried.***

Council indicated that this item be flagged for further consideration by Council of their monetary contribution to the restoration project pending grant approval.

The Health Foundation – Stroke Pilot Project – Contribution Request

A letter dated March 10, 2009 from the Health Foundation regarding fundraising for the Stroke Pilot Project to upgrade the CT scan to a 16 slice machine was circulated for the consideration of Council.

Mr. Ross Fisher, Executive Director of The Health Foundation was present in Council Chambers to make a presentation regarding their request.

That the City of Yorkton make a one time donation of $15,000 to the Health Foundation of East Central Saskatchewan for the fundraising campaign to upgrade the CT scan to a 16 slice machine under the Stroke Pilot Project.

The Chair was passed to Deputy Mayor Maloney at 5:31 p.m. and it reverted back at 5:32 p.m.

Canadian Cancer Society – Proclamations – Cancer Awareness Month – April 2009

Letters dated February 20, 2009 and February 23, 2009 from the President of the Parkland Unit of the Canadian Cancer Society regarding two proclamations were circulated for the consideration of Council.

Ms. Leone Ottenbreit, President of the Parkland Unit was present in Council Chambers to speak to their request.

That Council authorize Mayor Chris Wyatt to proclaim the month of April as “Cancer Awareness Month”; March 22nd to 28th, 2009 as “Daffodil Week” in the City of Yorkton and to raise their flag at City Hall Park on Tuesday, April 7th, 2009 at 10:30 a.m.

Public Notice – Bylaw No. 7/2009 – Amend Zoning Bylaw No. 14/2003 – Alderwood Place

There were no petitioners present in Council Chambers to speak for or against Bylaw No. 7/2009 amending Zoning Bylaw No. 14/2003 – 7 Alderwood Place rezone the property from IN – Institutional to R-3 – Medium Density Residential and to reduce the minimum rear yard from 7.5m to 6.0 m, and permit an outdoor amenity area in the required front yard.

Director of Environmental Services – Agreement with Out-of-City Customers at Sanitary Landfill

A report dated March 3, 2009 from the Director of Environmental Services regarding agreements with out-of-city customers at the sanitary landfill was circulated for the consideration of Council.

That Council authorize Administration to renew or enter into agreement with out-of-city customers like Villages, Rural Municipalities and businesses that pick up out-of-city refuse and haul to the City of Yorkton Sanitary Landfill for the two-year period during 2009 to 2010, with an option that Administration can renew these agreements for an additional two years with the consent of both parties as per the attached sample agreement.

Director of Finance – 2008 Year End

A report dated March 12, 2009 from the Director of Finance regarding the 2008 year end was circulated for the consideration of Council.

That Departmental year end surplus transfers to reserves be approved with $35,000 to administration/computer reserve; $22,000 to landfill reserve; $15,000 to planning/study reserve and the remaining $486,903 year end surplus be transferred to an unspecified reserve account to be decided at a later date.

2008 Financial Review of Land Fund

A report dated March 16, 2009 from the Director of Finance regarding the 2008 Financial Review of the Land Fund was circulated for the consideration of Council.

Building Canada Fund – 2nd Intake (North Sanitary Sewer Trunk Main)

A revised report dated March 11, 2009 from the Director of Finance regarding the Building Canada Fund – 2nd intake North Sanitary Sewer Trunk Main was circulated for the consideration of Council.

That an application for funding for the North Sanitary Sewer Trunk Main project, for approximately $1,000,000.00 (1 million dollars) proceed through the Canada Saskatchewan Building Canada Fund – Community Component (BCF-CC) program which indicates agreement with the terms and conditions of this program; that an open tendering process will be conducted, that the City will manage the construction of the project, fund the municipal share (1/3) of the construction costs, fund ongoing operation and maintenance and follow any mitigating measures as required by the Canadian Environmental Assessment Act and the Environmental Assessment Act (Saskatchewan).
